Introduction
Gambling has been termed as an addictive gaming product that has caused the client's
huge finance leading ton high financial crisis. Gambling or gaming refers to those acts that are
either paid online, in-house or within casinos with the aim of getting money or money worth.
With the legalized gambling within the Singapore market, the number of companies that operate
gambling is expected to increase in the coming years. The overall performance of the sector has
been experiencing slow growth with many companies performing dismally due to government
strict regulation that also controls the operation of these companies. There are many different
laws that control or regulate gambling within the country with most of these restricting
overspending of gamblers. Some of the areas that has been pointed out within the laws that
control gambling include the age limit that set age of 21, the amount that is used that provide that
an individual has to prove that they not under distress, the number of time that a gambler visits
the casino or gambling operators are also limited. The following paper examines evaluates the
growth of internet gambling and implication of regulation.
Growth of internet gambling
Gambling sector remains a competitive industry with only a few larger companies
allowed to operates within the country. The performance of the gambling sector though has been
slow has witnessed increasing interest within the government allowing application for
prohibition exemption. This exemption follows satisfactory meeting the requirement as set by
gambling control board or any other regulatory bodies. Furthermore, some of the gambling
operators that are majorly casinos have come up with resorts that are expensive to enter or
register. These casinos are operated by rich owners who are busy setting up expensive resorts. In

addition, to casinos, there are many other forms of gambling that have also come up within the
country that are also minting money from gamblers (Frank, 2012).
Internet or online based gambling is a form of gambling that though is prohibited there
with two major gambling operators that are allowed. These two operators are Turf Club and
Singapore Pool and are allowed under the remote gambling Act. Some of the forms of gambling
under this category include betting, gaming, and lottery. Firstly, online betting is defined within
the gambling regulation as making money or money worth from sporting events such as horse
race. Secondly, gaming is another form of gambling that is also found on the internet or online
gambling platforms and is mainly playing an online game to obtain money or money worth.
Thirdly, the lottery is online games that allocate money or money worth in any manner that
determine the lot when drawn or exercised (Yannes, 2013).
Internet gambling when compared to land-based gambling show that land-based has
several forms and some of these include betting, private lotteries, and casinos. Internet gambling
on the other hand is mainly betting and gaming. Private lotteries include those methods allocate
money to games that are held within the country or outside the country. Casino, on the other
hand, includes those games that involve skills and chance with the aim of obtaining money or
money worth. Betting is also a game of chance that is played within betting house and online.
Betting can be for a horse race or any other sporting activities with the intention of winning
money or money worth online (Morewedge, Tang & Larrick, 2016).
The performance of the internet gambling has been high and is continually rising due to
the increasing number of operators and clients within the country and internationally. Currently
only two main gambling companies has been allowed to operate but there is projection that the

number of these gamblers will increase in the near future. Land-based gambling remains the
most spread clubbing or gaming within the country with only two operators allowed to offer
online gambling with restrictions. With the legalizing of online gaming, there has been
increasing in the number of companies that are offering land-based gambling as compared to
internet gambling that is also expected to increase in operators (Yap, Gina & Morgan, 2018).
Opportunities
Gambling has opportunities for business within the country has the sector continues to
attract many companies within the country and internationally. The government requires
operators to satisfy the requirement for those willing to invest in the sector. This, therefore,
allows those companies that can invest in the gambling business to take on the challenge and
meet the requirement. Moreover, the push by many stakeholders for more legalization of online
gambling is also continuing to open the gateway for more opportunities in the gambling business
(Frank, 2012).
Challenges faced by the gambling industry
The key challenge that is faced by gambling operators includes strict government rules
that limit the operation of major companies. The government rules that control gambling such as
age limit, betting amount limit and the number of time gambler visit the casino make the industry
to risky and with slow growth (Yap, Gina & Morgan, 2018).
Role of key stakeholders in legalizing commercial internet gambling

Various stakeholders in the internet gambling play an important role in legalizing of the
internet gambling in Singapore. Some of the key stakeholders in the gambling industry of
Singapore include gambling companies, the government agencies, citizens and

Firstly, the government agencies are key stakeholders in the gambling industry of the
country regulating the industry. Casino regulating authority is one example of regulating body
that is a task with the role of enforcing casino Act and license or regulate the operation of land-
based casinos. Singapore Totalisator board is another body that oversees the operation of Turf
Club and Singapore Pools which are the two gambling operators. Ministry of Home Affair,
Media Development Authority and Monetary Authority of Singapore are also involved in the
regulation of remote gambling provisions such as payment blocking. Lastly, the ministry of
social and family development and the national council of problem gambling administer problem
gambling. Gambling control board is another agency that controls the response of gamblers and
also develops gambling policies (Singapore Legal Advice 2018).
Club and gambling operators
Secondly, gambling operators or service providers are those companies that offer
gambling services to clients or gamblers. These companies are ranging from internet gamble
operators to land-based operators. These companies play an important role in ensuring that they
provide this services and also complies with the required laws. The regulations include those of
taxation that these companies give to the government. These companies accumulate the profit
and revenues from gambling, they restrict the harm to gamblers and also control their
responsibility in gambling as recreation activity (Singapore Legal Advice, 2018). Gamble

