Scenario Stage 1
While determining the cause of reduced participation by the young people in youth
programs, interviews, and questionnaires methods would be used. They are reliable because
they are cheap, and the data collected is firsthand (Brace 2018). Most of the researchers or
people involved in collecting different data or information prefer to use these methods due to
their great reliability and allowing them to get the required data or information from many
participants within a short period of time. The methods would involve both the youths and the
heads of the program. The youths involved would be those that attend the events which
would offer insights on the reasons why the rest are not engaged. The programs head would
also offer their views on reasons why many youths do not attend the events. Some of the
expected social and cultural factors that hinder participation are education levels and gender
roles in the community regarding cultural beliefs. For example, it is expected that where most
are not educated, they would rarely find the need to participate in the programs as they do not
understand the benefits. Some of the questions that would offer insights about the issue are:
 How do the program organizers communicate their services to the youth?
 How effective are the programs in addressing the current challenges faced by the
youth?
 How friendly and considerate are the people collecting data using these methods, and
how do they relate with the youths when collecting the required data or information?
Scenario Stage 2
Where the consultation process finds out that low participation is caused by the
programs being less appealing, the development of a Youth Planning Group which would
establish appropriate cultural programs is a suitable alternative. The approach would ensure

that cultural aspects are addressed which not only assist in understanding norms but also
helps in identifying social gaps that would lead to the issue. For example, it would be noted
that society only involves people of certain ages to make community decisions, which makes
the youth feel less helpful. The development of culturally appropriate programs would also
convince the youth to participate as their beliefs are respected (Simplican et al., 2015, pp.18-
29). Studies have shown that most of the cases where the youths intrude into some immoral
behaviors which hurt their societies arise as a result of the youths feeling neglected as they
are not involved in most of the critical issues which affect their lives in their societies.
Therefore, it’s highly advisable for the societal leaders to always involve or engage the
youths in planning and implementing some societal programs which can affect their lives.
The youth would be engaged in the planning or implementation of such programs in several
ways. For example, they would be informed about the issue and how it affects their
wellbeing. After making them understand the need for changes, the planning team should get
information from the youth, on how they think the issue would be resolved. Involving them
in the process is necessary as it increases the chances of changes implementation.
Case Study
Adrian’s early experiences with institutions affect behavior and attitude today. The
expulsion from school and the failed test has resulted in the belief that educational institutions
are not suitable for him. The frustrations of the experiences have also resulted in the
indulgent in deviant behaviors, due to anger towards the institutions. Since the institutions are
related to the government, Adrian has adopted the belief that they are wrong, as they did not
enable him to achieve the desires. Adrian's behavior is explained better by the behavioral
theory, which explains that the experience of negative events in one’s life leads to the
adoption of new behaviors, which may be helpful or harmful. In Adrian’s case, the events

have caused problems as the behavior and attitude developed harms the self and the people
around.
Adrian’s unemployment state has led to social, economic and physical effects in
several ways. Socially, Adrian has developed a negative attitude towards government
institutions including the police. The attitude has led to law breakage due to indulgence in
deviant behaviors like stealing. The relationship with the family has also been distorted,
especially with the girlfriend, evident through the recorded family violence cases. Moreover,
Adrian no longer relates to the neighbors rightly, which has attracted the police’s attention.
Economically, Adrian does not meet financial needs in the house, considering that he lives
with old unemployed parents, girlfriend and a six years child. The case has led to high debts
and involvement in practices such as gambling which is not a reliable source of income. The
physical effects, on the other hand, are the development of depression which is a serious
psychological challenge. Depression results in poor judgment feel of guilt and shame and
some cases would bring suicidal thoughts (Landais, 2015, pp.243-278). The state distorts
relationships, meaning that the child lacks parental love and he cannot take care of the old
parents. As a result, the girlfriend has to take charge of everything, which alters the expected
family system.
The first step while helping Adrian is to advise on the need to seek medical attention
and counseling. It is the most critical consideration because handling it would make it easy to
address the rest of the issues. The second step would be urging Adrian to get involved in
community programs that boost one’s wellbeing. It would help him get opportunities for
employment and also boost interaction skills. The more a person interacts with others, the
better the coping with life challenges and one would also gather ideas on how to solve their
issues. Even though Adrian did not perform well in education, there are other areas that he

