Executive Summary:
In the year of 2013, the state government proposed a structural reform change within the local
government boundary. The aim of the project is to create amalgamation between shire of Mundaring and
city of Swan. The local government has created the local advisory board. With the changing time period
three phases are considered those are respectively followed to execute the project goal. To the minister
of prior the LGAB will make proper orders. The order is expected to be launched in the year of 2014,
August. The transition plan was again prepared and the blueprint of the plan was launched by the project
manager. All necessary new entities are also merged to the amalgamation planning.
Project Purpose or Justification:
The purpose of the project is to make amalgamation of two councils City of Swan and shire of Mundaring
Project Description:
This project is focused on amalgamation of two different councils Shire of Mundaring and City of Swan.
However in the next phase it is proposed that two councils- city of Swan and the Town of Bessendean
will be merged. Though, according to the final requirement the three of these councils will be merged up
in terms of expanded city of Swan and there will be no separate council.

Project Objectives and Success Criteria
Scope:
The new local government must possess proper transition plan and that should have to be
authorized by the LIC
The transition plan will involve all the elements that the CE has reported to LIC for making
effective decisions.
Time:
The different critical outputs are considered for the project and the new local government is expected to
operate this plan from 1st July. The project is expected to be started on 29/8/2014 and must be
successfully completed on 30/03/2015.
Cost:
All the details of the costs estimated for the project include:
Direct cost- $507,000
And the total indirect cost- $2,005,333.
Quality:
From the details analysis of the case it has been found that the project will meet the expectation of the
CE and the LIC by considering the goal of transition to develop a new local government which is based
on the best prcatices. These prcatices will definitely meet the requirements of the community of the
local metropolitan government. New organization s will be created based in the best project
development prcatices.
Other:
Besides quality, the HR management plan, resource management plan, stakeholder management plan
and procurement and contingency management plan are the other factors those are to be considered
for the successful delivery of the project.
