INTRODUCTION
For every company it is essential to conduct business project and programme
management in effective manner because through that they able to conduct its operations and
functions in appropriate manner. Business project is considered as type of project which is
classified by purpose or content (Adeola and Ganiyu, 2020). It is generally intended for the
achievement of business desire goal as well as objectives. This is also having proper end date
and it is not repeatable. Moreover, project management is determined as management of project
and activities in order to attain beneficial change. Through it company able to conduct their
business project properly as well as effectively. Organization given for this report is SB which is
technology company operating at global level as well as its head office is located at the
Washington state, USA. Their new vision is to develop as a firm who deliver total integrated
quality technology system to their potential clients or customers. Topics included in this report
are related to attainment of new vision such as business case or programme management,
programme scope and deliverables, scheduling, risk management, programme management,
programme control and contracting and supplier management.

Business Case/ Programme Management
Programme management is determined as coordinated management of specific project as
well as business that help in implementing and adopting beneficial change at the workplace.
Through project management or development of business case an organization able to conduct
their business operations as well as functions in effective manner and it also help in understand
issues which may face during implementation of strategies. In respect of SB they conduct
acquisition of WN and for that they develop specific vision, for which they conduct several
business practices (Ghauri, Grønhaug and Strange, 2020). Through which management able to
determine key issues this is generally required for the strategic transformation programmes
related to the manufacturing location option. From which some key issues are mentioned below
as well as it also include recommendation through which issues can be effectively assessed and
managed:-

Quality issue: According to this issue SB not able to provide quality technology to their
customers or clients which impact on their business goodwill as well as profitability. In
addition to this respective company is also facing quality issues in some parts of their out
sourced manufacturing bases.
Management issue: It is another major issue which is faced by SB while conducting its
business operations, according to which decided manufacturing facilities for project are
over, ran in respect of cost and time due to poor management as well as controlled of all
activities (Gold and et. al., 2020). Moreover, it will also lead to improper management of
scope, requirement and change management.
Issue of job loss: According to this issue there is occurrence of job loss which arises due
to acquisition among the SB and WN. It is so because after acquisition numbers of
employees get increase.
These are some of the main issues which are faced by SB while conduct business
operations and functions with WN. These issues also impact on the respective company
profitability ratio as well as goodwill at the potential marketplace. There are some
recommendations for the SB through which they can resolve issues such as they can organize
training and development programme so that employees feel motivated and their skills also get
enhanced which enhance their work quality while lead to accomplishment of project in
successful as well as impressive manner. Moreover, in order to resolve issues related to poor
management SB management may hire professional or experienced person who help them in
developing strategies for managing system or software development. For avoiding issue of job
loss which takes place after the acquisition of SB and WN, management may relocate employees
at the different location or branches. Along with this they must also inform employees about
acquisition at the initial stage so they can find new job for themselves within time.
Programme Scope and Deliverables
Deliverable is determined as goods and services which are either tangible or intangible in
nature which are intended to be delivered to potential customers or clients. In respect of case
study, SB decides to become an organization which delivers high quality technology system that
totally integrated for their customers or clients (Gooberman, 2020). For supporting its current
business operations at global level and by focusing on cost respective company has shifted their

manufacturing unit from Far East to United State which is considered as best decision because it
lead to improve in quality of business products. In respect of this key deliverable for
respective firm is to develop expertise software which is mainly based on interface with mobile
technology. Moreover, it is observed that present products development of respective company
cover both hardware as well as software is not huge or large. This will include portfolio of
specific project which was late and not delivered to clients or customers.
In addition to this, another deliverables of respective company is related to the
development of table computer while delivering partnership with DDC, it is an external
consultancy firm (Just, 2020). While conducting operations it is determined that respective
project is not seems as successful because manager conduct poor management of project

