INTRODUCTION
A festival is an event which is celebrated by some community in the different regions on
focusing on particular religion or cultures. Event is an occurrence of something while festival is
the community gatherings which centres on a specific theme. Festival may differ from country to
country. Carnival festival is involves the public parades, public street parties and this is
celebrated in many countries around the world. This report will discuss the negative impacts of
the carnival festival as well as its remedies. The second part of this will discuss the risk
assessment stated in the given case study like dark zone, alcohol and technological risk.

Identification of the Carnival festival-
Carnival festival is the festival which is celebrated in many countries of the world. It is
the celebration of different colours which converts into the beautiful and attractive customs,
different forms of dancing, music which attracts thousands of people from different parts of the
world. This festival (Bares, 2021) involves public street parties, public parades and other
entertainment events involving some parts of the circus as well. Visiting in carnival, it consists of
amusement rides, food vendors, games of chance and skills, thrill acts as well as the animal acts.
The traditional wear of the carnival festival is to wear masks as it is very easy for the people so
whosoever they want to mingle and to be with them. Other common characteristics of the
carnival festival is the food fights, expressing the social satire, unique and funny costumes such
as with large nose, mouths, bellies and the animal body costumes. Historian states that the first
modern Carnival was originated by Trinidad and Tobago in the late 18th century. This term
carnival is usually used in the areas where there is large catholic presence.
The first day of this festival often shows the local traditions of the area. Different countries have
different names of this festival. There are many famous carnival festivals in the world among
them the most famous modern carnival festival is of Rio De Janeiro. Carnival is the worldwide
festival which is celebrated on particular theme of the region. This festival finds the social and

historic origin and the expression of the local culture. There is several positive impacts on the
social culture of the local people like it as strengths the local communities, self-esteem, spirit,
dedication, education and learning and social integration. Notting Hill carnival is an annual
Caribbean festival which held in London since 1966 on the streets of the Notting Hill of
Kensington. It is celebrated each year in the month of August over two days.
There is bank holiday on these two days of carnival festival. It is held by the members of the
British West Indian community which makes one of the world's largest street festivals. In the
year 2021, carnival festival in UK was held on 29-20 August. These Carnival festivals attracts a
lot of people as they provide them with more of enjoyment and fun and as it happens once in a
year.
Negative Impacts of the carnival festival-
There are many such negative impacts of the carnival festival such as-
1. Overcrowding- This is the negative impact of the carnival festival which has many risks
to the people as well as to the animals. This festival when happens in the country, it
gathers the large amount of people at the place because of which there is overcrowding at
that place. There are many risks from the overcrowding (Namberger, et.al. 2019) like
loss of the life of humans, injury to the people, trampled of people under the foot etc.
These festivals when have negative impacts and risks, can take the lives of the people.
This may lead to traffic congestion at the place where this festival will be holding. There
will be problem to the people from moving one place to another. This will overall
contribute to the air pollution.
2. Pollution- This impact targets on the environment as well as on the ageing people. When
these festivals held there can be many types of pollution occurs like air, water, noise. Air
pollution can happen because of the excessive use of the crackers at this festival. When
there are large gatherings at some place then it causes noise pollution as well. This has
many risks on the aged people or people who are sufferings from some diseases. It can
cause dieaseas like high blood pressure, heart diseases, sleep disturbances and stress to
the people and hearing problem as well. It also disturbs the students who are studying by
the loud noise of the music.
3. Increased Vandalism and Crime- The vandalism and crime has increased much at these
festivals. Vandalism is the action of destroying the public property. When there is much

