From the case study, Mr. Bloggs has accumulated records in prison dating 12 years ago. The
record shows that Mr. Blogs was sentenced first when he was of age of 43 in the court. The
information recorded indicates that the offender was sentenced because of sexual harassment.
Mr. Bloggs described the entire scenario as a silly mistake on his side. He was not intending to
do so. Therefore, Mr. Bloggs offenses were predatory sexual behavior which is common in other
offenders in the jail. The record articulates the escalating pattern of sexual offenses over a period
of 5 years in the court.

The section reveals the release consideration of the offender by the court. The aim of the report
was to obtain adequate information that could facilitate the release of Mr. Bloggs on parole. The
last date for contact with the prisoner was 5/5/2011 whereby he explained what happened. The
offender said that he was just relaxing and sitting in Kalgoorlie town Park while reading a book.
He said that his wife was away for shopping during the incidence. Mr. Bloggs reported that he
coincidentally needed to use the same toilet and he found himself aroused and he was unable to
control himself. Mr. Bloggs said that he touched the children and sexually harassed them for

self-gratification. In addition, the offender said that he went to the place in order to target the
pre-pubescent children.
RECOMMENDATION
The release of offender means that the whole society will be in peace. The consideration here
should obey the terms and policies of parole release.
Some of recommendation include;
The non-parole period should determine the date upon which Mr. Bloggs becomes eligible for
parole in the court.
Also, the parole board of the court needs to decide when an offender is to be released depending
on personal attitudes and other considerations (Rhine, Petersilia & Reitz, 2017). Mr. Bloggs
parole should be based on his consent.
Depending on the recommendations if the release is supported
The parole plan will be as follows;
Accommodation Mr. Bloggs is expected to stay with his family in their town

CURRENT OFFENSE AND VICTIM ISSUES
Under section 5A (b)

The complete analysis for Mr. Bloggs was that four years ago he sexually harassed a child in his
home area. Mr. Bloggs described the entire scenario is a result of his silly mistakes. The records
indicated that Mr. Bloggs would promise the children with money and lure them to check for his
pet in the toilet. Mr. Bloggs fully explained that he used to follow the children in the toilets and
then assaults them there. The court after hearing this inhuman remarks from the culprit, it went
on and reprimanded a severe punishment to the offender. The sentencing rule to the offender was
that he was to remain in the court for a period of 8 years.
Mr. Bloggs had a positive attitude towards parole release by the court. He was yearning to meet
his family-a wife and a daughter.
Section 5A(c)
The court had sentenced the offender for more than 2 years. Mr. Bloggs describes what he has
been doing on the court as indicated in the case study provided. During the interview, he
explained everything starting from what he used to do when young and he went on unnoticed by
anyone. He also said he used to offend and indulging himself to wrongs but his parents never
ever punished him.
Section 5A (d)
There should be attention on offender behavior. There should be a curfew whereby the prisoner
should be protected from accessing some zones. Mr. Bloggs relationship with his family should
be followed to ensure he should not re-offend. The GPS should monitor the victim all the time to
ensure he does not indulge himself to the same crime when around the children. The parole
policies emphasize on effects of the offender to the rest of the community.
Behavior in Prison

Section 5A (e)
The behavior of the offender in the custody now determines how the offender will behave when
released. While in prison Mr. Bloggs reported that he participated in some recreational courses
in the prison. Some of the activities he participated in were the First aid activities and Tai Chi.
He also said that he introduced Italian Cooking in the court. Mr. Bloggs also presented
certificates and affirmed that he was employed in the prison as a cabinetmaker. The records
indicate that Mr. Bloggs behavior has been good although he was once in trouble –that is
sleeping past muster. Mr. Bloggs, he said he didn't realize the consequences of this. Therefore,
the prisons checklist fully indicates that Mr. Bloggs behavior in prison was good.
The prisons checklist also shows that there were recorded charges which were reflected in the
prisons systems. This affirms that Mr. Bloggs should be released on parole since he incurred no
charges and his behavior was good while in the prison. The reports anticipated that Mr. Bloggs
will emulate the same behavior to the community thus not committing the same crime when
released.
PROGRAMMATIC INTERVENTION
Section 5A (g)
Mr. Bloggs participated in vocational and recreational courses such as the First aid programs and
Tai Cjo programs in prison.

Mr. Bloggs has been an active member of Tai Chi and First Aid programme. He has undergone
counseling programme so as to correct his behavior before he is released by the court. Mr.

Bloggs attitude on engagement with the community is based on his good character. The court
anticipates that Mr. Bloggs will be a good character when released since he has been good in
prison.
RISK ASSESSMENT AND COMPLIANCE
Section 5A (h)
Mr. Bloggs has never been released on parole. It is the first time he is subjected to parole
supervision.

be a good person once released.
Section 5A (j)

enjoy good health with his wife and their daughter.

Mr. Bloggs is anticipated to attend a health service on 5th month after release by the prison.
Accommodation and community support.
Mr. Bloggs should remain at home for the entire period of assessment. This shows that the
accommodation assessment will be obtained from his premises. There will be other organization
such as the WA Police which will be following the offender to ensure he doesn't harass the
family and also the entire society. The use of GPS and curfew will serve as a control system for
the offender in society.
EMPLOYMENT
Mr. Bloggs argues that he used to work in Kalgoorlie that is around some warehouses in his area.
He said that he used to do light laboring and retail roles. The court anticipates the offender to
secure a job in other locations. Mr. Bloggs has hardworking while in prison and the court
anticipates he will be having the same attitude when he is released by the court.
GLOBAL POSITIONING SYSTEM
GPS will regulate and monitor the optimal risk management strategy. This will control the
movement of the offender within the community (Grattet & Lin, 2016). The GPS will be the
viable method that will track the movement of the offender and this will be assisted by use
police. In addition, a curfew will be viable whereby the offender will be limited from accessing
some areas in society.
CURFEW REQUIREMENT
The curfew forms the optimal risk management strategy for the offender. The curfew will
involve the following requirements when monitoring the offender;

Mr. Bloggs will be restricted from accessing areas with children.
Mr. Bloggs needs to comply with the conditions outlined in the parole of the board.
REGIONAL TRAVEL ARRANGEMENTS
Mr. Bloggs confirmed that he does not need further transportation arrangements since his wife
will pick him up after his release.

The other consideration which show whether the prisoner will be released is;
Mr. Blogs assured to cooperate with supervision programmes and this affirmed release through
parole assessment.
