responsibilities, you need to ensure your local authority remains committed to the Marmot Review
‘Fair Society, Healthy Lives’ to reduce health inequalities and report progress to the Health and
Wellbeing board. In terms of healthy communities, the Coventry Joint Strategic Needs Assessment
2012 commits Coventry to look beyond needs and work with communities using an asset based
approach to empower them to sustain good health and wellbeing, and address the broader
determinants of health, using asset-based approaches (JSNA 2012). The JSNA states that healthy
communities’ contain both the physical and social characteristics needed to promote health and
wellbeing, a view strongly aligned to the Marmot policy objective to create and develop healthy and
sustainable places and communities. This includes a wide range of factors; from the built
infrastructure (shops, housing, schools…) through to social capital (links between individuals that
bind and connect people in their communities). They identified four priority groups:

policy. It has been argued that assets, and the related concepts of co-production, salutogenesis,
resilience and sense of coherence can make a substantial contribution to overall health and the
reducing of health inequalities (Burns, 2011).
Governments across the European Region are faced with rising demands for health care, limited
resources and increasing inequalities in health. Community health needs assessment has a central
part to play, enabling practitioners, managers and policy-makers to identify those in greatest need
and to ensure that health care resources are used to maximise health improvement. It is a vital
health care planning tool to be used at the level of families, communities and populations (WHO
