personalised support to them. There are various facilities and services should be provided to
them to support their daily curriculum activities. The government should develop action plan
for providing accommodation and services to the learning disabled persons (Knapp, Astin,
Beecham, 2016). The research study focuses on the difficulties and challenges which are
faced by the disabled persons in leading a normal life. The purpose of this paper is to
investigate on the services provided by the government to the disabled person for
understanding and challenging behaviour. The need of the disabled persons should be
understand so that effective services and facilities should be provided to them. The legislation
and rights should be developed for giving values to the learning challenging people. The
family burden can be reduced by initializing new service model. The quality of services
provided to the challenging disabled persons can be effectively improved by developing
effective service models.

legislative laws for the challenging people. The laws should be made by keeping their

The people suffering from mental health face problems in managing effective communication
with the other persons to lead a normal life. They require support from their family members
and care taker to overcome the complexities of their life which they are facing in their day to
day activities. The emphasis should be given on managing effective and periodic
communication with the learning disabled person for knowing their requirements, needs, and

complexities. The public services should take the responsibility of providing value to the
challenging persons. The learning institution should be developed for the challenging
individual to lead a normal life without taking any supporting help. The accommodations and
other facilities should be developed which is capable of managing issues, requirement, and
need of them (Hollomotz, Gordon, Hughes, and Haring, 2018). The new procedures, policies
and framework should be developed for the signification growth and sustainability in the
learning challenged learners. The literature review helps in analysing the benefits which the
learning disabled persons receives from the initialization of community based health services
and accommodation to the learning challenged persons. It has been noticed that the learners
are able to build up their confidence in carrying out their daily routines work. The quality of
services and facilities provided to the disabled persons by deploying effective planning
strategies for initiating a work forum for the home care centres to increase the level of
satisfaction and confidence in the challenging persons (Lowe, Allen, Brophy, Moore, 2016).
The special supporting staff should be indulged in the community service accommodation to
provide guidance and support in accomplishing their activities. The disabled persons require
special attention, love and care to lead a quality life. The complexities of the challengers can
be reduced by managing an accommodation and learning education institution which helps in
guiding them to develop communication with the other persons for expressing their feelings
and thoughts.
There are different service models and plans are developed for providing quality of service
and facilities to the challenging persons. The literature review helps in analysing the
effectiveness of the different service models which are proposed for providing better facilities

Accommodation service model:
The development of effective community services for providing better quality
accommodation and housing facilities to the learning challenged persons helps in building
level of satisfaction in them. The evidences have been collected that the quality of mentally
challenging person life can be effectively improved by providing home care love and
affection to them (Department of health, 2014). The accommodation staff members should
follow ethical and moral principles while providing service to the learning challenged
humans because they need extra love, care, and affection.
Day Services:

The inclusion of housekeeping staff, friends, and families helps in developing social
relationship in them. They develop their confidence in facing and perform communication
with them effectively. It opens new door of opportunities for them to get overcome their
challenging behaviour (Disability sevice commission, 2016). The provision should be
developed for providing adequate day services to them so that they can manage
communication, carry over their day to day working, pursing practical education, healthy
environment for performing leisure activities such as drawing, singing, dancing, and others.
The day services helps in fulfilling their requirement as demanded by them. The supporting
staff which is managed for the challenging person should have a adequate knowledge about
the likes and dislikes of them. The consistency should be maintained in providing effective
day service channel to the mentally ill person. The arrangement of knowledge and
educational program should be arranged for them so that they can show their inner talent and
ability. The special training program should be arranged for the housekeeping and supporting
team so that they can provide good quality services to them which help in increasing the

3. Methodology
Approaches to Theory Development
The qualitative approaches should be performed for getting and gathering required data from
the different online and offline sources so as to analyse the complexity and the preferred
solution to improve the living standards of the mentally disabled persons. The evaluation of
the qualitative methodological approaches helps in analysing the requirement of the learning
challenging individual. Some of the approaches are listed below:
Interview:

