Executive summary
The aim of the report is to describe the case study of Brampton Civic Hospital. The
paper will analyse and examine the challenges associated with the case study. In addition to
this the report will discuss about the stakeholders and financials aspects related to the
Brampton Civic Hospital. The identification process will determine the key challenges that
are experienced within the project. The report will also describe the ways in which these
challenges can be overcome. The report will discuss about the funding modelling and the
need for financial arrangements. Lastly the paper will provide a reflection on the findings and
lesson learnt from the case study. This will also describe the way these lesson will help in
developing personal skills and professionalism towards ones career.

Introduction
The aim of the Brampton Civic Hospital is to provide an accessible and public
hospital for everyone. The hospital has developed its infrastructure with new technology and
medical equipment’s. With implementation of this new facility the hospital will be able to
serve the community with a variety of health services. This project is set to be executed in the
Brampton city of Canada. The total area required or this project is 1.2 million sq. ft. the
project includes 608 beds and 108 rooms for operating purpose. The paper will describe and
identify the key challenges that are likely to be experienced while developing this project.
The ways in which these challenges can be overcome. This is very much necessary to plan
strategies for mitigating the risks. The paper will also evaluate ways that will help in
improving the working. Further the report will describe the involvement of stakeholders in
the public- private partnership. Managing the stakeholder’s interests is also a necessary
aspect. The report will describe the opportunities that are likely to come for improving the
relationship with the stakeholders. These is very much necessary to understand the financial
arrangement that will help the case study and also there is a need to choose a particular
funding model. The report will also explain the financial stability that is gained with
implementing this project. Lastly the project aims at describing and highlighting the
opportunities that will help in improving the financial condition for the projects. This is very
much important to develop strategies that will help in building a strong financial support.
These paper will describe the key factors and key roles of stakeholders.
Identification and assessment of key challenges:
The challenges that are likely to face by the hospital while working for this project.
This are as follows:

Challenges faced due to financial problems: in developing a project it is very much
necessary to understand the financial requirements related to the project. Hospital buildings
are the second most important buildings. Thus financial challenges are one of the most
important challenges. Before starting a plan or a project every organization needs to figure
out its financial stability. In each step there is a great need of financial support. It is the
responsibility of the organization to provide best facility towards their patients without any
delay.
Need to maintain patient safety: it is very much important to maintain patient safety. This is
the main challenge that is faced by every organization. It is very much necessary to maintain
patient safety. This is very much important to reduce the risk that arises with infection. More
than 1000 people die every day due to infection received while staying in the hospital. For
these purpose the hospital needs to maintain clean profile while implementing new beds and
technologies.
Hospital security: the aim of developing this project is to facilitate the patients 24/7 and this
hospital is open to all. The hospital has decided to launch new technologies and new bed so
that it can provide better service towards their patients. Thus the hospital needs to ensure that
this technologies are allowed to be operated by only specialist, so that it does not affect the
health of the patients. The details about the patients also needs to be updated and needs to be
maintained with highest security, so that no one can tamper the details of patients.
Patient satisfaction: for every hospital it is needed to satisfy their patients with better facility
and care. Their satisfaction will improve the working of hospital and Brampton’s civic
hospital needs to ensure about the facility provided towards their patients.
Challenges faced with new technology: there are several type of challenges that are likely to
be faced with implementation of new technology are that it needs specialist to work with

these new technology. The hospital needs to hire staffs who will be able to work with these
technology well, so that they can provide better facility towards their patients. It is very much
necessary to understand the operating of these advanced technologies.
Ways to overcome the challenges
With the implementation of these technology there are some challenges that are likely
to arise. Thus it is necessary to overcome these challenges. This is the responsibility of the
project leader to mitigate the risk so that the can manage and handle them. The project leader
needs to take steps that will be beneficial towards their patients and employees. The
challenges faced with implementing new operational status are related to the implementation
of new technologies. This will also require recruiting new staffs who will be able to handle
these equipment’s easily. The ways to overcome these challenges are as follows:
 In order to maintain proper financial support, the hospital needs to figure out all the
requirements first and needs to divide according to each steps involved in operational
status.
 The project leader needs to manage staffs and should assign them with responsibility,
so that every work can be done without facing problem.
 This is very much necessary to understand the requirement if the patients and work
accordingly.
 The staffs needs to be aware with the working of these equipment’s. So that they can
mitigate the challenges affected by the hospital while implementing these
equipment’s.
 Managing the operations needs to be done by the project leader. This will help to
understand the issues faced while developing this project and will also look after the
requirements from each department.