would engage in to end the unemployment issue which has led to the severe implications
discussed above.
Major Project Assessment
Program Aim and Objectives
The program aims to impact Muslim women who recently arrived in Australia with
life skills and education regarding all aspects of life in Australia. The integration into a
society for women and especially Muslims is tough, and therefore the program will make the
process easier and comfortable for the women.
Program Priorities
The program will prioritize two areas, one being the functions of social and cultural
institutions of the Australian society and the migrant integration into the Australia society
especially on stereotypes and the ways to handle them.
Promotion Strategy
The promotional strategy that would be used in reaching the targeted population is
community meetings. The program leaders would communicate through social gatherings
where the women would have the chance to meet the leaders face to face. The strategy is
selected because it allows the leaders to develop a trusting relationship with the women,
which would ensure a successful process better than other ways such as newsletters. The face
to face strategy is also effective in letting the women understand the aim of the program and
the expected results. It also addresses the questions that the women would have regarding life
in Australia.
Barriers to Participation and Strategies to Overcome
Several barriers would be affecting the women's participation in the program, where
solutions should be implemented. Lack of knowledge is an issue, where the women would

not understand the benefits of attending the programs, especially if the practice was not
common in their nations. The lack of knowledge would lead to less motivation to attend
community meetings (Marston et al., 2016, pp.376-378). The issue would be solved by
explaining the benefits while inviting them to the meetings. The advantages should address
their needs and ought to be clearly stated. The other barrier is a negative attitude, based on
the community's stereotype about Muslim women. It would cause them to think that society
would not help them in any way, due to hatred. The challenge would be addressed by offering
support to them and establishing a close relationship which would make them trust that the
program is meant to improve their lives.
Physical and H.R. Requirements
The physical requirements for the program are finances, which would support the
implementation of the plan and a venue to conduct the meetings. Also, equipment such as
chairs, tables, microphones, and others would be needed. The human resource requirements,
on the other hand, are the people who would pass the information to the women. The number
of people needed will depend on the turn out of the targeted population. Nevertheless,
individuals must have effective communication skills and understanding of the need to
conduct the program.
Budget and Possible Funding Options
A budget will be prepared to determine the overall costs of carrying out the
community program. It will cater to the buying of assets, paying workers who will be hired
and other ways. Some of the aspects that will determine costs are the number of women
involved in the program and the duration it will take. The program will depend on sources
from its savings, donations and government funding allocations.
Necessary Procedures

The program will involve several processes, the initial one being data collection.
Through the promotional strategy, the leaders would estimate the number of women that
would attend the program. Secondly, planning would be done, concerning how the sessions
would be carried out, when as well as for how long. Community goals would then be
formulated which defines the exact aim of the initiative which would guide the whole
process. An implementation strategy will later be formulated where the actual activities
would take place.
Program Timelines
Even though the time taken will depend on the number of women who attend the
program, it is expected that the imitative would take three months. It is estimated that the
time is enough to develop a close relationship with the women, deliver the needed
information and conclude the program.
Individual Responsibilities of the Program Team
The program team will develop, coordinate and manage the program. The
development role will involve establishing the plan to be used and identifying the needed
resources for the service. In coordination, they will ensure that the activities taken are in line
with the set objectives while at the same time addressing the complex issues that may come
up, for example, those that need political consideration (Hong 2016). The management role,
on the other hand, would focus on ensuring that activities are carried out as planned as well as
finances so that the program runs in the expected time and the set objectives are met.
Stakeholders involved
The main stakeholders involved are the Muslim women who have recently migrated
to Australia. The government in the form of the local administration would also be involved,
to permit the program to take place in the area and also offer some resources. The program

team would also be involved in ensuring that the programs run smoothly and that the
objectives are met.
Program Monitoring and Modifications Strategy
The program and modification strategy that would be used is the key performance
indicators which will be developed during the planning stage. The indicators would show
both strengths and weaknesses in the program that will offer insights on necessary actions
(Parmenter, 2015).
Program documentation
There will be legal documentation showing that the local government has allowed the
program to take place. The other documentation will be the plan, which would be used in
reaching objectives. Besides, there will be the documentation of the women's names,
locations and other details which would be used in assessing the success of the program.
Program Evaluation Methods
Even though the key performance indicators would be used in assessing, women’s
feedback will be the major method used. It is reliable because it is given by the people who
benefit from the program rather than third parties (Reeves et al., 2017, pp.2137-2152).