The interview is arranged with the special team organized which is indulged in the training
and education program to the disabled person. The interview is organized with the
psychiatrist, psychological expert, family members of the learning challenging persons,
housekeeping staffs, and others. The set of questions are organized before the interview
program like what problems they are facing in educating the learning challenging individual
in doing daily curriculum activities, what is the daily routing of the learning challenging
individual, how the government arrange education and training for them, Do the family
members see any improvement in their living standard by arranging training program, what
are the problems faced by the house keeping staff to know their requirements and need, What
programs should be arranged for them to increase their communication power. The questions
are asked by the interviewee to analyse their perception on the learning challenging person
daily curriculum activities. The perception and the vision of the interviewee parties help in
analysing the problems which they face in teaching and educating learning challenging
person about the fundamental concept of life.
Questionnaire:
Questionnaire was arranged with the doctors, care taker, specialist trainer, family members to
analyse the difficulties which they face in managing communication with the learning
challenging person. The research questions were prepared such as Do you feel difficulty in
handling communication with them, Do they require extra love and care, How you handle the
situation of complexity with love or anger, Do they performed their daily curricular activities
without any help, and others. The perceptions of the participating units are collected in the
proper format so as to analyse the way of communicating and promoting better life and
standards for them.
Survey:
Survey was organized at the NGO s and organizations that are treating and educating the
mentally challenged persons with love and affection. It helps in analysing the way of treating
the learning challenging individual and guiding them to learn a lesson of life and live a life
smoothly by face the complexities effectively without any external help. It had been found
that the organization helps in developing strong character which makes them to face the hard
times of life with courage and bravery. It prepares them by giving training for the future
reference.

Literature Review:
The literature review should be conducted to give emphasis on managing effective and
periodic communication with the learning disabled person for knowing their requirements,
needs, and complexities. The public services should take the responsibility of providing value

The research design is constructed in various steps to analyse the facts and figures related to
the training and the education program arranged for disabled persons to lead a better life. The
research design is comprised of numerous steps such as:
Development of the research questions: The research questions are prepared for finding out
the perception and vision of the participating units for improving the living standard of
challenging persons. The research questions which are prepared for interview and
questionnaire are what problems they are facing in educating the learning challenging
individual in doing daily curriculum activities, what is the daily routing of the learning
challenging person, how they arrange education and training for them, Do they see any
improvement in their living standard by arranging training program, what are the problems
faced by the house keeping staff to know their requirements and need, What programs should
be arranged for them to increase their communication power, and others.
Development of the research strategy:
The research strategy starts with the collection of data from online and offline sources. It
helps in identifying the selection of the material.
Deployment of the critical Appraisal:
The critical appraisal helps in managing the systematic review of the literature undertaken for
study. It helps in making comparisons of the services and facilities provided to the disabled
persons to lead a better life.
Extraction of Data:

The data is extracted from the literature and other methodological approaches which are
useful in providing particular directions to the facts and figures related to the services and
facilities provided to the people facing problem in learning process.
Data analysis:
The report generated from the data collected from different sources helps in analysing the
problems faced by the challenging people in learning facts of life, what are the training
program can be arranged, how the training and education help them to guide for leading a
better life, and others.
Evaluation and summarising of the findings:
The evaluation and summarising of the finding helps in finding the area of concern and the
difficulty which is faced by the trainer and specialised to provide effective education program
to the learning challenging persons. It also focuses on the parameters which should be added
to improve the working process of the educational program arranged for the mentally
challenged persons.

staff to know their requirements and need, What programs should be arranged for them to
increase their communication power.
The questionnaire is chosen for the study because perceptions of the participating units are
collected in the proper format so as to analyse the way of communicating and promoting
better life and standards for them.

Survey is chosen for the study because It helps in analysing the way of treating the learning
challenging individual and guiding them to learn a lesson of life and live a life smoothly by
face the complexities effectively without any external help.
Literature review helps in reviewing the future research performed on the learning challenges
which are faced by the mentally disabled person to lead a smooth life.
Limitation and Advantage
The limitation of the undertaking research methodology is that the perception of the
participating units in the program of interview and questionnaires can be different which
creates complexities in analysing the facts for measuring the performance of the training and
education program arranged for the challenging persons.
The advantage is that the facts of the real life scenario can be collected. The analysis of the
problems which are faced by the peoples that are indulged in the program of giving training,
educating, and care to the mentally challenging people can be effectively carried out.
4. Results
The evaluation of the research analysis helps in finding the area of concern and the limitation
of the current working structure and program arranged for handling the person who is facing
learning difficulties. In the current working programs the laws and the legislation are not
developed by the government for the construction of special accommodation and
arrangement of training and educational program to guide them the way of living so that the
learning challenging person can lead a better life without any supportive help (NHS England,

New laws and legislation should be drawn for managing the special accommodation where
they get an opportunity to show their talents without the fear of any person (National
Development Team, 2015). The special training programs should be arranged for giving
training from the specialist team of psychiatrist, psychological experts, and others. The

