INTRODUCTION
City of Brimbank is local area government of metropolitan area of Melbourne, Victoria,
Australia which is having an area of 123km2 and population of 1.9 million as per census of 2016
(The Brimbank Atlas of Health and Education, 2018). The city is working in collaboration with
Victoria University in the western suburbs of Melbourne so that they could improve health of
people living in that area. This particular report on Health Promotion Plan for the City of
Brimbank concern with the health issue within community of Brimbank. The Victorian Public
Health and Wellbeing Plan of 2015-2019 are outlining priorities of government in way of
improving health and wellbeing of all Victorians.
The promotion project plan will be covering various aspects like that of outlining health
related issue of western suburbs of Brimbank, identifying need and policy framework of plan,
target group with stakeholders. Further it will also include health promotion approach that is
been used, strategies and activities with evaluation planning. Towards the end, report will
include all resources in terms of funds and human or expertise to be used within the promotion
of health in this project and then concluding with timeline of whole project.
MAIN BODY
a) Project focus
Outline of health issue
The major health issues which are focused into City of Brimbank are that of:

ď‚· Diabetes
ď‚· Psychological distress
So one of main health issue will be that of obesity among children and their participation
in education, physical activity and sports to health as well (Dobbinson, MacInnis and Simmons,
2017). As per the data of City of Brimbank it is ranked 8th highest in terms of obesity or
overweight, 6th highest in diabetes, 2nd highest in child development vulnerability and that in
psychological distress out of 31 LGA of Melbourne. Overweight and obesity among larger
population of Brimbank is out of major problems and health related issues which are targeted in
health promotion plan for City of Brimbank. Overweight and being obese will be increasing risk
of individual for poor health in long term conditions like that of type 2 diabetes, cardiovascular

disease and high blood pressure as well. As per the Body Mass Index a person is regarded to as
obese when their score of BMI is 25.0-29.9 is considered to as overweight and 30.0 will be obese
(Slade and Carter, 2016). There are number of people all across Melbourne and Victoria who are
considered as obese or overweight and City of Brimbank is having one of the largest population
of obese people. It is having about 52% of its population as under obesity in year 2008 so as
compared to other areas of Melbourne Victoria Brimbank is having more people who are
overweight or obese as shown in below figure and table.
So this issue related to health will be very important for report and health promotion plan
to be included which needs to be resolved as well. This issue of obesity and overweight is very
much under attention and is important to be included within report. As there are more number of
cases of obesity and that of overweight that is noticed in City of Brimbank which is been studied
in health promotion plan (Furlong, Phelan and Dodson, 2018). Population of City of Brimbank
is regarded very vulnerable for overweight and obesity that needs to be eliminated or laid down
special attention.
Identified need and policy framework
The collaboration of Australian health policy with Victoria University in City of
Brimbank in improving health outcome within Brimbank community will be identifying that
obesity is one of main issue which is included within community. There are many social, health
and economic impacts of being obese which is mostly related with lack of diet and exercise and
involving risk of developing number of disease (Mekala and MacDonald, 2018). It was included
that in 2011-12 every 1 out of 4 Australian was obese while the rate of obesity for both men and
women were same which is 27.5%. The need for this plan will be that of lowering down cause
and impact of health promotion plan. The program is important for Australian health policy
collaboration (AHPC) which will be funding plan will be creating certain policy for children who
are in their schooling time and those who are studying in NGO’s as well. The policy could be
framed for their leisure time in which they could do their physical activities and also during time
of school.
The program will be very much essential for community of Brimbank will be a
conceptual model of health through leisure time physical activities. This model will be adopted

