Abstract
The project highlights about the business communication in which the theories of
organisation communication is determined. It also covers the barriers of communication
preventing people to get vaccinated and outline the strategies which must be used by government
in order to overcome these barriers. Therefore, certain recommendation are also provided in
order to encourage and motivate public to get vaccinated.

INTRODUCTION
Business Communication is a procedure of exchanging ideas and information between
people and outside the organisation. The main role of business communication is to provide
source of communication in order to make strategic decisions (Weintraub and et. al., 2021). In
the tough time of COVID 19, it is important for government to develop effective communication
with people regarding the vaccine slots, its availability, safety precautions and many others. In
UK, people are not aware of the vaccine slots and also they are not taking vaccine by certain
reason. The report is based on business communication in which genera theories of
organisational communication is determined including the barriers of communication preventing
people getting the vaccine and strategies which must be used by government in order to
overcome barriers.
ANALYSIS AND DISCUSSION OF ALL QUESTIONS
Discuss some general theories of organisational communication
Business communication plays a vital role for conveying clear message about the vaccine
and customer service. Through the help of communication, government can provide relevant
information to people related to the vaccine. One of the concern of government is vaccine
hesitancy as there is a refusal of vaccines despite of availability of vaccination services. It is
important for government to encourage people for getting vaccinated as it is one of the safest and
effective tool for prevention (Dawoud, 2021). Communication is used by government to generate
demand for vaccination and solve the issues of vaccine hesitancy. It is necessary to organise
successful vaccine programmes in order to encourage people for getting vaccinated. There are
various theories of organisational communication they are as follows:
Bureaucracy theory:
Bureaucracy theory is one of the theory of organisational communication which was
developed by German Sociologist Max Weber. The theory depicts that each member will
communicate to one above him until the communication process reaches to top command.
According to theory, organisation must have impersonal structure with clear set of rules having
control on emotional behaviours of employees. The theory of Bureaucracy mainly have few
characteristics such as specialisation of labor, formal set of rules and regulation, well define
hierarchy structure and impersonality in the application of rules. Government must implement

this theory by communicating clear rules, protocols, benefit and consequences for not getting
vaccinated. The rules and regulation of vaccine must be exhausted and stable so that people can
learn them in easy and effective manner.
Acceptance Theory of Authority:
Acceptance theory of authority was developed by Chester Barnard in 1938. The theory
states that when the authority of manager over his subordinates depends on the willingness of
subordinates to accept his right to give orders. Chester Barnard argued that management has that
much authority as subordinates are willing to accept. The different types of authority are legal
authority, traditional authority, acceptance authority, charismatic authority and competence
authority (Chinazzi and et. al., 2020). Through implementing this theory, government give
authority to few hospitals regarding the vaccination and slots. Government can also make
effective decision making through using this theory as it regards the course of activities to be
performed by them.
Theory X and Y:
Theory X and Y was proposed by Douglas McGregor which is based on directly
opposing assumption of human nature. The theory mainly focus on development of self control
but also recognise people as great asset, promotes creativity and suggest the people must be
rewarded on the basis of their performance and contribution. Government must implement this
theory and give reward to the hospitals that contribute best effort for encouraging and motivating
people to get vaccinated.
Evaluate the barriers of communication preventing people getting the vaccine
Physical barriers:
Physical barrier is one of the challenge of communication that prevents people to get
vaccinated. People generally face difficulty to get vaccinated due to maintaining social
distancing. There are various hospitals and communities that offers vaccine, people generally
think that vaccination centre is far away (Chou and Budenz, 2020). It is important for
government to encourage and communicate effectively with people regarding the availability of
vaccination slots so that more and more people get vaccinated.
Informational barriers:
Informational barriers is another barriers that prevent people to get vaccinated. Generally,
people face problem to avail right information which influence the vaccination. People are not

aware about the genuine and right information and also they face issue regarding the effective
and best vaccine which must be used. It is the responsibility of government to provide relevant
information to people regarding the vaccine and their benefits.
Lower level of confidence:
It is also a barrier which prevents people to get vaccinated as people have lack of
confidence while getting vaccine slots. People get scared due to effects and consequences of
vaccination slots. Government must promote confidence among healthcare personnel to get
vaccinated and also recommend vaccination to their patients. It is necessary to engage national
professional associations, healthcare personnel and healthy system. Government is responsible
for stating clear understanding of vaccine development, new vaccine technologies and benefits of
vaccination. They must also ensure that medical practice and healthcare system must be well
equipped in order to create culture that builds confidence in COVID 19 vaccination.
Lack of trust:
Lack of trust is another barrier which prevents people to get vaccinated, it is essential for
government to engage communities inclusive, sustainable and equitable way by using two way
communication to build trust, listen and increase collaboration. Doctors, healthcare employees
and government must empower vaccine receipts to share their personal stories and explain the
reason behind not getting vaccinated (Paltiel and et. al., 2021). Through building trust,
government can encourage and support people to get vaccinated and secure their life from
disease.
Outline government strategies to overcome these barriers
There are various government strategies which must be used in order to overcome the
barriers they are given below:
Government must build vaccine confidence among communities through transparent,
factual and consistent communication strategy and campaigns. Countries generally
struggle with the lack of trust in vaccine safety and vaccine hesitancy. People face
vaccine hesitancy due to which they refuse vaccination. It is important for government to
encourage and share accurate message about COVID 19 vaccines.
They must also provide consistent information to public through local messaging
campaigns and coordinated state. It is important to identify the trusted community voices

that doesn't provide misinformation regarding the vaccines and answer questions of
public through groups like immunization coalitions and health neighbourhood.
Government must focus on establishing groups of trusted community so that they can
engage in public health messaging beyond COVID 19. It is essential to encourage
organisation and state agencies to fold in vaccine eduction information to community
program and health campaigns (DeFrancesco, 2020).
It is necessary to establish straightforward pathways for individuals so that they get
access of vaccines within their communities. Governance can also increase transportation
access in communities through partnerships with public transit system, start departments
of transportation and ride share companies.
They must invest in workforce by coordinating and leveraging partnership with
organisation who are specialise in recruitment and retention of public health workforce
such as community colleges, health worker association and training centre.
It is essential for the government to establish distribution centres to break large
shipments of vaccine and deliver appropriate quantities to areas with smaller populations
(Tsang and et. al., 2021). They must also sue system and mapping in order to create
systematic vaccine distribution which stream to rural and urban areas of UK.
Government must provide clear information to people related to vaccination slots and its
benefits so that maximum number of people get vaccinated and prevent from spread of
disease.
RECOMMENDATIONS
It is being recommended from the above information that government must use certain
precaution in order to prevent people with the spread of disease. Government must encourage
country, locality and district to connect and share the resources including resources from
community based organisation, additional personnel to administer vaccine and mobile medical
vans so that they can serve as mobile vaccine clinics. Government must focus on establishing an
office that helps in bringing together employees from all areas of pubic health to coordinate and
collaborate resources. They must also conduct workforce study in order to understand the
healthcare workforce gaps in country. Government should also enhance transparent and coherent
public communication that helps in addressing the misinformation. It is important to present

From the above information it is being concluded that there are different was of
communication which helps to deliver the right message to public related to vaccination. There
are various barriers that prevents people to get vaccinated such as physical barriers, emotional
barriers, lack of confidence, information of barriers and lack of trust. Government can reduce the
barrier by focusing on providing clear message and information to public related to availability
of vaccine and their benefits.