Gamblers are those individual citizens that are involved in internet gambling services. An
individual gambler bears the primary responsibility for maintaining gambling and minimizes the
risk of excessive gambling. The gamblers have a role in understanding information about the
gambling operators for an informed decision. Before legalizing the online betting many social
media users had pushed for no legalization to protect the interest of gamblers.
Harm minimization
The government through various laws has placed restrictions that aim to reduce the harm
that is caused by gambling especially on the addicted gamblers. These reduction has made few
companies to operate within the industry as compared to other countries that has also legalized
the internet gambling. The main aim of the restriction is suppose to reduce the excess use of
money to gamble that is experienced by addicted gamblers. In addition, the government also
require gambling operators to set gambling counseling center that provides psychological
counseling or treatment to customers that are addicted to gambling as a way of helping them
(Reynolds, 2016).
The socio-economic implication of regulation of gambling on stakeholders

The socio-economic implication of gambling regulation is great on various stakeholders
within the industry. Regulations of gambling have reduced the negative impact and place
business involved under restriction socio-economic impact on stakeholders. Firstly, the
regulation has reduced negative socio-economic impact of gambling includes addiction, loss of
finances, increase unemployment, bankruptcy, poor health, and marital challenges. Addiction is
one of the worst gambling impacts on the gamblers as they can’t resist playing gamble. Many
addicted gamblers are undergoing financial challenges as most of the funds are used to bet
making it difficult to afford financial obligations. Many unemployed people admit to being
involved in gambling and this prevents them from seeking employment. Addiction also leads
loss of financial base leading to the bankruptcy of gambles as they continuously source or
borrow money to use in gambling (Feener, 2013). The government regulation has reduced these
negative impacts of the gambling on many people within the country.
Secondly, the government regulation has also place business such as media under
restriction especially those stakeholders that are majorly businesses that are involved in gambling
that benefit either directly or indirectly. Firstly, media companies normally receive a
considerable amount of money from gambling and casino operators to engage clients. These
media companies though are obligated to observe laws regulating gambling, has played an
important role in promoting club and gambling within the country. Many media companies are
therefore directly or indirectly involved in the gambling business. Secondly, the gambling
operators are also beneficiary of the huge amount of money they source from gamblers. Despite
the adverse effects of gambling on clients these companies continue to get funds through media
appeal. As a result, gambling operators have grown into large business making high revenue and
profits annually. Thirdly, the government regulatory agencies that license and regulate gambling

are also beneficiaries of taxes obtained from these gambling operators. This is made possible by
legalizing gambling especially internet gambling that is prohibited within the country. Moreover,
the government being an important stakeholder in the gambling industry always reaps a
reasonable amount from registration of gambling companies (Morrison, 2012).
Legal, administrative and operational responsibilities
All the registered and licensed gambling companies have legal administrative and
operational responsibilities to operate a business in accordance with the gambling laws. Firstly,
the legal responsibility of gambling operators to ensure that they operate according to the laws
that are set. Secondly, the laws require that the operators provide the advice to addicted gamblers
(Thompson, 2015). Secondly, operational responsibilities of clubs and casinos as stated by the
regulatory bodies require all companies that operate within the country to have a responsible
gaming support center that will assist counseling of gamblers in distress. This also assists
gamblers to set time and amount limit to prevent distress that results from addiction and
overspending during betting (Singapore Legal Advice 2018). The administrative responsibility
indicates that casinos and club will be required to show exemplary adherence to the requirement.
These administrative responsibilities include social safeguards of meeting the age limit
requirement. The administrative responsibility of casino indicates that operation is in line with
the set out procedures within the laws (Thomassen, 2014).
Conclusion
In conclusion, internet gambling within the Singapore market remains an important
aspect that has witnessed slow growth in the past few years. Since the legalization of the
gambling within the country, the country has seen the increase in the number of gambling

companies with only two allowed to serve clients through online gambling and these two
companies are Turf Club, Singapore Pool. Many of these companies are operating land-based
gambling. Some of the forms of the gambling that are currently found within the country include
casinos, betting, gaming, and others. Some of the cited impacts of the gambling impacts can be
grouped into negative and positive impacts. Some of the negative impacts include addiction,
financial loses and bankruptcy among other problems. Some of the positive impacts of gambling
in the economy include taxation that is received by the government and revenue that is obtained
by operators and media advertising those businesses.