known as Scrum, it is used to improve performance of project but it still didn’t work effectively
or impressively. Furthermore, product development project of respective company face several
changes but still not able to be successful. SB’s vision is to extent as well as enhances their
competences related to software development so that they can gain competitive advantage at the
marketplace. Moreover for this they acquire WN that is also large company which produce
mobile phones. By this respective company able to enhance their competences which lead to
quality products development and enhance in software skills.
Furthermore for being successful, respective company production facilities based several
challenges such as questions put up related to organization’s abilities for managing project
change with their strategic objectives or goal. In SB some project become succeeds while some
are not be successful. Company also goes through time according to which they faced or
experienced issue related to management of development of software as well as they also get
failed in development of table computer because there is limited user interface which create
difficulties for customers or clients (Kłeczek, Hajdas and Wrona, 2020). Along with this, at SB
manufacturing facility project are controlled ineffectively in respect of scope and requirement.
Estimating and Scheduling
While conduct different projects for boosting business, SB management experienced
several challenges such as poor quality of products or technology, poor management of
procedure, loss of job during acquisition and many more. During conducting procedure for

resolving issues SB conduct several practices for improving their operations in 2 years for which
they adopt different approaches, from which two main approaches are given below:-
Agile Method or Scrum Method
This model is generally adopted by a company in order to improve their system
development project performance. But in case of SB respective model get failed because
development partners not contributed much effectively as per the requirement. Moreover Scrum
is determined as framework which is for the project management which is light weight in nature
as well as it is broadly applicable for the management and controlling of incremental as well as
iterative projects (Miklian and Medina Bickel, 2020). In respect of respective approach owner of
project conduct wok closely along with team members for identifying as well as personalize
functions of the systems. These types of methods need a high degree of commitment as well as
involvement of an individual’s, if they want that project become successful.
P3M3 Model
It is determined as a model which outlines methods through which an organization can
deliver project, program and portfolio. P3M3 means portfolio, program and project management
maturity model which aid an organization in assessing its current performance and plan in order
to improve in future in effective as well as appropriate manner. The respective model ensure that
a firm generally work on a project which is right as well as that can be used practically. By
adopting P3M3 approach SB can determine how they can implement project management in
effective and successful way. This shows that, respective model not only help different
department of a company but it also help them as a whole. The advantage gain by adopting this
model is system because through it management of SB can compare its performance with
competitors. Moreover, through this model respective company implement strategic ideas which
help staff in feeling that they are part of company.
The major difference among the Agile or Scrum model and P3M3 model is that P3M3
model is used to determine maturity of management in a company as well as it also organize,
measure and structure activities in a practical as well as simple manner (Molthan-Hill and et. al.,
2020). On the other hand, Agile or Scrum model is used for building progressive report which

Risk and Issues Management
Risk management is considered as process of identifying, evaluating and prioritizing risk
so that strategies can be developed effectively and accordingly. Through risk and issues
management a company able to determine issue at the initial stage as well as it will also help
them in conducting their business operations in successful manner by resolving that issues
properly (Noeleen and et. al., 2020). In respect of SB they conduct acquisition of WB as well as
they also want to enhance their business quality so that they can provide quality technology to
clients or customers. while conducting business operations respective company experienced
several risk, from which some are mentioned below along with the strategies for managing it
effectively as well as successfully:-
Technology quality – According to this issue SB experienced that they not able to
maintain or offer high quality technology to their clients or customers.
Unemployment due to acquisition – This risk will be take place because there is
acquisition take place among the SB and WN which leads to increase in numbers of
employees for one office.
Manufacturing issues – It is main risk which is faced by SB while operating their
business operations and functions because employees not able to conduct operations
properly as well as it also lead to mismanagement of resources.
New products development – According to this risk respective company is facing issues
related to cost because they not able to develop quality system in low cost budget which
they set.
Working style – It is another major risk which directly impact on the business operation
and function of SB because they are using traditional method due to which their
management is not effectively (Nwagwu, 2020).
These are the main issues which are faced by SB while conducting business operations
with WN and for that it is essential to conduct analysis so that they can develop risk management
strategy. For this respective company can adopt potential mitigation process, which is mentioned

