CE 1.1 Project Information

CE 1.2 Project Background
CE 1.2.1 Characteristics of the project
I was provided with the full ownership of the Saudi Telecom Company`s Cell on Wheel
Sites. When I had first joined the project there was a total of 256 cell on wheels. For the duration
of the time I was there in the company I had looked after the installation of 30 new Cell on
Wheels. A Cell on Wheels is an innovative system developed for the use in areas where the
conditions do not match for the installation of full-fledged heighted cell towers. Thus the use of
Cell on Wheels helps in the process of installing of new towers for the area. The Cell on Wheels
has a height of working condition of 25 meters which can be installed anywhere in place. A Cell
on Wheels is a compact and mobile tower with the addition of indoor working space and a trailer
for the transportation of the mast easily. The whole package comes in a complete solution trailer.
The trailer has also been equipped with the ability to self-stacking ability which helps in the
faster transporting breaking down of the whole module.

CE 1.2.2 Objectives developed for the project
For the project I had developed the objectives which has been listed as follows:
 To relocate the Cell on Wheels on request.
 To maintain the operations of the working conditions of the Cell on Wheels.
CE 1.2.3 My area of work
For the project I was asked to be ready to dismantle of the Cell on Wheels and transfer
them to a new location as per the request of the managers. I was also requested to implement
new designs for the collection and sharing of information through the use of the Cell on Wheels.
After the transportation of the towers to the new location I was asked to erect the towers and
make the tower into a full working module. I had also reinstalled all the working modules of the
telecom equipment and to integrate the Cell on Wheels to work on the On Air It procedure.

CE 1.2.5 My responsibilities throughout the project
For the project duration I was in charge of changing the location of the Cell on Wheels to
a new location on request from the managers. I had also worked on the different telecom

modules to install them in the new location. After the transfer of the Cell on Wheels to the new
location I was to set up the module to be complete with the working modules in the system. I was
also able to integrate the working module of On AIR It on the Cell on Wheels. I had also
documented the site statistics and the quality of service which was being provided by me and my
team members. Apart from all these works I had also looked after the civil tickets being
generated against the company. These tickets were to be resolved before I could have proceeded
with the working of the Cell on Wheels.
CE 1.3 Distinctive Activity
CE 1.3.1 Comprehending the theory of the project
A cell on wheels is a transportable module consisting of 25 meter high mast used for the
transferring of signals. The module can be used for a number of different reason: lighting of
working site, defence purpose and for the use of security purpose. The benefit for the use of the
cell on wheels are the removal of the use of cranes for the transportation of the module. It
requires only two engineers for the transportation process. A construction fence has also been
setup on the module for safety purpose. There is also the availability of driving the whole system
without breaking it apart in an integrated braking system. The module has three 19 inch cabinets
and an air-conditioning system.
CE 1.3.2 Engineering knowledge and skills applied in the project
For the project I had applied the knowledge of a project manager which are to make use
of my interpersonal skills to negotiate with the managers and the allocation team. For the
relocation of the Cell on Wheels I had applied the use of the stockholder management and
resource management to minimize the cost incurred by the company. For each of the transferring

of the Cell on Wheels I had conducted separate budget control and project control management. I
was also able to implement the vendor management techniques which helped me to negotiate
with the workers and the local people for the installation of the new Cell on Wheels. As the
project was a huge one I had also applied the use of risk management to minimize the occurrence
of the risks and also to help in mitigation of the risks if anything might come up during the
project implementation.
CE 1.3.3 Accomplishment and task performed
I was able to work on the project easily after my senior helped me to learn about the
working conditions and the procedure to work on the Cell on Wheels. The project management
skills and the theories were applied to complete the transferring of the Cell on Wheels to other
sites. Relocation to the new location and then setting up the device along with other telecom
modules was important. The 30 new modules which were added to the company were all
configured by me to allow the fluent connection between al the modules. RF Design, backhaul
design, MW terrestrial design, RNC and BSC Design were some of the designs which were
made by me upon the request from the managers.
CE 1.3.4 Identified issues and their solutions
1.3.4.1 Issues
During my time at the project site I was able to bring the project from a profit of -2%.
After evaluation off the site requirements I was able to find that a single resource was being
handled by two different departments. This proved to be a loss for the company.

1.3.4.2 Solutions
The two departments in the working of the resource were the telecom team and the civil
team. I discussed the problem with the managers and proposed to form a new tem under the
name of Relocation Team. The team was composed of telecom engineers as well as civil
engineers who were to look after the relocation procedure of the Cell on Wheels. This caused the
reduction in spending of resources more than what is required. This reduced the costing to be
reduced by half and the project profit was boosted by +4%.
CE 1.3.5 Plan to produce creative and innovative work
After I joined the project found that there was complain about the slow work
environment. This was found to be due to the effect of communication gap between the
customers of thee organisation and the relative department of the customers. There was delay in
the impact of the On Air Time of the Cell on Wheels during relocation. I set up a meeting with
all the working head and the departments separately to understand the problems which were
causing such delay ibn the working of the delay. After assessing all the scenarios I published
them to be studied by the departments and streamlined the working procedure of the company.
This sped up the working procedure of the company and in turn helped the company to reach
profit.
CE 1.3.6 Collaborative work
For this project I had found the collaboration from my team mates and also form my
seniors of the company. At first when I had joined the site I did not know how the Cell on
Wheels works. My seniors provided me a tour of the workplace to help me understand the
working condition and how they were to be operated.

CE 1.4 Project Review
CE 1.4.1 Project Overview
At the end of my tenure I was able to implement the transferring of the modules to a new
location I had also helped the organisation to add 30 new Cell on Wheels to the working site of
the company. This helped to strengthen the working condition of the company.
CE 1.4.2 My contribution to work
During my time at the project site I was asked to look after the Cell on Wheels so that
they could be maintained and always be in working condition. I was asked to relocate all the Cell
on Wheels on request from the managers and to resolve any of the civil tickets that were being
generated against the working of the company. I had to transfer the modules, set them up and
also resolve any of the civil working problems related to the relocation. I had apart from this
work had kept a track of the different site statistics and the service quality which I was providing
to the company.