crowd at the place of the festival then there happens this problem. Crime is the another
thing which also happens at these place. Because of these problems, many people get
injured by these and may loss the life. Crime is the illegal act which usually happens at
these festivals. Lack of security and safety may lead to this harmful act.
4. External threats- This is the major and biggest negative impact of the carnival festival
because at this time thousands of people gather at one place. There may happen some
unexpected problem of terrorism at that place. These are happened when the country at
which it is organized does not have good relations with the other country.
5. Excessive consumption of alcohol- There is risk to the people because at these festivals
many people consume excessive amount of alcohol (Ritchie and Roser, 2018) and may
not act in an proper manner and cam harm to the people. This has risk on the health of the
people who are drinking it like of acute hepatitis, cancer, heart problems etc.
6. impact to wildlife: wildlife is greatly impacted due to carnival festival, it is very clear
that waste management become biggest issue of every event, this waste impact nearby
wildlife and reduce sustainability. These event are organized with lighting and sound
which impact nature, noise pollution become issue in this process. There are many
carnival festivals which promote animal skin product become unethical for ensuring
sustainability of event. This event impact wildlife in certain other ways, air pollution and
excessive garbage impact nearby animals.
Key stakeholders which are impacted by these negative effects-
1. Local community- There are many impacts on the local community like increase of the
labour supply, increase in the expenditure, increase in public finances such as tax. This
may create the chances of conflicts between the local people and the visitors as they both
have different standard of living and there will be creation of temporary environment.
Local community sometimes has to face many problems because of these festivals. This
stakeholder is affected more by the festivals because of the overcrowding as it may
happen that local people cannot enjoy the festival (Hassanli, Walters and Williamson,
2021). There may increase the pollution by which it will mainly affect the local
community because the visitors will return to their home county after the festival is over.
2. Organizer- They are also affected by the negative impacts of the festivals because of the
illegal and harmful activities happens at the place. In this the staff and overall

management is included management can be given proper training of checking people
entering at the festival. The activities may be like vandalism, external threats, crime all
these activities will leads to destroy the property and the organizer is liable for all these
losses as they have not maintained the security and safety properly at the place. This has
many risks to the lives of the people and to the organizer as well.
3. Government- This can also affect the government as they provide the human capital,
financial as well as physical capital for the positive outcome of the event. As they provide
many funds to the organizer for conducting this festival, any illegal activity will also
harm the government as their funds will get wastes because of these destructions as their
main aim of providing the resources is to have positive output. This creates a big impact
on the government as their all fund got wasted on the festivals.
4. Suppliers: event completely depend upon suppliers who provide raw material and every
essential thing which needed in completion of the event. Suppliers who depend upon
carnival festival sometimes face huge losses because event organizer might depend upon
other source of raw material impacting both, supplier and event organizer. Apart from
this, size of carnival event impact costing of the raw material, supplier who provide raw
material at reasonable rate impacted due size of carnival.
Remedies of these negative impacts-
1. Crowd management- It is very important manage the crowd for the smooth running and
enjoyment of the festival. It is very difficult to guess the public in carnival festivals as the
people gather in this festival is in very large number. There should be proper parking
facilities at the festival venue to avoid overcrowding at that place. By estimation of
public in previous year the organizer should plan the venue so that there is no
accommodation problem at the venue. There should be proper flow management because
this also causes congestion. People when don't have proper information about the venue
they may go for different routes.
2. Pollution control- The things which produces carbon emission and pollutes the
environment should be avoided. Like avoiding lighting candles, firecrackers should be
avoided. To control noise pollution at these outdoor festivals, some measures can be used
such as-Reducing vibration- Damping is the best method which can help in reducing the

vibration of the sound. Sound system reduction can be used which will help in
soundproofing the floors as well as ceiling.
3. Reducing vandalism and crime- Vandalism and crime is the activity which usually
happens at these festivals. The people should take care of their belongings like not
keeping the things in the back pocket, keeping them at inner pocket of the baggage.
Crime can be managed by giving training to the staff for checking the people before
entering the venue, CCTV cameras will help the management to keep eye on every part
of the venue.
4. Safety and security- External threats has much risk on the people at the carnival festival.
It is very important to have proper security and safety measures to avoid these types of
activities at the festival venue. CCTV cameras is the best way to keep eye on the
activities of the people everywhere at the festival venue. The security guards must be
alert so that any misbehave or harmful activity happens at the spot they can protect the
people from the harmful activity for example Terrorism.
5. Restricting consumption of alcohol- This is the biggest problem which can have direct
impact on the people life and which may lead to death of the person. There should be
restricted consumption of alcohol on the festivals. These restrictions can be applied by
the organizers as well as by local regulation bodies. There staff should be given the
responsibility to ensure that the rules of the restriction of alcohol is followed by the
people to avoid the harmful activities of the drunk people at the festival venues.
6. Waste management: managing waste is one of the biggest remedy to manage impact on
wildlife, it is very clear that waste become issue for the nearby wildlife, to overcome this
organizer have to run campaign in the event that promote waste management. they can
provide leaflet to every store available at the event.

Along with this, it has also discussed the negative impacts on the stakeholders like government,
organizers, local communities as well as the remedies of these impacts. The Part 2 of this report
has discussed the risk assessment in the given case study like dark zone, alcohol and many more.
