In order to run a business efficiently it is desirable to have an effective business plan at place.
Having an effective business plan at the time of starting a business will improve the chances of
achieving desirable success from the business significantly. An effective business plan shall have
the all the qualitative characteristics necessary for running a successful business; these
qualitative characteristics include but not limited to the following:
 Clear and precise understanding about the objectives of the business.
 The business plan must address these objectives to ensure that the plan enables the
business to achieve these objectives in the future.
 A complete details about the necessary resources required for the business operations.
 A detail description about the operations to be undertaken by the business and how the
resources shall be used in different operations.
 A clear line separation between duties of different departments within the organization.
 An effective strategy to coordinate the operations of these departments.
 Different levels of management within the organization.
 How the different levels of management will work to coordinate the operations of entire
organization.
 How the responsibilities shall be fixed with employees and personnel.
 How the operations and functions of the organization shall be evaluated on regular basis
to improve these on a continuous basis.
 The training methods to be used for improving the skills of the workers and employees of
the organization continuously.

Changes in existing ethical norms and practices of the organization:
As already mentioned that the above list is only an inclusive list of qualitative
characteristics and not an exhaustive list. Taking into consideration the above let us develop an
effective business plan and prepare a plan to implement it in the future. Max Lionel Realty is an
organization involve in business of residential, commercial and investment properties. Though
the business of the organization has increased over the years but the management feels that the
organization is yet to reach its full potential. In order to accelerate the growth of the business the
CEO of the organization, Max Lionel, has decided to implement a change in business strategy of
the organization. The objectives behind the proposed change in the strategy of business is to
improve not only accelerate the growth of business but also to improve organizational culture
and compliance with ethical and legal requirements in the future1.
The discussion in this part however, shall be restricted to development of ethics charter for the
organization. This is especially considering the recent work-health-safety (WHO) incident that
took place within the organization recently. The existing ethics charter of the organization shall
be changed to ensure that there will be no repeat of not only the WHS incident that took place in
organization but also the subsequent course of actions that took place after the incident. The
redrafted ethics charter of the business is outlined below.
Cost and time line of new charter and strategy:
The cost of developing the new ethical and legal charter for the business and to plan the
training for the employees and workers to ensure they are aware of the changes made to the

ethical and legal considerations has to be completed within a time period of three months. The
available budget for the entire exercise of developing a new strategy and implement the strategy
for the business is $12,000. Let us now discuss the development and implementation of the
strategy at the projected cost of $12,000.
01/01/2019 to 05/01/2019:
On 1st January, 2019 the organization will appoint a writer to develop a new strategy for the
organization to follow in the future. The strategy must be developed keeping in mind the
importance of ethical and legal implications. The agreement between the Max Lionel Realty and
the writer is that the writer will develop an effective strategy by using a total of 8 hours at a cost
of $960, i.e. $120 per hour. The number of days that the writer has taken is a total of 6 days, i.e.
from 1st January to5th of January.
08/01/2019 to 15/01/2019:
The organization has decided to hire a consultant for advertising and promotion campaigns. The
consultant shall be paid $1200 for his consultancy. The consultant in total will give 8 hours for
promotional and advertisement of the strategy. The promotions and advertisement of the strategy
shall start0 from 8th of January, 2019 with final promotional and advertisement event to be taking
place on January 15th, 2019.
05/01/2019 to 07/01/2019:
A quality assurance editor will be appointed to evaluate the final strategy. In case the editor feel
that there are some issues with the drafted strategy the quality assurance editor will have the right
to make necessary changes to the strategy without requiring the approval of the original writer of

A new WHS trainer has been appointed on a contract to explain the new plan to the worker and
employees of the organization. The WHS trainer is a person with significant knowledge of work,
health and safety requirements for organizations. The trainer has agreed to provide training to the
employees and workers of the organization. The total amount of time expected to be required to
provide necessary training is a combined 7.5 hours over the course of a 16 days period, from 16th
of January, 2019 to 31st January, 2019. The trainer would be paid a total of $900 at $120 per hour
for 15 hours.
01/02/2019 to 15/02/2019:
The organization will use the services of a professional anti-discrimination trainer to train the
employees and workers to behave equally with each other without discriminating anyone on any
basis. In total the trainer will require 5 hours and a total amount of $600 with be paid to the anti-
discrimination trainer with each hour fees of $120 for the trainer.
16/02/2019 to 20/02/2019:
The consultant services for WHS plan will be required. Mary Stewart is a WHS consultant and
must be paid a total of $750 for her 5 hours commitment to the organization. The services to be
provided by WHS trainer would last till the 20th February, 2019 from the 16th February of 2019.

21/02/2019 to 28/02/2019:
During the above period John Ng who is a CPA shall ensure compliance with the necessary rules
and regulations applicable to the organization. John will invest a total 2 hours for the evaluation
of entire strategy to ensure compliance with the necessary rules and regulations applicable to the
organization. John charges $150 per hour and thus, the total billing for the services of the CPA
will cost the organization a total of $300.
01/03/2019 to 15/03/2019:
A lawyer has to be appointed to provide for necessary punishments for discriminatory acts by
any employee or worker towards other employees or workers. The lawyer will invest a total
amount of time of 4 hours to ensure that the strategy is complete from all regards. Pat Lee has
been hired as lawyer and he has demanded a total payment of $600 as he charges a $150 per hour
for his services.
16/03/2019 to 31/03/2019:
Training shall be provided at the off-site training room with capacity of holding 10 pope at a
time. The organization has decided to make sure that a total 50 employees of the organization
shall attend the training session at off-site locations. A total expenditure of $2000 will be made
for renting the off-site training rooms at outside with $400 per hour charge as rent.
