Explain how Australian government agencies provide support to organisations planning for business innovation
(not more than 800 words).
Answer- Australian Government agencies take a number of initiatives which supports
business innovation the initiatives are :
Promotion of cultural innovation
They build Innovation capacity through mentoring and providing advice services,
networking and through collaboration.
They encourage skill development and technology fore sighting and its application.
They support research and development, design and creation activities.
Australian Government has an innovation agenda also known as powering ideas that
promotes systems approach to the policy of innovation (Lember, Kattel and Kalvet 2013).
The innovation system is an open network of organizations. The organizations in the
network interact with each other also operate within the system. The framework consists of
certain conditions that regulate the activities and interaction of the organizations. The
elements of the innovation system are networks, innovation activities and framework
conditions. These elements help in creation of economic, social and environmental value.
Innovation system is related to the knowledge, technology, cultures and infrastructure that
they have worked, created, or learned in the process of innovating. It is also about the ideas
that helped in innovation (Cumming and Johan 2016).
The role of Government in the innovation system is to make important decisions invest in
various innovations. The aim of Government is to reduce the risks and make the innovation
system resilient. The innovation policy of the Australian government includes components
of research, education, social inclusion and industry that affect the system.

The chart shows the investment of the Australian Government in Science, Research and
Innovation. A major part of the investment is for capacity building, research and
development investment and incentives. Investments in these areas are more prominent in
stats and territories. Government agencies provide conditions that promote innovation.
Government makes policies that maintain safe, healthy, skilled human resource, legal and
corporate framework that creates a balance between cooperation and competition. So that a
stable macro-economic environment can be created that supports entrepreneurship and
investment.
Industry Innovation councils build innovative culture. Innovation is an important for
productivity and competitiveness. It helps in the creation of new industries and jobs.
Innovation strengthens the society and economy. The aim of Government is create more
sustainable conditions that promote innovation. In order to strengthen the innovation system
of Australia, Government is involving stakeholders to facilitate the collaboration of
businesses. Powering Ideas is the agenda of the Government to make Australia more
productive and Competitive. It is a ten-year reform agenda (Chesbrough, Vanhaverbeke and
West 2014).
The industry innovation council plays a leading role towards transformation of industries.
The council recommends strategic advice to the ministers on the various innovative
priorities. They make connections with other organizations that take initiatives for
innovation.
Some of the councils that were formed till October 2010 are
Automotive Industry Innovation Council, this council was formed under the Government’s
initiative “A new Car Plan for a Greener future”

Environment Industry Innovation Council, which advices on matter related to industry
innovation and issues, related to climate change.
Future manufacturing Industry innovation Council that deals with innovative high valued
manufacturing that are export oriented.
Information Technology Industry Innovation Council that strengthens the ability of the
industry to change itself into a new one
Space Industry Innovation council- It advises on national space policy that emphasizes on
communication, navigation and earth observations.
Steel Industry Innovation Council- This council aims for sustainability and innovation in
industries including Steel Supplier Advocate
Textile, Clothing and Footwear Industry Innovation Council- This council supports
innovation in textile, clothing and footwear technology incorporated as an organ of TCF
package (Government initiatives that foster business innovation | Australian Innovation
System Report 2011, 2017).
The Government and the stakeholders collaborate for encouraging innovation through:
Improvement of productivity, global competitiveness and market accessibility
Building and Developing skills for a flexible human resource for the 21st century with the
help of best practices in employment and training
Ensuring sustainable development
Through addressing challenges like climate change and social inclusion
Public sector and social innovation
Through years the understanding of innovation has changed and it is no more restricted to
science and technology
Public sector, which earlier focused on creating economic value, has now started focusing on
non technological innovations. Community organizations and public sector are constantly
promoting innovations for benefit of the society. They are not just acting on identified social
and environmental opportunities but also taking steps to reduce impact of destructive
innovations. Reports from international monetary fund show that there have been increase in
inequality across the world mainly because of the technological developments. The seventh
National Innovation priority of of the Australian Government is related to environmental and
societal issues (Gibson 2014).
