INTRODUCTION
To maintain the stakeholders loyalty Affordable Care Act is helpful which is a popular
health care legislation. It increase the affordability, insurance quality and reduce the cost of
healthcare. According to patient protection and affordable care act, 2017; law provide instruction
to accept all the applicants and then prepare list according to condition and criteria. Such as
different rate on the basis of patient condition, age and sexuality. To better understand this
concept Children's Health Insurance Program (CHIP) is selected as a policy which is
implemented in the New York states. In this report, discussion is all about any policy of
Affordable Care Act, 2010, policies works under any legislation and how it will be effected on
government, patient, staff and healthcare organisation. CHIP is efficient for families who earn
only enough amount to spend on healthcare. The discussion here will be done on New York
state.
Affordable Care Act, 2010.
In New York states government is more concern about the health of their citizens and
there are various laws and policies are framed to protect the health. It involves public health
insurance programs, such as Medicaid & Medicare, and private health insurance including the
health insurance many people either get through its workers or buy directly. By these various
programs health care is protected.
This act is also known by Patient Protection and Affordable Care Act (PPACA) and it is
usually referred as Obamacare. This healthcare reform was signed by the President Barack
Obama in the 111th Conference in the year 2010. It was started by American government to
provide health coverage to it's citizens. For the implications of this act, healthcare organisation

provide low cost policies which helps in improving efficiency of system. Children's Health
Insurance Program (CHIP) policy associated with Affordable Care Act (Yoo& Huh, 2015).
Children's Health Insurance Program (CHIP) provides health facilities for eligible
children by separate CHIP and Medicaid program. According to federal requirement, CHIP is
managed by New York states . This program is jointly funded by the states as well as federal
government. CHIP provide medical coverage for the insecure people of New York states and this
policy has been introduced by Barack Obama.
How CHIP affect organisation reforms
According to recent survey, availabilities of CHIP healthcare coverage increased in
respect of health care sector for short term as well as for long term period. Before introducing
Affordable Care Act, health care sector dominate patient in term of fee for service. ACA
changed the structure of payment system in several way and government legislation provide
various rate paid by the patient to the Medicare service providers.
Children's Health Insurance Program affect the other private service provider in term of
profitability. Because people prefer CHIP in comparison to other private health care
organisations. CHIP provide cost effective services to their patient and it is affordable for lower
class people (Lo, 2013). Other private health care service provider treat their patient as a profit
making one. Children's Health Insurance Program provide good quality of services and facilities
to patient and under the Affordable Care Act all policies have effective payment system. After
introducing CHIP by ACA, no of enrolment was increased in comparison to other healthcare
organisation.

Describe Children's Health Insurance Program (CHIP) policy
This program was established in the year 1997 to provide health coverage to insecure
child. In 2009, Federal funding was extended by Congress reauthorised CHIP. Children's Health
Insurance Program funding extended by Affordable Care Act in the financial year 2015. These
funding programs again extended for the year 2016-2019.
CHIP policy has been promoted by New York states. It provide low cost health coverage
facilities for children who's families earn money to qualify for Medicaid (Mandina, 2014).

Trade-offs offered to bring balance to the healthcare stakeholders
Healthcare sector always comes with new benefits and risk which is associated with
policies. It will create new challenges in front of stakeholders so that they can to create balance
in between different interventions. Affordable Care Act leads to manage or administrate the other
stakeholders towards their responsibility in term of improving and understanding system. In fact
other private healthcare organisation need to trade off with new customers and try to improve in
their pricing policy or reduced cost. It is not that simple because in reality private organisation
charged amount on discussion also which is not acceptable by the stakeholders (Campón, Alves
& Hernández, 2013). To bring balance government introduced various Acts such as: Affordable
Care Act and Children's Health Insurance Program and it provide various services and health
facilities to the public so that their health can be protected.
Role of public perception and the reason of not interested in healthcare performance
Public perception plays a major role in healthcare sector. It shows that public have
interest in any specific organisation or not. It generally identify through public debate and it will
help the organisation to shape its performance. Quality of performance differs from one patient
to another patient because requirement or needs is totally different from others. Social
demographic factors affect the healthcare performance that's why people not interested in this.
These factors includes such as some patient always ask for medicines. They have perception that
medicine is basic need to recover from illness. Financial status of any patient also give them
force to think about the healthcare performance. Most of the time, quality of service depend upon
the patient's knowledge and responsibility because expectation of patient is changed according to
quality of service. Behaviour and attitude also effect the healthcare performance. Due to these
reasons public perception changed and they are not interested in healthcare performance. People

makes the perception that health care programmes can not provide better services and facility to
the public and it can be costly. Persons thinks that healthcare programme which are run by
government does not effective and government does not much concern about public health so
people are not interested.
How process innovation, risk taking, health policy analysis, and governance provide balance for
stakeholders
Government: - New York government focuses to take initiative to deliver the best services so
that it finds innovative methods and treatments which can be beneficial for the health of persons.
Innovative technology is promoting so that better results can be provided to the people. The risk
which is that there are huge amount of money has spend to find an innovative technique and lots
of experiment has done by the researcher and if effective solution does not find than it can the
reason of risk. Health policies introduced after many analysis, because government involve with
this in tern of funding . CHIP is fully govern by state and federal government. To create balance
for stakeholders government always emphasis to make effective programmes and policies so that
health of stakeholders can be improve and they can get better and effective facilities. It involves
public health insurance programs, such as Medicaid & Medicare, and private health insurance
including the health insurance many people either get through its workers or buy directly.
Employees: - Staff members of any healthcare organisation is always involve in the
innovation and they promote their organisational performance. Risk is always come with the
innovation , so employees have fear of risk regarding any policies which they are part of it.
Analysis of health policy is done by the management but they are involve in this process.
Government always keep their eyes on these organisations. The balance is provided in

Customers: - Customer always appreciate the innovation and if it is suitable for their
requirement than they will prefer it. Every patient want risk free policy which provide them hight
benefit. Customer always compare policies and than take decision according to which one is
affordable. Health care policies approved by the government and it will take regular review. The
balance is attained only when if proper intervention is provided from government side.
CONCLUSION
As per the above report, Affordable Care Act established Children Healthcare Insurgence
Coverage (CHIC) which provides facilities to the lower class families children. With the help of
this program, people can afford medical facilities for their child in an easy manner. Another
discussion is about public perception change according to their services and how stakeholders
think in different situation. The process of innovation, risk taking, health policy analysis, and
governance provide balance for stakeholders are also analysed.
