Answer to question 1: Gateway Review Process

release program of the project. There should have some the Performance Measurement tools and
techniques those may effectively identify the project complexity and the performance of the team

ornamented and organized so that the ERP can implement accurately.

and issues of the case project. Among the gateways the most effective gateway that has been

communication at the early project phase, the vendor’s requirements and its relationship with the
stakeholders are not matched properly.
Justification on the answers
The nominated case project deals with the Arrow program which involves a business
wide transformation for migrating most of the operational, functional core businesses of city
west water. The net expenditure estimate for the successful implementation of the business
project is more than $50 Million that requires approval from the treasure. In order to make sure
that the business of city waste water project is functionally successful proper cost benefit
analysis is required to be performed by the project head and the rest of the project team members
(Kerzner and Kerzner 2017). The project is willing to deliver financial system, asset
management system, customer billing, environmental services as well as business strategies and
planning accordingly.
After considering the enterprise context it is defined that, ethics, culture, management
style, business plan, risk appetite are the different factors that should have to be considered by
the project team members to avoid industry issues. The IT components are needed to be

improved to resolve the service the service level errors. Based on contractual requirements the
business innovation, quality and the values are to be considered.

a. Optimization of service delivery cost, align and their aim for creating customer
process
In order to meet the project objectives with lesser numbers of issues the project manager
should have focused more on the timeline, cost structure, and project alignment with the
preliminarily set objectives (Binder 2016). The commercial ICT level issues can be completely
resolved by setting a professional communication between the project manager and the project
manager. The aim of the City Waste Water Arrow programming is to deliver asset management,
strategies and planning to deliver customer billing and financial management to the consumers.
In order to implement such system within estimated time and cost a feasibility study should be
performed (Verzuh 2015). The design complexity will be minimized and the operation and
system functionalities will become more focused towards the objectives.

result the project is facing issues with overrunning cost and overrunning time frame. After
identifying these issues, the project committee has decided to develop a new business case

$122 Million which exceeded the estimation.
Answer to question 3: Change Management
a. The way through which the issues are related to the Queensland Government
Success Factor
The Queensland Government is strictly committed to support the members of the Defense
Force of Australia within the Queensland Public sector. This committee is facing major
challenge as soon as the service will be applied for the civilian instead of the members of the
ADF. This project also fails to meet their preliminary objectives within the estimated 6 months
of time frame which lead to overrunning project cost.
In case of the City West Water project also issues are being identified regarding the
governance process and governance bodies also. The identified major error related to the City
West Water project was delay thus, proper streamlining reporting as well as approval processes
are important to make the process effective and efficient at the same time (Todorovic et al.2015).
Complex operating IT models are to be consider by the project managers so that the IT quality
service problems can be mitigated accordingly (Niazi et al.2016). It is expected that, further
changes related to business agility and innovation capabilities are the major success factors that
may assist the risk management plan with high business commitments.