 Managing the community resources is another role of the project leader. The leader
needs to address all the required resources by the community with the help of
communication.
 Communication plays a major role and it is the responsibility of the team member to
process strategies. This will help to improve the team’s dynamics.
An important factor and a challenge that the project leader needs to manage is with
the resource allocation and implementing strategies regarding the geography. This will help
the staff to share space more efficiently.
Opportunities
In order to improve the growth of the hospital, it is necessary to work in a way that
will bring improvement that will help an organization to meet its goal by increasing the
profits gained, accelerating the innovations and reducing the costs. This also will help in
improving the safety of the patients and will result in happy customers. With the
implementation of new technology one can hope more new opportunities. Implementation of
new innovation will bring more success towards the hospital.
Stakeholder analysis
Public private partnership is an arrangement between two or more private and public
sectors and maintains a long term relationship. There are five different levels of PPPs
infrastructure these are based on a particular project, in a form of project delivery, as a
government policy statement, as a tool of government or as a wider culture phenomenon. The
stakeholders associated with the projects are the employees, the patients, the people and
organization who are involved in providing fund. There are some stakeholders associated
with these project are the government bodies. In the case study of Brampton hospital, the
government bodies are involved and the government seeks help form the private so that they

can complete this project successfully. Thus, his will help the project members to execute this
quickly and efficiently.
The case study shows that the execution of the plan is done quickly and efficiently.
The Brampton Civic Hospital project follows the public –private partnership. This will
increase the job opportunity within the society, thus public-private partnership will help in the
growth of these project. This will create a positive impact on the society. This type of project
will be beneficial for the government and will ensure successful completion of the desired
project. The main stakeholders associated with the project are those who are working with
healthcare field academics, this includes professionals working in healthcare sector,
government officials , officials from other provinces and consultants. The case study
highlights effective attribute of public-private partnership. With the help of public private
partnership is that it ensures that there are only necessary investment made towards the
project on the. This includes investing into effective public resources and public sector
management. The case study shows that with the help of public-private partnership high
quality of service is provided towards the public and timely provision is also provided.
Most of the investment towards the projects are being implemented within the time
period. These is basically a funding model. This aims at funding the public infrastructure
project and thus it is being used to fund the Brampton civic hospital project. This hospital is
open for all and aims at having new technology and equipment that will help in gaining better
service. With the involvement of these partnership there will be a positive impact on the
society. In this case study the project failed to provide a strategic benefit. The cost
incorporated in making this project was much more than the expected profit margins. Thus it
created stress within the stakeholders and the project team. This becomes necessary to build a
project that will develop in such a way that it will be beneficial for stakeholders and
consumers. The stakeholders also involves the project leader. It is the responsibility of the

project leader to identify the negative impacts that are likely to come with implementation of
this project. Thus before starting any project it is the responsibility of the project team to
focus on the impacts that are likely to come with the implementation of the project. This is
very much necessary to understand the financial requirement. The main tension that occurred
within the stakeholders is associated with the overrun of the project total cost. Thus it is the
responsibility of each stakeholder and the team leader to understand the requirement and take
initiative so that the budget can be maintained. The initial budgeting was not prepared and it
affected the whole budgeting off the project. As the stakeholder and the members associated
with the team did not take any major step that lead to problem while constructing the
hospital. In order to overcome this challenge the hospital use accurate forecasting. With the
help of this, the hospital will be able to estimate the cost and this will help in fixing the
budget.
Funding and financial arrangements
In order to complete the project within the timeline and completing with success, the
hospital has implemented several strategies that helped in gaining financial stability. With
implementing public-private partnership, the hospital is being funded. This type of
partnership helps in funding the public projects. Government body has also helped in
providing fund. The team lead has failed to identify the negatives impact associated with the
project. This has impacted project budget. With the help of public- private partnership the
funding can be done easily. As this project aims at delivering better service towards the
patients. This approach was for improving public health.
The case study related to the project of Brampton Civic Hospital did not achieved
financial sustainability. As the project implementation cost became higher than the profits

gained. There are several projects that needs help of the government for successfully
completion. It is very much necessary to complete the project within the desired and a fixed
budget. The project set was unable to meet the requirements and also the cost overrun. This
lead to great financial charges on construction of this hospital. There are three factors of triple
bottom-line that were overlooked by the project members while developing this project. Each
step of the project involves. In the planning stage it was estimated that $525 million CAD,
but final cost incorporated was around $614 and this impacted. This affected the Canadian
economy. All these effected the project planning and lead to cost overrun. As the project
failed to maintain the budget costing, thus with the help of accurate forecasting the hospital
can estimate the cost and can fix the budget once gain. This will help the hospital to maintain
proper budget and this fund will be stored as a backup. This can be used in the case of
emergency so that the project can run smoothly without any problems. This is known as
contingency fund. In addition to this, by dividing the project into some groups will increase
the execution process of the project.
Conclusion
From the above report it can be concluded that the, public-private partnership is very
much necessary for funding public projects. This report has discussed all the challenges faced
while developing this project. The roles and types of stakeholders associated with this
projects are being described in details. The financial aspect related with this project are being
described. The project built was not financially stabled. So for stabilising the project an
approach is being recommended to the project leader. This will help in developing and
running the project successfully and will also help in managing the financial budget
successfully. Thus , this report has analysed all the components associate with this project.
