1. Analysis of construction site
The Australian Government owns Moorebank InterModal Company and it helped in
the development of an intermodal terminal at Moore bank. This is one of the most
significant infrastructure projects of Sydney. This project is important to accommodate
the continuous high growth in container volumes. It will also provide a relieve in the
capacity limitations of Sydney. Moreover, it will also enhance the competitiveness of the
interstate rail freight. The construction site will reduce the adverse social and
environmental impact that has occurred due to continuous increase in the road. This
construction site will incur more than $10 billion economic benefit to the people that will
help in reduction of the freight charges, traffic accidents, improvement in productivity
and traffic congestion. The implementation plan will help in the development of the
community and the stakeholders, road upgardation and establishment of the joint federal
state-working group. This construction will help in the creation of more than 1500 jobs
and once the terminal is operated, it will employ more people. It will also reduce the
congestion and the traffic because there will be more than 3,000 trucks operating every
day. As majority of the freight travels through roadways in and from Sydney, there will
be more than 16% of the port freight and this will be possible through this site. The trucks
that will carry freight will have an important impact on the roads of Sydney and this will
help in the removal of various bottlenecks (Akintola et al., 2016).
There are three proposed layout in Moorebank Intermodal of Sydney The operator of
the terminal will be flexible to choose the option and it will permit more effective and
efficient layout for the site. The layout will be accessible in the Georges River toward the
southern site and the railway line will become a loop at the southern end and thus provide
different facilities. The access of the heavy vehicles will be provided through Moorebank

Avenue. The terminal and rail facilities are used for export-import and the interstate
freight operations. It will also provide support to the buildings and facilities that will
provide maintenance and support to the operation process (Feng, 2015)

2. Introduce the role of HR
Human resource manager plays vital role in any organization. HR managers role thus
vary with the size of the organization they are in and their roles are well defined in the HR
management (Hendry, 2012). However, in a construction site HR manager is responsible to
verify that the ongoing construction project is completed within the time allotted and within

the given budget (Taylan et al., 2014). However, HR managers has an important role to play
which comprises of certain important tasks and they are as follows-
Managing and guiding the direction of the project, safeguarding that the consumers
specifications and demands are met properly, analyzing the progress and cooperate
with the quantity surveyor to supervise the costs
Collaborating with the clients, construction expertise and at times with the
representatives of the public
Synchronizing and managing the construction workers
They also make safety examinations and ensures the safety of both construction and
site
Inspects and prepares the site reports, designs and draws
Preserving the procedures of quality control
Discovering ways to avert the problems and to solve the raised problems
Evaluating and reducing risk factors
However, the HR managers who are working on site faces certain challenges as well and
they are as follows-
Work force problems- at the same time the manager will need both skilled and
unskilled employees. The difficult part is to find the skilled workers as this field is
considered dangerous and difficult.
Time factor- time management is important as delay leads to loss of revenue and
cash flow problems.
Environmental problems- environmental regulations must be carefully handled by
the HR manager because violating that can be very dangerous for the company as
they may be barred from working in future.

Legal issues- legal issues and risk for liabilities are important factors in this
industry. The HR manager must avoid the claims and decrease the need for costly
resolution activity.
Government regulations- the regulations by the government are also an important
factor to check by the HR manager otherwise the construction can be delayed for
inspecting by the government and even red taped.
Social and political problems- the already prevailing businesses and the
institutions are in a balance with the constructions. Thus, managers gets the
pressure from the civic organizations and the community groups who are highly
efficient. Lastly, the HR managers are also answerable for the engagement of the
Citizen advisory boards in the early project commencements (Hwang & Ng,
2013).
