i. Note that we set the annual targets for the procurement of digital cloud based
solutions with setting of initial targets and metrics on the output and the time of
realization of benefits. I should reintroduce a cap on the internal along with external
ICT spending to reduce the annual amount expenditure by 10% in the upcoming four
years.
ii. Note that there should be simplification in procurement contracting through scalable
contracts having ‘minimum viable contract’ on purchase through SMEs for
procurement below $200,000 with high adjustments in buying low monetary worth of
digital solutions. It should simplify the ICT panel with an increase in the CPR
mandated approach to market threshold.
iii. Note that there is catalogue based e-procurements and innovative range of low
investment procurements in a rapidly changing technological environment with ICT
procurement framework and policies as per the periodic renewal and review.
iv. Note that there should compliance to a set of standards to manage security and risky
bu the Protective Security Policy Framework and the cloud computing policy
requiring suitable agencies based on their purpose and requirement of new services
deemed suitable to use cloud services. The software policy will consider the types of

open software programs in the ICT procurement process as well as the procurement
limit set by the Portfolio panels.
v. Note that there must be a compulsory procedure to fulfil in purchasing the Microsoft
cloud-based programs through a volume sourcing agreement on aggradation to seven
government bodies –Data Centre Facilities Panel, Data Centre Supplies Facilities
Panel, The ICT Hardware and Associated Services Panel, Internet based connection
services Panel, Mobile Panel, Telecommunication services Panel and the the non-
mandatory cloud services panel.
vi. Note that all the procurements made as per the Public Governance, Performance and
Accountability Act, 2013 requiring the prescribed as well as non-corporate
Commonwealth Entities report procurements above the values $400,000 for prescribed
entities and $100,000 million for non-corporate entities on the Aus Tender Website.

PLEASE DISCUSS
1. There should be a limited tender approach to invite submissions from the potential
suppliers only with the request for tender, request for proposal, request for quote, request
of expression of interest and the request for information.
2. We should refer the ICT Dashboard for the projects exceeding the $1 million for seeking
information in cost, time frame setting, description and status of the various projects.
3. There must be simpler procurement with simpler contract format and fairer terms and
conditions leveraging online solutions of e-Tendering through pre-qualification schemes
usage in terms of project risks with opportunities statement and participation plans.
4. The procurement scrutinized especially which are of higher value ($10 million) and of
high risk as per the Department of Finance by preparing a multi-staged proposal approval
process.
