Introduction
A project of implementation of an information system is proposed, that will make use of
machine learning to process the ECG data of the patients to detect the probable heart diseases.
The idea of the project came from a number of researches that have been conducted in this area
indicate that it is possible to detect heart diseases using machine learning algorithms. The report
provides the details of the business venture named “Cardio Health”. The entire project involves
setting up of ECG data collection centres, development of an application for reading digital
signals from an ECG device, development of a cardiologist mobile application and setting up
SaaS on cloud. In the following sections, the description of the project life cycle of this project is
provided. A project kick off document is provided to give an understanding of the discussion of
the kick off meeting that was held. The report further identifies the key stakeholders of the
project and documents a charter. A work breakdown structure (WBS) is prepared to provide an
idea of the key work processes needed for execution and successful accomplishment of the
proposed project.
1. Description of the Life Cycle Phases
The Cardio Health Project will be implemented following a planned approach of project
execution. The project is divided into four distinct phases. The project lifecycle of the Cardio
consists of the following phases-
1. Initiation: In the initiation phase of the Cardio Health project, the feasibility of the
project is checked. Both economic and technical feasibility of the project is checked to ascertain
the viability of the proposed project. In this phase, the requirements and the specifications are

finalized to develop a detailed business case for the project. On approval of the business case a
detailed project charter and the project plan is to be developed.
2. Planning: The planning phase for the Cardio Health Project is associated with
development of a detailed charter followed by development of a comprehensive project plan. The
charter documents and summarises the specifications and the requirements of the project.
Planning phase is important to identify the process and techniques that will be followed for
successful execution of the project. Planning phase of the Cardio Health project is crucial since
the project is following a traditional approach and in this approach a detailed plan is prepared
prior to the start of the project.
3. Execution: The execution phase is the major phase for the Cardio Health Project as in
this particular phase, the actual project works are implemented. The phase involves development
of two separate applications, setting up 20 ECG centres and implementation of SaaS. This phase
has the longest duration and should be implemented under tight supervision and monitoring. The
successful completion of this phase within the planned budget and schedule is necessary to
ensure successful closure of the Cardio Health Project.
4. Closure: The closure phase is the final phase of project execution. In this phase, the
performance of the project will be measured and feedback from the end users will be collected.
The analysis of the feedback will help in evaluating whether the success criteria of the project is
fulfilled or not. Prior to the project closure all the project works are needed to be documented
and lesson learnt processes is to be completed.

A kick-off meeting is the first meeting between the project team and the client. Kick off
meeting in necessary to ascertain that all the base elements of the project and other planning
activities of the project are in place (Kerzner 2017). The kick-off meeting is mostly needed to
display a full summary of a project (Kerzner 2019). The details of the kick off meeting of the
Cardio Health Project are indicated as follows.
Cardio Health Project
Kick-off Meeting
Date: Thu 30-01-20
Meeting Objective: The key objective of this kick off meeting is to discuss the key specification
of the project and provide justification for execution of this project. The identified project
objectives and goals are reviewed in this meeting and the stakeholders of the project are formally
introduced.
Agenda: The key agenda of this kick off meeting are indicated as follows-
Formal Introduction of the main team members and the attendees of the meeting
Discussion of the specific requirements of the Cardio Health Project
Discussion of the Project background
Reviewing the project specification document
Discussion about the final team formation
Discussion about the key risks and issues in the project
Documentation of the key findings from the meeting

3. Stakeholder Register
Stakeholder register in an important tool of project management that documents the key
information related to the main stakeholders of the project (Eskerod and Vaagaasar 2014). The
register identifies and documents people and group associated with the project.

Project charter is a formal document that provides a brief description of the project to be
executed and the purpose or need of execution of the project (Young 2016). For the proposed
Cardio Health project, the project charter documents certain crucial information related to the
project including the start and finish date, budget, objectives and the success criteria of the
project. The charter further outlines the approach chosen for execution and completion of the
proposed Cardio Health Project.
Project Title: Implementation of Cardio Health Project
Project Start Date: Wed 01-01-20 Projected Finish Date: Thu 31-12-20
Budget Information: $20, 000, 00
The entire project involves development of application of reading digital signal,
development of a cardiologist mobile application, setting up of a SaaS on cloud and setting up 20
ECG data collection centres. The project requires 1 year for completion. The project scheduling
is to done considering 20 working days per month.

Project Objectives: The key objectives of the proposed “Implementation of Cardio Health
Project” are indicated as follows-
The project requires development of an application of reading digital signals
The project involves setting up of 20 ECG data collection centres
The project involves development of a cardiologist mobile application
The project requires setting up of SaaS on cloud
The project requires development of a Cardiologist Mobile application

The above discussed points indicate the primary objectives of the proposed project. There
are certain secondary objectives of the project, which are indicated as follows-
Choosing appropriate location for setting up of the ECG data collection centres
Analysis of the performance of the cardiologist mobile application
User acceptance testing of the applications developed
Training the staffs
The success of the cardio Health project is significantly dependent on the fulfilment of
the above identified objectives. The planning is to be done accordingly. The project plan should
incorporate these key requirements to ensure that all the primary as well as the secondary project
objectives are fulfilled.
Main Project Success Criteria: Success criteria of any project refers to the measurable terms
indicating the acceptable outcome of the project (Lock 2014). The success criteria of a project is
to be met to ascertain successful project execution. The success criteria of the proposed Cardio
Health Project are indicated as follows-
The project is completed well within the deadline December 31, 2020
The project is accomplished within the set budget with the available resources
The performance output of the application is optimum
The Data collection centres are easily accessible by the patients
The above four points indicate the success criteria of the Cardio Health project. The
project evaluation should indicate fulfilment of the above success criteria before the formal
closure of the project.

Approach: The success of any IT project is linked with the choice of an appropriate approach of
implementation of a project (Kerzner 2017). The Cardio Health project is an IT based project and
therefore a sequential approach is chosen. A traditional model of project execution is chosen to
execute a phase-wise project implementation. In this approach, the entire project is divided into
four distinct phases for better management and execution of each project phases.
Roles and Responsibilities: Success of any project is determined by clear definition of the
project roles and responsibilities (Muszynska et al. 2015). Team formation play a key role in
project success and successful team formation is possible by clearly defining the roles and
responsibilities. The following table provides an idea of the role and responsibilities of the team
members of Cardio Health Project.

Table 2: Demonstrating the role and responsibilities of the Team members
The key stakeholders of the project has certain role to play towards fulfilment of the
success criteria and achievement of project success (Eskerod, Huemann and Savage 2015). The
table above demonstrates the role of each of the stakeholders and their position in the project
team.
Sign-off: The project charter will be signed off by the stakeholders associated with the project.
Comments: The approval of the project charter will mark the start of developing the project
plan. The project work will start after development of the project plan. Therefore, approval of the
project charter is the key step towards further planning and execution of the Cardio Health
Project.
6. Work Breakdown Structure
WBS provides an idea of the main tasks that are required to be executed as a part of
project execution. WBS is an important tool for demonstrating the hierarchical distribution of the
project tasks (Burghate 2018). The hierarchical structure of the main tasks to be executed in the
cardio Health project is indicated in the figure below-