by developers so that promotion plan is being formulated. There are also some correlations
among all health indicators which are identified within the report of Victoria University and
Brimbank community leaders and organisations who are planning and developing integrated
policies (Veitch, Carver and Timperio, 2017). The main will be lifting up of health and education
outcome of community of Brimbank in present and future time as well. It was shown in the
report of Physical Activity, Sport and Health in the City of Brimbank that there is positive
correlation between overweight or obesity with diabetes which is 0.63. This tells that number of
case of obesity will be resulting into increase case of diabetes within Brimbank. While obesity is
also negatively related with education and social wellbeing indicator.
Project stakeholders
For the project which is been implemented will be having many stakeholders according
to the health promotion plan. The stakeholders for the plan will include like that of community
partners, organisations, schools, NGO’s working and children for whom the plan is executed
(Mekala, Jones and MacDonald, 2015). The health issue which is taken will be concerned with
obesity so it is required to engage with those stakeholders across all sectors into collaborative
decision making. These will be particularly engaging with local skills and resources. Main
stakeholders will concern with to whom the health promotion plan will be included within
objective of plan which is to improve health outcome in Brimbank community.
Community partners- These will include whole Brimbank for whom the plan or health care
program is executed. As there are increasing number of cases of obesity in city which is calling
for program for health care so that there should be some improvement in health outcome within
Brimbank (Slade and Carter, 2017). The community of city will be praising need to develop
integrated policies and strategies which will be lifting education and health outcome in Brimbank
in coming future.
Organisations- All the organisation who will be involved within developing and planning
services which is also supporting with enhancement of education and health outcome into
community. There are various organisations which are been included within it like Australian
health policy, Victoria University and they both working with City of Brimbank. So these
organisation will be planning very vital role in promoting health within program of obesity.

Schools- As the target audience will be mainly students or children who are studying in schools
as they are mostly vulnerable for obesity. The children are more engaged in eating unhealthy
food, enjoying their leisure time just by setting or laying down and not involved in any physical
activities. So schools will be playing important role in making their efforts in engaging children
into physical activities like outdoor games or other similar activities (Gilbert, Pieters and Allan,
2018). School could be participating into arranging programs like that of health and education in
which they are explaining causes and effect of unhealthy eating habits among children aged 4-16
years
NGO’s- There are certain number of students who are studying into NGO’s and not in schools so
the same role like school NGO’s will also be providing education and health care programs to
children who are studying in these organisations.
Children- They are main target group of the program so they are stakeholders of health program
to whom education will be given based on their eating and living habits so that they are living
healthy.

Health Promotion Approach
Obesity is very dangerous disease as it damages the life of people or children's. It makes
the weight of children's abnormal and excessive fat that may impair health. Obesity in childhood
is a medical condition that affects teenagers as well as children's. There are various approaches
or strategies that is used to prevent obesity and promote good health at Brimbank (Madill, 2017).
The Australian Health Policy Collaboration at Victoria University will follow this approaches to
promote a good health at Brimbank are-
Promote healthy Diet- This is major factor that cause obesity. Like now children's are
very addicted towards high calorie's food such as baked goods, fast foods and snacks and this is
the reason why the ratio of obesity is very highest in Brimbank region. Excessive consumption of
deserts and sugars also raise the threat of happening obesity. Children's also consume many types
of col-drinks which contain s heavy sugars. Thus, it is very important that they should promote
healthy diet like it should be in limit. Addition to this, it is also very important that there should

be healthy diet rather than consuming useless food. Moreover, vegetables oil be promoted so that
it can prevent obesity.
Promote exercise- Children's are now become very lazy and lethargic. They do not focus
on daily exercise which does not burn there calories. They spend too much time in other
activities like playing games on computers and mobile phones. Thus, health promotion should
boost best exercises for children's who are suffering from obesity like 5 kilometers of running
daily. They should promote exercise of aerobic and yoga (Farahani, Maller and Phelan, 2018).
They should sleep on time.
Promote good physiological factors- It is fact that there is high risk of child obesity by
personal, parental and family stress. Thus, health promotion should promote activities which
reduces the stress and engage them in other activities.
Encourage focus on generic factor- This is the fact that if family members have high
weight than there are many chances that children's will also put weight. So health promotion
should control their diets as well as stop eating high calories of food.
Complete Information of prevention, symptoms and cure- This is also important that
they should be a complete information about the symptoms, cure and prevention and it can be
communicated by organizing campaigns and programs on health promotion.
Promote a good education- It is also very important approach that needs to be promote a
good education to people so that they will be aware of this disease. Obesity is the disease which
cannot be wiped out, it is just only cured and prevent.
Strategies and Activities
The Australian Health Policy Collaboration at Victoria University will follow these
strategies to implement the best health to people of Brimbank
Integrated Strategies- It is fact that there are no determinants to prevent obesity as it is
very complex as well as varied. There is no particular intervention that prevents obesity. Thus, it
needs to take multiple settings as well as incorporate several approaches (Flood, 2017). They
should promote a good health at individual level in collages, school.
Stop Consumption of Alcohol and other unhealthy diet- They will organize a campaign
for stop consuming alcohol and liquor to promote a good health at Brimbank. It needs tightly
integrated efforts to control the major risk of raising obesity like consumption on tobacco,

