INTRODUCTION
The construction management is defined as the process of collecting, analysing and interpreting
information related to construction practices and thereafter implementing them for achieving safe
and seamless construction processes. This helps in ensuring the safety of not only the labourers
but also the individuals involved in the site preparation, furthermore, the management procedure,
is adequately followed, assists in designing plans for optimal and coherent usage of scarce
resources, which benefits the economy as a whole. Under this report, the various aspects and
conditions, mandatory for effective and efficient management of construction site, are
thoroughly discussed (Shejwal, 2018). By concentration on the legislation or the government
rules and regulations led down, for ensuring the health and safety of every individual involved in
construction. The significance of communication and collaboration is also defined for better
understanding how both of these aspects contribute towards productive management of resources
and ensuring health and safety standards. Moreover, the impact of various provisions and
sections drafted for safety in construction, are also discussed along with the merits and demerits
of the same.
TASK 1
Health and Safety in construction processes
The construction industry is characterised as one of the most hazardous industry in the economy,
with over 2.3 million individuals succumb to the poor and underdeveloped working conditions,
according to the International Labour Organization. Furthermore, the estimation for lethal
accidents worldwide are reported at 11000 cases for the CIS countries or countries under the
Common Wealth of Independent States agreement. These accidents are the defining factor for
adoption of health and safety standards in the construction industry, which will help the workers
perform their tasks with ease. For this purpose, the government as well as the construction work
based organizations, lays emphasis on provision of safety training to the employees and workers.
This will not only ensure the mitigation and prevention of accidents, but also help the
management in achieving long term stability or follow the going concern concept more
effectively, due to the fact that the employees or workers involved in the process of construction,
will not hesitate to perform tasks assigned to them, as they have the knowledge of organization’s

Health and safety Legislations
As discussed previously, the government plays a significant role in maintaining the health and
safety protocols and thereafter, helping the organizations avoid accidents while keeping the flow
of the business running. There are multiple authorities, all around the globe, who aim to provide
integrity and proper compliance requirements, for management of construction activities. The
most common and popular organization for such purpose, is the International Labour
Organization, who lays down the multiple principles for ensuring safety of labourers in different
industries, specifically from the construction industry. Furthermore, the reports provided by the
organization, define the international database on safety and health related provisions, for
occupations (Uzun, 2020). The ILO’s major strategy was defined as the Occupational Safety and
Health protocols, which involves various sub fields specialized in following aspects:
Examination, analysis, maintenance and implementation of rules and regulations, for
providing the highest level of safety and benefits, for their physical and mental well-
being. Also, the organization aims to promote its provisions and methods, related to
health and safety aspects, throughout the public as well as the industry.
Preparation and presentation of the conditions, which benefits an employee’s safety, by
reduction of probability of injury in the workplace. At the same time, drafting the

communicate with each other and discuss all relevant aspects of their defined job positions, to
work simultaneously or be in sync with each other. Through performing activities and diverting
individual goals towards, the unified objective which the entity tends to achieve, the risks related
to under or over performance, can be mitigated and no employee, at any level, will suffer health
or safety related risks. The communication and collaboration process cannot be achieved without
the help an experienced and authoritative individual, who can influence the workers to direct
their hard-work and focus towards the organizational goal as well as avoid the selfish nature, due
to which they only concentrate on the personal goals or objectives. For tracking the various
activities performed within the organization at multiple levels and to help the management
identify gaps in between the same, the modern management software and applications, may just
be the right fit. It will not only help the organization propose substantial decisions for the current
period, but also create a benchmark for future usage. Due to the fact that such software or

benefits of the Law to the construction industry as a whole:

the workers, however, many a times, the companies mandate or in layman terms, push the
employees to perform a specific task, which may be beneficial to the company but not to
the worker’s health or safety. To help them avoid such problems and create a supporting

the management to only make the workers perform those activities which are legal and
humane, whilst being under their domain or specialization.
Proper procedures followed – As discussed before, the employees are always at risk of
unfair employability requirements, if proper procedures are not implemented and

Safety legislation:
Rigid and Complex – The law defined by various authorities, are rigid and leave less
room for the management to encourage innovations and creativity to exist. The
provisions and procedures led down under this law does provide systematic and proper
compliance requirements, however it is not necessary that such rules and regulations, will
be followed by the management adequately, without errors, whether intentional or
unintentional. Henceforth, the overall complexity presented by the legislation, does not
provide absolute assurance, about ensuring the health and safety of the workers.
