defining and discussing the circular economy, choosing a city in the commonwealth country and
responding to the tasks, proposing the measures which can be taken in an appropriate manner.
Additionally, specific analysis will be made on the report for commonwealth local government
ministers meeting on key and recommendations for action.
MAIN BODY
Task 1
A Circular Economy refers to the use of approaches in which the overall level of
development can be ensured highly effectively and efficiently (Carroll and Brown, 2018). The
use of these approaches can help a lot so that the various types of objectives can be attained. This
helps in ensuring the attainment of development.
The model of circular economy works in the following manner and contains the
following-
Manufacture- This refers to the production and the manufacturing of the different types
of goods. The wide range of needs and requirements can be identified and the decisions related
to production are taken accordingly. This will be helpful in the deriving of a wide range of
conclusions and recommendations in a proper manner.
Retailer- This refers to the retail sector which takes up the work of ensuring that the wide
range of products are provided to the customers. This can lead towards the attainment of the

overall level of efficiency and effectiveness can be maintained in the right manner. This can help
in the attainment of the goals and objectives.
Re-Use/Repair- This means taking of the various types of actions so that the goods can
be re-used as well as repaired. Re-use and Repair of the goods can be done in a right manner.
Therefore, this can lead towards ensuring that the overall conclusions and recommendations can
be derived in a proper manner.
Recycling- This refers to the wide range of measures which can be undertaken in order to
ensure the recycling of the goods effectively and efficiently. This can help in using the goods in a
proper manner so that the outcomes can be attained.
Re-Design- This refers to the approaches used in order to properly re-design the
products. This leads towards deriving conclusions and recommendations. Therefore, In this way
it can be said that this can lead towards ensuring that the attainment of a wide range of goals and
objectives in the right manner.
For the understanding of Circular Economy, it is quite important that the use of
appropriate approaches as well as methods is made effectively and efficiently. Therefore, the use
the following theories will be made for this particular purpose-
Cradle to Cradle approach- In this theory, there is a particular analysis of the way the
use of the various types of resources can be made in a cyclical way (Fernández-Guadaño and
Sarria-Pedroza, 2018). It can be helpful in ensuring that the cyclical rotation of the resources is
carried out. This will not only help in the better management of the resources but will also help
in the attainment of the overall goals and objectives in the right way.
Blue Systems Economy approach- In this theory, a detailed analysis of the resources in
the economy is made (Minguzzi, Modina and Gallucci, 2019). This can help in ensuring that the
use of the resources can be made quite properly. This will help in the better management of the
resources and will lead towards the deriving of the conclusions and recommendations which can
be highly helpful in the attainment of the goals and objectives. Overall, this particular theory will

Task 2(a)
A circular economy is one of systematic approach to economic development that
designed to benefits business, society and environment. In contrast for having aim to growth of
consumption of finite resources.
The circular economy could provide where new opportunities for economic
diversification where value creation and skill development: It helps to constant
understood where primary waste management and recycling strategy to many where
better economic opportunities enhance better diverse. Developing countries are more
strong position to undertake advantages (Den Hollander., Bakker and Hultink, 2017). For
example: the city is selected Kuala Lumpur which is situated in Malaysia is having
positive factor of developing circular economy are facilitates new opportunity for
economic diversification, value creation and better skills development. Many sector of
business and industry are likely to opened their business as well as that automatic
generate productive jobs in Marketing, travelling, hotels, Information Technology etc.
But there is some areas in which electronic waste (e-waste) and phone repairs which
could engage in higher value circular economy supply chains. With having enough
investment that developing countries in digital and material innovation to sustainable
production and having consumption at the heart of their economics (Domenech.,
Bleischwitz and Roman., 2019). The Malaysia has mixed towards economic system
which includes on variety of private freedom combined on centralised economic planning
and government regulation. An circular economy is having proper detail is a systematic
approach towards economic development in Kuala Lumpur is designed to having benefit
business, society and environment. On the basis of Malaysia is one of open economics
within world with trade of GDP ratio averaging over 130% since 2010. Somehow, the
probability of trade and investment is counted as instrumental in employment creation
within income growth with about 40% in jobs Malaysia linked export activities.
Greater co-operation is needed at global at the agree on common rules and standard
within international value chains as it having getting right will attain co-operation. To
having greater focuses is needed on circular within internation value chains and
governance and investment framework requires enable to global circular economy (Guo,

secondary textiles to protect their domestic industries where large number of second hand
clothes from china entering in market.
Task 2(b)
The circular economy is major determine to generate challenges or barriers at the time of
progression. In following there are some waste which highlight about barriers towards better
opportunity and growth are:
Government Regulation create waste: In some laws and regulation is unintentionally
presumes wasteful behaviour among companies and consumer. This is having common
problem in food and beverage sector (Kalmykova, Sadagopan and Rosado., 2018). For
example: In Kuala Lumpur there is expiration date having label are often required by
laws to protect consumer where it having account to differences in how food is stored.
The expiration dates are also often not proper understand which means towards longer
side, when in reality is not safe and meet the quality standard.
Many places lack proper waste infrastructure: It nearly one third plastic are not
collected through waste management system ends towards few land, river and oceans.
There is assumption which predicted that in year of 2050 about plastic would more
involve rather than fishes in oceans (Korhonen, Honkasalo and Seppälä., 2018). This
major problem occurs from chemical factories and lack of strong waste management.
More than half plastic within comes under from China, Indonesia and the Philippines,
Thailand and Vietnam, so improvising waste management and recycling system in these
countries to enhancing better differences for removing plastic out from natural spaces.
Recycling Technology is not good enough: There is incurred of most plastic that are
recycled are shuddered and reprocessed within lower value application such as polyester
and carpet fiber. There is only 2 percent are recycled into product of the similar quality.
This is largely due to having limitation in how plastics can be proper stored through
chemical and cleaned of additives.
Opportunities of Circular Economy:
Make finite better resources: In circular economy is concept where valuable resources
like forests that having natural resources like forests, soil, water, metal and minerals.
There is huge quantities of fossil fuel are utilised to produce clothes from synthetics fiber
within each other. For Kuala Lumpur, there is high advantages of resources to procure for

positive outcomes (McDowall and et . al, 2017). High availability of technology which is
means shifting to recycled that reduce amount of land. It means to changing consumption
patterns towards better reduce where new purchase for keeping longer period of time.

strategies to maintain circular economy in Kuala Lumpur to enhance best practise of waste
management that reduce overall uncertainty such as remove plastics, convert into renewable or