alcohol, liquor, unhealthy diets etc. They should visits stores that are dealing these item and
convince them not to sell these items to children's.
To support a healthy lifestyle- This is also one of the best strategy that will promote a
good health to people who are suffering from this disease and who are not. Cure is very
important. Australian Health Policy Collaboration can work with many people or organisations
jointly so that a good environment will be there in the city of Brimbank. With the help of this
collaboration, there will be supportive environment will be created that promote healthy living
behaviours that prevent obesity (Irga, Burchett and Torpy, 2017).

programmes to promote healthy living to individual. In order to achieve and maintain healthy

This will the process of assessing progress made by project all objectives and aims must
be achieved as pet set targets. It will be very important for project to assess set strategies and
objectives are met or not and also evaluating any difference which could be identified in project.
This will come out of developing evaluation plan by looking up into activities or process with
identifying effects of these activities. The process evaluation will involve reviewing of activities
of the project like identifying what is done with the quality of activities and what actually needs
to done (Veitch, Carver and Timperio, 2018). The impacts of the outcome which will be coming
towards the end of program also need to be analysed which will be done as per the goal or
objective which is set towards starting.
So within this program of Australia Health promotion with collaboration of Victoria and
University and partnership with City of Brimbank evaluation of plan will be done. This will
majorly be based on making or formulating plan of evaluation so that results are identified and
outcome is summarised according to objective.

This evaluation plan will include all aspects which will be required in concluding or
completing the task that is been applied like in completing Australia Health Promotion Plan
within City of Brimbank. There are primarily data which is collected so that it could also be
included in this evaluation plan program. The data collection is the first step within this
evaluation plan which is collected and then recorded depending upon the project that is
conducted. This will included to record number of people who will be attending any event or
activity then those who came for health check-up. Further short survey or questionnaire will be
prepared for getting feedback of people on the activity from this survey awareness among people
visiting the event will be measured (Physical Activity, Sport, and Health in the City of Brimbank.
2018). Then towards the end community meeting will be held in order to discuss project
activities after that will be taken place. There are 2 types of data which could be collected for
evaluating process like that of qualitative and quantitative.
Qualitative- This will be included that how well did this program or plan was taken place which
mainly depend upon the thoughts and ideas of people who attended the program. Those will be
those people who engaged into this event and then including the feelings of people. There are
different types of methods or ways to collect this qualitative data including analysis of record
demographics details and attendances, surveys which includes mail and emails, individual
interviews like focus group and documentation like that of journals and log report.
Quantitative- This evaluation will be based on numbers and figures which are easily measured
and required a base to start the plan. Like the number of people who attended the program of
health promotion and then who change behaviour. In this project which is based on numbers of
people who are suffering from obesity within the City of Brimbank who are between age of 4-16.

There are number of indicators which are used for evaluation purpose like for process,
impact and outcome evaluations. These indictors will determine or ensure success of goals and
objectives or strategies that are set in promotion of health plan in City of Brimbank. Most of the
indicator will be into number like that of participants attended the program, age of those
respondents, % of participants who were satisfied with health program and % of those who were
not satisfied. But rather there are those indicators which are not expressed into numbers like
documents, policies and contract signed (Developing a Population Health Project Plan. 2018).
There are mainly of different types like that of process, impact and outcome evaluations:
Process indicator-
This type of indicator will be measuring how the program of health care which are
coming into 3 groups that are as follows:
Quality- How well the program was conducted which is expressed into % of participants
satisfied with the program and those who were not.happy with the program of obesity health care
was conducted
Implementation- what was actually happened with including resources that were developed,
workshops held and policies developed or media coverage that were received.
Reach and scope- this will calculate who and how many of them were there who involved and
they were having access to that resources of health promotion plan of City of Brimbank.
Impact and outcome indictor-
This will be including those set which were achieved and due to these aims the changes
were planned out. Like this Health promotion plan of City of Brimbank was started with aim of
spreading awareness within community on obesity of children.