Identify risk: According to this SB will identify potential events where risk related
operation is presented. Here risk can be in the form of existing vulnerabilities which
impact on business.

risk of every event or project according to weighting its potential affect as well as its

many more. In respect of SB they are conducting their business operations and functions through
the functional organization structure. In this organization structure group or departments are
based on the employee’s skills as well as abilities. There are several issues faced by a company
while conducting their business similarly happen in the situation of SB, issues which they faced
are related to increase in unemployment, poor management, low quality technology and many
more (Schulz, van der Woud and Westhof, 2020). In order to resolve these issues organization
can adopt numbers of strategies such as they can motivate employees so that they conduct their
work effective and in quality manner as well as management also needs to develop motivation
program in order to motivate employees. In addition to this respective company management
also need to develop rules, regulations and policies according to both home as well as host
countries i.e. United State as well as Europe because that will help them in conducting business

in initial stage. On the other hand limitation of model is that it is time taking as well as it

By analysing both the methods Cybernetic control and Go/ No-go control the best one for
SB is cybernetic control because it will support company in gaining desire outcome or result of
project. Moreover, through it they also able to deliver high quality based products to customers
or clients. This will also help in developing milestone of project according to which respective
company can set high standard so that they conduct work accordingly which help in gaining high
standard. Furthermore, respective company milestone is key deliverables of products which help
them in manufacturing quality software for potential clients or customers as well as it also lead
company to attain their desire goal.
Contracting and Supplier Management
In order to take correct decision related to business operations and functions a company
need to conduct several aspects according to which they also need to determine different
methods of specific practices as that help them in getting best choice (Vidgen, 2020). In respect
of SB they also taking decision so that they can they operate effectively and gain competitive
advantage at marketplace. For which they need to determine different methods of Procuring,
selection of suppliers and contracting the consultancy. From which some of the main methods
are given below from which SB can select best one for them:-
Procuring – There are several methods which can be adopted by a company in order to
development of centre of excellences. The operations which SB can adopt are given below:-
Tradition method According to this method consultant is responsible for the
development of building as well as management of all task related to construction. In this
contractor is the person who is responsible for taking care of business activities.
Management contracting – In this main role of consultant is to design business activities
where as in this contractor is responsible for conducting management of those business

activities (Williams, 2020). In respect of this procuring operation experienced or
specialized contractor are hired so that they understand and perform take properly.
Joint venture – In respective method of procurement all the parties are responsible for
shares functions as well as task with everyone as it generate mutual understanding
environment.
Selection of suppliers – There are major two operations through which SB can select their
suppliers so that they can get best material which help them in attaining their desire goal and
objectives. In respect of this, respective company may either select direct on its own or let
provide opportunity to vendors to select their suppliers. Both options are effective for respective
company, advantage gain by company by selecting direct method is that it is low cost process but
it is time consuming method. On the other hand in respect of providing opportunity to vendors,
then incurred huge amount of cost but it required less time because vendors are experience they
find best vendors in less time.
Contracting the consultancy – In order to conduct contracting with consultancy SB can adopt
two methods i.e. they can direct contact with consultancy or they can meet them through third
party (Wollmann, 2020). If respective company adopt direct meeting with consultancy then they
it can be cost effective as well as they make others understand their requirement but it is time
taking. On the other hand if respective company adopt second method i.e. meeting through third
party then it incurred addition cost which is disadvantage but it leads to accomplishment of work
in effective manner as well as in allotted time duration.

By analyzing above discussed point it can be determined and summarized that for every
company it is essential to conduct effective business project as well as programme management
because through that they can conduct their operations properly which help them in attaining
desire goal as well as objectives properly. For this they need to conduct several practices such as
development of business case or programme management according to the vision which
company want to attain. Along with this, they also need to determine scope and deliverability of
the project or programme because that help in development of strategically plan as well as they
also need to conduct scheduling of process so that staffs conduct work accordingly. Management
