Introduction
Common agricultural policy is of Europe union. The aim of the policy is the development of
agriculture. It was introduced in 1950. Several changes have been introduced in the policy to
improve the quality of food and safety. The report covers the legal basis of the policy, the
objective of the policy, element, and implementation of the policy. The focus of the policy is to
provide assistance to the farmers and support agriculture. A lot of reforms have been
implemented into the policy to improve the quality of the food. In the report, all the objectives
and elements of the policy and the implementation strategy will be described briefly.

The legal basis of the policy
The standard agricultural policy is wholly based on agricultural policy on the Union of
European. It refers to the food, surrounding and the landscape. It executes an appropriate system
of farm subsidies and other programs. The main aim of this policy is to produce a minimum level
of food and its primary concern toward the living standard of human life, which entirely depends
on agriculture (Aung, et. al., 2014). This policy helps the farmer in their income and security of
food. It was introduced in 1950 after the Second World War, but it has undergone some changes
and considers the difference between rural and urban development. This program covers
farming, rural development or improvement, and environment measures.
Food quality and Safety
Food is related to human health; food quality and Safety need to be a concern in a better
prominent manner. The toxin developed by the manmade and harmful substance in the food

regulations. Payment mode is cash, commodity, services or materials (Huang, et. al., 2014.).

2. The market of agricultural product: (Regulation (EU) 1308/2013): This regulation
established for the common market of the farm product only. The unique platform makes things
easier for buying and selling the agricultural product. It aims to provide Safety to the farm
market and the use of marketing tools. It encourages other cooperation and manages inter-branch
organizations and producer organizations.
3. Support culture for rural development (Regulation (EU) 1305/2013): This regulation
developed for sustainable development in rural areas. It is essential to focus on innovation and
development in the rural area. Due to huge align of poverty; rural people are not able to utilize
the resource. It needs to improve the marketing and production of agricultural product.
4. Finance, Administration and Monitoring of CAP (Regulation (EU) 1306/2013): This
regulation established for the manage finance department. Investment creates to future
challenges for the agricultural organization. Administration manages the buying and selling of
farm product and each monitoring activities carefully (Europa.eu.,2019).

2014). It helps to bring improvement and development in rural areas because rural areas need to

of the agricultural produce human health should be the primary factor and the quality of the
product should be excellent. In each and every country there are parameters set to measure the
quality of the agricultural products. Each and every country frame various policies and
procedures to evaluate the quality of the products.
In all the agriculture produce risk should be evaluated correctly. The policy aims at the
maintenance of food quality. All the things necessary for the production of the food should be of
good quality. Quality of food in agriculture is the most important thing. The safety of the people
is directly related to the quality of the food. To support the safety the policy provided subsidies
to the farmers. All the agricultural produce should be evaluated correctly and the audits should
be done for the determination of the quality of the food because nowadays with threw use of
chemical industries are producing food and that is hazardous for the life of the people. The
practices of the farmers should be environmentally friendly. For the safety of the people, the
food should be scrutinized properly. The risk associated with agricultural produce should be
evaluated carefully to ensure food quality and safety.
In the year 1992 farmers were encouraged to produce safer and environmentally friendly
products. The food should be stored carefully and the practices used to produce the food should
be superior as well. High temperature and humidity can affect the quality of the food. Food
should be stored and handled property for the maintenance of the quality of the food. Nowadays
due to advancement in the technology the companies are producing artificial agriculture products

of the food. The pricy supported the farmers to produce environmentally friendly practices.
In the year 2003 common agricultural policy started supporting farmers by providing subsidies
and other assistance. This was reformed in the policy. The policy previously supporting the
farmers to produce the safe and environmentally friendly produce but now according to the
policy farmers were reviving subsidies for the production of agricultural produce (Lefebvre, et.
al., 2015). The effects of this strategy were very positives and the farmers started producing safer
and good quality of the product. The policy was focusing on human health, safety, environment,
quality of the food. in this year measures were set for the production of good quality of the food.
Farmers were told to produce safe and good quality of the product (Aung, et. al., 2014). in the
year 2013 CAP reformed to promote sustainable and innovative farming. In this year the aim of
the policy was to support the competition and provide jobs in the rural areas and the productive
use of the land. The implementation strategy to support safety and good quality of the product
required a lot of changes in the policy. Since 1962 a lot of changes have been introduced to
support the quality of the food and the safety of people.

legal basis of this policy is addressed four primary regulations, which helps to improve the
development of farmers and another agriculture industrialist. The report is entirely based on a
critical review of famous authors. Another concept discussed in these reports is the objectives of
the policy. The purpose describes the aims and goals of the agriculture industry. The essential
element of food quality and security address the agricultural factor. The requirement for this
discussion provides evidence for the importance of policies in the agriculture industry.
Implementation strategy describes its necessary, which comes after implementing this policy.
