I. Title
WHY BANNING THE USE OF CELL PHONES WHILE DRIVING SHOULD BE
MANDATORY NATIONWIDE.
A. General Purpose: To convince the listeners on the dangers of using cellphones while
driving.
B. Specific Purpose: To notify and be able to instill to the audience how texting and making
calls while driving is dangerous.
C. Central idea: As much as texting is dangerous in its own right, talking on cellphone
during driving puts the life of motorists, passengers and pedestrians who are using the
same road at risk. It is no doubt that technology keeps on advancing hence new cellphone
models are on the rise as well as its users. This implies that the number of accidents is set
to increase. In this regard, both the house and the Senate of the United States should
ensure that laws are in place which ban the use of cellphones while driving countrywide.
II. Introduction
The question of whether driving under the cellular influence cause a car crash comes to the
same answer, that it does. Cellphones have taken over a large part of the day to day activities of
human beings in this modern era. In fact, it is difficult to find any person who does not own a
cellphone. As the use of this devices increases, the dangers that result from the use of cell phones
also increase (Rosenbloom, 2006). Several laws have been enacted that limit people’s freedom
for the sake of their safety. Case in point, the ban on driving under intoxication. It is momentous
that a law should be passed to ensure that all states in America have it illegal to text and call
while driving. Talking or texting while driving puts not only the driver’s life in danger but also
other drivers and pedestrians. It is has been established that the risk of a driver, a motorist and

pedestrian being killed as a result of talking or texting while driving is one and a half million
people every year (Lissy, Cohen, Park, and Graham, 2000). It is evident that there are advantages
which are associated with banning texting and talking on cellphones while driving.
A. The court to issue severe punishment in bid to show people the importance of the matter.
B. A culture of responsibility can be created when the use of cellphones while driving is
banned country wide.
C. The safety of all Americans is guaranteed.
III. Body of the presentation
A. The court to issue severe punishment in bid to show people the importance of the matter.
1. Nationwide legislative action on the ban on the use of a cellphone while driving, brings a
lot of advantages to the people. The advantage of making such ban can save people’s
lives and on the other hand, it encourages the court to issue severe punishment in a bid to
show people the importance of the matter.
2. It is very unfortunate that people can break driving laws such as over speeding due to the
knowledge that only citations are issued. With this in mind, most drivers would continue
over speeding since there is no serious punishment for breaking such law. One of the
severe punishment that the court can issue is revoking one’s punishment after being
caught using a cellphone while driving. This will coerce drivers to be keen on not using
cell phones while driving which in return will lead to saving lives.
B. A culture of responsibility can be created when the use of cellphones while driving is
banned country wide.
1. A culture of responsibility can be created when the use of cellphones while driving is
banned countrywide. A lot of non-governmental activities sprout when the United States

effected the ban of driving under intoxication. These organizations were established for
the sake of helping drivers to stop the habit of drinking.
2. Banning of the use of cellphones while driving will attract organizations coming up to
help drivers (Chapman, 2009). It is expected that organizations will sprout in the bid to
help people who have problems of excessive phone usage even while driving. This will
be helpful since it will help individuals to have control over the use of their cellphones.
Especially the young people who were born in the era of smartphones who find it hard to
be separated from their phones even for a short period of time.
C. The safety of all Americans is guaranteed.
1. The most momentous advantage of banning the use of cellphone countrywide is that the
safety of all Americans is guaranteed. This includes all road users such as pedestrians and
the motorists. For people to be productive both economically and socially, safety should
be present. It would be appealing if pedestrians and motorists use the roads with little or
no fear of any careless accident occurring.
2. With a law in place that prohibits individuals from using their cellphones while driving,
the safety of the people will be non-negotiable. With thousands of people being licensed
to drive in daily basis, the legislatures need to take action swiftly to ensure that people
lives are not lost due to drivers’ distractions
IV. Conclusion
In conclusion, it is open that driving while using cell phones for texting and talking will
never be safe. Driving while using cellphones increases the risk of an accident the same as
driving while under intoxication. Almost every individual in the United States across all states
have a confession to using their cellphones while driving. The fact that few states have banned

the use of a cellphone while driving has created an unequal balance of safety across all states.
Therefore the legislators have a responsibility within their power to ensure that every American
is protected from hazards that are caused by the use of cellphones while driving.
