The community emergency team response is a program that is much important for
trained civilians to respond to local disasters. It is an effort that is vital in disaster
management and communication and makes it safe and effective for rescuers and survivors
alike. The purpose of this paper is to look and analyze at the role of communication by CERT
in safety and disaster management. The emergency in this situation is a major attack against
electrical power grid in the city (Ali, et al,2015).
When disaster strikes, one may need a communication plan inorder to have an
effective and efficient rescue mission. Creating a good communicatuion plan is necessary due
to ensure a consistent communication and a clear chain of command. First create a point of
contact to eve people as the point of contact for the emergency Granville, Mehta, & Pike,
2016).. Try to also have points of contact with the media, partners, other agencies and aothere
employees during the attack. Provide the contact people with all relevant information
regarding the emergency and rescue mission to avoid unnecessary headaches while working
with a lot of contacts and burdening yourself.
Initial response
In case of the emergency, create an intial response to the emergency which will
require immediate communications to the people affected by the emergency. This will
include the soldiers and the civilians in the cities.

Crisis communication team
In this case, the emergency team will require a crisis communication plan. This will be lead
by the emergency rescue manager and the spokesperson. It may also consist other people that
are capable of c;early disseminating the correct information during the rescue mission. They
may include; assistant director of communication, director of communication for the team
and many others.
Team communication
In a socioeconomically and ethnically diverse city with a population of more than
820,000, the role of community based emergency response team in Ocean port. The
interagency or interoperable communication are very successful operations in different
agencies to the protection and safety of the soldiers and other personnel involved. The use of
different communication channels in different agencies makes it hard for them to
communicate. In the communication plan for the attack of the power grid, radio calls and cell
phones will be used in the emergency responses of the attack.
Communication Team
The communication network in the area will link the hospital emergency department
and the ambulances to key agencies and control and command centers in the barracks. The
link between wireless systems within different agencies is what is called interoperability in
the exchange of information and communication during the power grid attack (Beggs, 2018)..
Recommendation and conclusion
Communication during disaster management will require a very good plan. The
department of defense should hire the best communication spokesperson and have all

available equipment ready for emergency purposes. Contingency measures in power and
communication gadgets should be prioritized.