The expert doctors of mental illness help in analysing their requirement and state of their
mental health. The special help, love, care, and affection are the pillar of managing
communication with the mentally challenged person so as to train them to carry out their
daily curricular activities. From the survey, we have found that the mentally challenging
persons are feared from the louder voice. The communication can be carrying out with
politeness so that they can express their feelings and emotions. They require consistency in
the social help from the family members and other housekeeping staff to get special
assistance to lead a better life. The support of the other person generates a feeling of

confidence in them (Royal College of Psychiatrists, 2016). The following graph shows the

The extracurricular activities helps in analysing their inner talent and kept them busy in some
of the productive work, for example, some learning challenging persons express their feelings
through paintings and drawing. The opportunities should be created for them to train and
educate them in their talent so as to lead a better life.
Discussion
The quality of service and facilities provided to the persons who faced difficulties in learning
helps in improving their way of living. The mentally challenging persons are not able to
express their feeling like a common man. They are having lack of confidence in completing

their daily activities program. They need special assistance of the working staff and family
members for completing their activities. The change in accommodation and rehabilitation
provides new opportunities to them to learn facts of life by the specially organized team of
experts who provide special assistance to know their requirement so that they can
communicate effectively to express their need and requirement. The arrangements of video
program increase their power of memorising (World health organization, 2010). The
transmission of knowledge through images and display helps in increasing their memorising
power. The program should be developed in which the learning challenged people can be
kept engaged in the productive work according to their area of interest. From the literature
review, we have analysed that the special service models should be organized for them so as
to increase their learning ability and building confidence in them. The meetings with the
highly official expert help in analysing their requirement and the process of handling the
learning challenging person. The special training should be arranged for the house keeping
staff and the home care takers which help them to guide for dealing with the mentally
challenging persons. The positive behaviour helps in setting guiding and educating principles
which helps them to face the complexities of the living standards. The new methods should
be opted for them to make them achieve their goal of life. The moral and ethical principles
should be followed for handling and guiding the mentally disabled person. The
communication should be handled politely so that they can feel comfortable in sharing their
needs and expressions. The arrangement of special training and educating program helps in
building standards framework which helps in supporting the mentally disabled person. There
are different types of learning disabilities in the person which are categorised as Autism,
epilepsy, age, and others (Truesdale, 2017). The different provision and learning program
should be arranged according to their requirement. The coordination among the working
staffs helps in increasing the quality of service provided to the learning challenging
individual.
5. Conclusions
It can be concluded that the change in the behaviour of the learning challenging person can be
seen by performing the positive behaviour towards them. The psychological challenging
behaviour of the participants can be improved by applying psychological approaches,

their requirement as demanded by them. Following are some of the recommendations which
should be followed for improving the learning ability of the mentally challenging persons to
lead a better life:
 Consistency in the housekeeping facility for the continuation of assistance
 Rehabilitation and change in accommodation
 Feasibility in their psychological perceptions
 Training and education program arranged for guiding the facts of life and its
challenges

 Managing their need before their demand raised
 Reorganisation of the policies and framework for the house keeping staff
 Love, care, and affection should be provided to the challenging persons
 Helps in promoting better life plan by providing training and knowledge to them
 Home care environment should be provided to them
 Developing healthy relationship between the other people

8. Appendix 1: Overview of Research methodology
The surveys were conducted on the organizations developed by the government for the
betterment of the person who are facing learning difficulties to lead a better life. It helps in
analysing the working platform for educating the person through the practical application. It
helps the learning challenging person to learn how to react in the complex situation. The
training and education program prepares the individual for the future perspective of life. The
interview helps in predicting the knowledge gained by the persons through the training
program arranged by the government. The complexities which are faced by the management
in increasing the learning power and concentration of the individual can also be focused. The
arrangement of questionnaire helps in gaining knowledge about the success of implementing
accommodation program for the learning challenging person and arrangement of training and
education program for them.

10. Appendix 3: Reflection
During the curriculum program of research study, I have developed self-confidence in
managing effective communication with the top executives, governmental agencies, and
family members in the interview session. The interview, questionnaire, and surveys are the
effective technique for collecting data through the experiences and learning outcome faced by
the participating members during the arrangement of training and education program for the
learning challenging person. I was able to know the complexities which the people faced in
gaining knowledge about the tactics which can be used to live a better life. The psychological
challenging behaviour of the participants can be improved by applying psychological
approaches, evidence based approaches, and appropriate training program. I was able to
analyse that the learning ability of the individual can be effectively improved by providing
training through the practical learning equipment.
