Introduction
Common agricultural policy is of Europe union. The aim of the policy is the development of
agriculture. It was introduced in 1950. Several changes have been introduced in the policy to
improve the quality of food and safety. The report covers the legal basis of the policy, the
objective of the policy, element, and implementation of the policy. The focus of the policy is to
provide assistance to the farmers and support agriculture. A lot of reforms have been
implemented into the policy to improve the quality of the food. In the report, all the objectives
and elements of the policy and the implementation strategy will be described briefly.

The legal basis of the policy
The standard agricultural policy is wholly based on agricultural policy on the Union of
European. It refers to the food, surrounding and the landscape. It executes an appropriate system
of farm subsidies and other programs. The main aim of this policy is to produce a minimum level
of food and its primary concern toward the living standard of human life, which entirely depends
on agriculture (Aung, et. al., 2014). This policy helps the farmer in their income and security of
food. It was introduced in 1950 after the Second World War, but it has undergone some changes
and considers the difference between rural and urban development. This program covers
farming, rural development or improvement, and environment measures.
Food quality and Safety
Food is related to human health; food quality and Safety need to be a concern in a better
prominent manner. The toxin developed by the manmade and harmful substance in the food
creates a negative aspect in the food quality (Potori, et. al., 2013). Food ingredients are
differentiated according to gender, age, activity, physiology used in the consumption of food.
The quality of food determines the characteristic of food, which bears the ability to satisfy the
priorities. A quality addresses the variety and concept of food preparation. The primary
dimension of measuring food quality is purity, taste, smell, texture, the impact of human and
animal.
The legal basis for the CAP is developed for monitoring the agricultural activity properly. There
is four primary regulation establish by the CAP.
1. Payment to farmers Rules: (Regulation (EU) 1307/2013): In this regulation, it is set for
income support to the farmers. In which their buyers are paying directly to the farmers. It
stabilizes the income criteria to the farmer. The payments are approved by government
regulations. Payment mode is cash, commodity, services or materials (Huang, et. al., 2014.).

2. The market of agricultural product: (Regulation (EU) 1308/2013): This regulation
established for the common market of the farm product only. The unique platform makes things
easier for buying and selling the agricultural product. It aims to provide Safety to the farm
market and the use of marketing tools. It encourages other cooperation and manages inter-branch
organizations and producer organizations.
3. Support culture for rural development (Regulation (EU) 1305/2013): This regulation
developed for sustainable development in rural areas. It is essential to focus on innovation and
development in the rural area. Due to huge align of poverty; rural people are not able to utilize
the resource. It needs to improve the marketing and production of agricultural product.
4. Finance, Administration and Monitoring of CAP (Regulation (EU) 1306/2013): This
regulation established for the manage finance department. Investment creates to future
challenges for the agricultural organization. Administration manages the buying and selling of
farm product and each monitoring activities carefully (Europa.eu.,2019).
The political dynamics that have shaped the policy’s development
The agenda of this agricultural policy has been a wide range. These are interlinked with the food
safety, environment protection, energy supplies and development aid. The farm policy has the
potential to contribute to other sectors which are interconnected to the agriculture sector. It
shaped the development policies (Matthews, 2013). These policies will enhance the area of
improvement of food security and quality. Farmers are now aware of their rights, so it is now
beneficial to improve their job security.

The objective of food quality and safety are providing suitable food to the consumer who is safe
for the health of human and animals. Common Agricultural Policy is developed in terms of food
safety and preventive measure of food stores. It protects from the misleading activities which are
undergoing at the time of production, supply or deliver. It helps to maintain a good relationship
with the buyer and seller. Fraud and deception, not to b occur after implementation of
agricultural policies.
It supports the farmers to enhance the productivity of the agricultural product. It taught the
farmers to tackle climate change and effectively utilize the natural resource (Huang, et. al.,
2014). It helps to bring improvement and development in rural areas because rural areas need to
balance its economy to promote employment in agricultural industries.
Agricultural policies support public relations. Due to these policies, the consumer gets a good
quality of food, and the threat of price fluctuation is also reduced.
The policy’s success in achieving its objectives
These objects will be successfully implemented when this policy is carefully managed or
monitored by the authorities and farmers. The European nation establishes regulations, but
farmers, suppliers, investors, and buyer need to follow each law in a specific term According to
the authorities, these regulation and policy establish for creating a support system to the related
person. Such in Common Agricultural Policy improved the agriculture market and brought
various benefits to the farmer. CAP regulate its policies according to the time, and it will surely
get success by these policies in the agriculture market.

