Introduction
According to the official website of Vanuatu (Gov.vu, 2019), the country is addressed as
a country located in the Pacific Ocean region. The official language ranges from Bislama, French
and English. The region is comprised of a population of about 2.76 lakhs as of 2017. The capital
of the country is Port Vila. Before the country became independent it was ruled and governed by
the country like England and France, the country was declared as self-independent in the year
1980. The country comprises of about eighty-two states and some small islands. Most of the
small islands that the region is composed of are made from volcanic eruptions. The highest point
in the country of Vanuatu is Mount Tabwemasana. The country of Vanuatu is mainly composed
of some small plant and species. Some large animals fail to exist. The region of the country is
rich in seacoast life. Lap-Lap which is a name of the dish is a national dish of Vanuatu citizens.
There are namely six provinces in the country namely, Panama, Torba, Shefa, Malapa, Sanma,
Malampa and Tafea (Cheer et al., 2016).
Discussion
Vanuatu country is now a place of tourism, and the foreigners are the main customers for
that specific region. Trinket, souvenirs and best intoxication Bru in the whole Pacific region of
the country are some of the best products obtained from this region. The foreigners have built a
toilet for themselves which are bound to be used by any of the local’s citizens of Vanuatu
(Bennett et al., 2017). The entire sea region is of small miniature shops that sell necklaces and
trinkets to attract the tourist present there; it is a source of income for the citizens of Vanuatu. It
is believed that people are speaking Austronesian languages, first came to the island around
3,300 years ago. It was the respected king Roy Mata, who united the several different tribes to
form one single community.

1.1. Prime ethical and governing issues presented in Vanuatu’s Broken Dream
Some areas often have generators but no fuels, they lack basic sanitary facilities like
hygienic toilets for the general use of the community. A person is chosen from the local
community to look after the flow of money, but no evidence or track takes place for the theft of
money. Most of the community lifestyle reflects as a tribal people lifestyle they rely on natural
resources hugely. Their faith relies on worships; the local politician even depends upon the black
magic to overcome with such an issue. It is the belief of the local people of the community that
the politicians are corrupted but the burden if blame cannot be shifted onto a single body. The
country is seeing no sign of little benefit; development is a very far achievement. The local
community people lack the faith in themselves; the former government minister issued prime
waterfront leases to favour member of his department. Although the prime minister has claimed
to look after their present concern the local communities have given up, and they do not trust his
voice. Now, Vanuatu is a market pace for the highest bidder, and the customers are mainly
foreigners, the entire economy main source of income mainly relies upon the foreigners.
Chinese, Australian are the main concentration of tourists, but there is the entry of tourist from
other destinations too. The local senior or union are working to unite each body towards a single
community and work towards the achievement of a common goal. They motivate local people to
carry out indigenous development. The local government plans to implement the use of portal
Zeti to serve its business work, but it is costly and unreliable for Vanuatu. A major proportion of
the country work is carried out by the local workforce; they bring raw-materials through the
route of the sea and from the verge the local workers carry out the raw-materials to the required
places. They lack basic machines and tools to carry out any activity. The country also has some
small villagers who reside in the roadside with their families.

1.2. PO Cruises act ethically in this case?
No, the PO cruises did not act ethically and legally, they concern to look after their profit.
The citizens of the country Vanuatu claim that the chiefs of the sea coast are mainly responsible
they do not care to look after the needs of the community. They just ignore the community help
and stays with their profit. The community strive for a good healthy lifestyle. The money from
the crew ships, what is happening with the money? This question stays in the mouth of every
citizen. After communicating with the local community, they only have an answer that money
might be stolen or they simply end up with a statement stating, I don’t know. They have a name
to whom they address as their culprit, but they do not open up in the media with the name.
However, there a lot of arguments regarding the cash flow, where the flow of money takes place
because the flow of cash into the country is very high, but they do not even have a proper
surrounding to live in. After having a thorough analysis, it is observed that local politics is
hampering the normal wellbeing of the country. The local politician is to be given much of the
focus to increase the strength of the economy. The PO cruise fails to serve the local people; they
can bring out a huge change which might, in turn, have to generate business prospects for them.
1.3. Who shall be held responsible for rectifying issued that you have identified? Why?
According to the analysis made it is estimated that the main culprit is the local union as
well as the local government, It seems like the local union bodies and the government are
working in hand in hand with together to achieve their profits ignoring the fact of attaining the
well-being for their home country. The country aims to lead a lifestyle where the country will not
depend on foreign aid for survival. The cruise ships were entering the country Vanuatu should
have brought in prosperity to the Islanders. The local government should have a concern about this
problem (Cullen et al., 2016). The local government are on the verge of making its objective clear for

attaining its objectives and goals and are not focusing on the development of the economy. The local
government otherwise would have formed a proper legislation central and reliable body to communicate
with the local citizens to address the various present-day issues. The unions can jointly help in
contributing to the effort. The people are also responsible to some extent for their cause because if they
form a single voice and raise it towards the culprit body then together they can decide what is right for
their economy, they do not need to rely on culprit bodies. They can form their decision and select a
trustworthy body who might be suitable in accordance with their vision.
1.4. How Vanuatu’s governments could have resolved identified issues.
The community should elect an individual body that will represent the entire community; this
gives a better prospect to address the reason for corruption. The community should hold a session where
participation of different communities is required. The number of problems is required to share. Vanuatu
government need to bring in the innovation in their business pattern; the local government should form a
partnership with the other country to introduce new business prospects. However, the local government of
Vanuatu should be a composition of local people who are facing similar kind of issue and with whom the
faith of people stays upon. The local government has the potential to understand its local people for which
the community should head for implementing their government rather than depending on any
neighbouring country for foreign aid. Vanuatu government people have been aware of the present
conflicts and scenario of the country, the working ethics and the legal aspects. Hence, the Vanuatu
government can plan a strategy to undertake future measures (Dornan et al., 2015). The local
government can raise funds from the market as a funding activity to source their contribution towards
purchasing of equipment to introduce raw-materials for the local labour.

1.5. Three recommendations to overcome such issues in the future.
Lastly, the paper recommends that the Vanuatu government should formulate the local
authority body, in the sub-islands as well as in sub areas of the country. They should encourage the local
workers not to lose hope, as their needs will be given priority. The funds generated by the country can be
used for cultural, economic development. The money can be used to construct better schools and
hospitality services, as education is a key to wisdom. Besides, the country has its talent in terms of arts
and crafts they can bring in new business opportunities money generated from the market can be used for
development activity by implementing various schemes and addressing them. A country is a tourist place,
and hence, much of the business can be generated if opportunities are identified by the local authorities.
The local authority governing body should be a composition of senior citizens of their country as their
vision will always aim towards the benefit of the economy. Furthermore, the country can call for other