Consideration of human safety is the primary element which common agricultural policy
considers. In the year 2003, the primary focus of the polity was to maintain the quality of the
food. The agricultural produce is consumed by humans hence safety of humans is necessary. All
the agricultural produce should be safe and the quality of the price should be remarkable. For the
maintenance of the food quality benchmark should be set (Matthews, 2013). For the production
of the agricultural produce human health should be the primary factor and the quality of the
product should be excellent. In each and every country there are parameters set to measure the
quality of the agricultural products. Each and every country frame various policies and
procedures to evaluate the quality of the products.
In all the agriculture produce risk should be evaluated correctly. The policy aims at the
maintenance of food quality. All the things necessary for the production of the food should be of
good quality. Quality of food in agriculture is the most important thing. The safety of the people
is directly related to the quality of the food. To support the safety the policy provided subsidies
to the farmers. All the agricultural produce should be evaluated correctly and the audits should
be done for the determination of the quality of the food because nowadays with threw use of
chemical industries are producing food and that is hazardous for the life of the people. The
practices of the farmers should be environmentally friendly. For the safety of the people, the
food should be scrutinized properly. The risk associated with agricultural produce should be
evaluated carefully to ensure food quality and safety.
In the year 1992 farmers were encouraged to produce safer and environmentally friendly
products. The food should be stored carefully and the practices used to produce the food should
be superior as well. High temperature and humidity can affect the quality of the food. Food
should be stored and handled property for the maintenance of the quality of the food. Nowadays
due to advancement in the technology the companies are producing artificial agriculture products
which are very harmful to human beings. Food quality and safety refers to the maintenance of
good quality in the agricultural produce

According to Matthews, 2013 the policy aims at providing training to the employ tees and to the
farmers to maintain hygiene and to produce secure products. Bacteria can cause food poisoning.
All the equipment should be cleaned regularly and the basic hygiene must be maintained.
Common agricultural policy focus on human health hence numerous benchmarks have been set
by the countries so that the quality of the food cannot be compromised. Agricultural produce
should be of good quality and human health should be considered primarily. The industries
which produce agricultural produce should be training their employees on how to maintain basic
hygiene and preserve the food.

Implementation strategy
Agriculture has evolved quickly since humans began agriculture. industrialized food is an
example of evolution in agriculture. Implementation strategy of the common agriculture policy
for the food quality and safety focus on education and training, health, trade, hygiene, land labor,
etc. common agriculture policy established in 1950 with the aim of promoting agriculture and
development of the agriculture (Bezák and Mitchley, 2014). The objective behind the designing
of this policy was to avail the pole food with good quality and at the fair prices. In the year of
1982 farmers, started to produce more food even more than needed. To regulate the farming of
the farmer's numerous measures have been set. to bring down the production various actions
have been taken. In the year 1992 common agricultural policy became producer support and in
the same year principle of sustainable development launched for the production of good quality
of the food. The pricy supported the farmers to produce environmentally friendly practices.
In the year 2003 common agricultural policy started supporting farmers by providing subsidies
and other assistance. This was reformed in the policy. The policy previously supporting the
farmers to produce the safe and environmentally friendly produce but now according to the
policy farmers were reviving subsidies for the production of agricultural produce (Lefebvre, et.
al., 2015). The effects of this strategy were very positives and the farmers started producing safer
and good quality of the product. The policy was focusing on human health, safety, environment,
quality of the food. in this year measures were set for the production of good quality of the food.
Farmers were told to produce safe and good quality of the product (Aung, et. al., 2014). in the
year 2013 CAP reformed to promote sustainable and innovative farming. In this year the aim of
the policy was to support the competition and provide jobs in the rural areas and the productive
use of the land. The implementation strategy to support safety and good quality of the product
required a lot of changes in the policy. Since 1962 a lot of changes have been introduced to
support the quality of the food and the safety of people.

Conclusion
This report analysed the standard agricultural policy in which the aspect of food quality and
security was chosen for the research. The primary aim of this report was discussed the profound
concept of food quality and security policy. The researcher analysed all the laws and regulation,
which is established to maintain the balance between external and internal of the industry. The
legal basis of this policy is addressed four primary regulations, which helps to improve the
development of farmers and another agriculture industrialist. The report is entirely based on a
critical review of famous authors. Another concept discussed in these reports is the objectives of
the policy. The purpose describes the aims and goals of the agriculture industry. The essential
element of food quality and security address the agricultural factor. The requirement for this
discussion provides evidence for the importance of policies in the agriculture industry.
Implementation strategy describes its necessary, which comes after implementing this policy.
