Introduction
This assessment is developed in two individual reports which define the concept of cost and
quality management plan efficiently. The first part of the assessment reflects module discussion
activity which includes an initial discussion on project quality, tools and techniques for planning
purpose of project quality management and also poor quality impact on project cost along with a
feedback comment or response to a fellow student discussion on same topic. While the second
part of the assessment includes a report which demonstrates project cost management plan and
quality management plan.

Part A: Module Discussion Activity
Initial Discussion
The definition of the quality of a project usually depend on the project initiation and outcome of
project as per requirement reflects the quality level of project as for efficient quality in project
through effective project management which ensures desired quality is accomplished. Moreover,
the procedures, activities and consistency of project carried out by project team usually defines
the quality of the project and the level of quality the project achieved as per project
sustainability, performance and perfection in project delivery (Chun, et. al., 2014).
The tools and techniques that play an efficient role in quality management and are necessary for
planning a project’s quality management are stated below:
 Force-Field Analysis: This technique enables to efficiently analyze the ideas and process
with in project which further helps to distinguish the benefits and drawbacks of certain
aspects within project to manage its quality.
 Brainstorming: This tool is effective for gathering a wide base of information and ideas
which enables to improve quality management of project and also plays an efficient role
in decision making process of project for quality management.
Poor quality of project usually impact the cost factor of project as the availability of poor quality
in project generally leads to increase in cost of the project as due to poor quality customer of the
project would reject its output which would further emphasis the project to improve its quality
leading to increase in project cost. For example a book printing company faces problem of
reprinting of its books in stoke as the existing books in market are rejected by customers because
of poor quality of printing which further leads the book printing company to increase its costs for
reprinting of books (Fu, et. al., 2016).
Constructive Feedback
The project assessment part a develop by Kalyani Dumpa has efficiently answered all the
question asked in the assessment as the first part as significantly described the concept required
for defining and determining the concept of quality in project along with the description of

abstract ideas for effective project quality management which is an efficient part of the
assessment. But the second section of cost affected by poor quality lacks efficiency to
demonstrate the concept as this section could include more aspects which support the poor
quality impact on cost of project. While last section of tools and techniques is relevant with the
concept of necessary tools and techniques required to plan quality management but this section
could be more effective through highlighting the major tools and techniques for quality
management along with a brief description of their role and benefits in project quality
management. Moreover, the explanation could be more reflective through highlighting the major
the concept such as major impact of poor quality on project which further impact cost of project
and tools and techniques which could be applied for efficiently managing quality of project as
through highlighting it would be able to extract the attraction towards major points of the
assessment and would also lead to simple demonstration of the topic covered within the report.

the consideration of project cost management process which defines the process of planning,

budget allocated to the project. The project cost management process describes and demonstrate
the step of cost estimating, budgeting, controlling along with the reflection of further steps of
unit measures, level of accuracy, control thresholds, rules of performance management and cost
reporting format to develop the cost management plan of the project according to the allocated
budget (Abdelrahman, et. al., 2014).
The project cost management is applied while developing the cost management plan of project as
this process is most suitable for the project as this process enables to efficiently allocate the
budget among the various aspects and also ensures monitoring function within the plan for
efficiently dealing risks develop within the cost plan. The project cost management process also
enables to define the elements that are necessary for developing an appropriate cost plan of the
project and also states the role of each elements within cost plan of project.
Moreover the cost management plan of the project also includes certain tools and techniques to
efficiently develop the cost management plan accordingly to the allocated budget for the budget.
The tools and techniques used in the cost management plan of the project are stated below:
 Project Management Software: This tool is used within the cost management plan as
this tool enables to perform project cost within the plan through efficiently estimating
cost under development process of the project. This tool consist the ability to identify
cost factors to develop the plan according to the budget allocated to the project and to
simplify the cost estimation on labour, materials and other sources (José, et. al., 2018) .
 Group Decision Making Techniques: This technique is used in cost management plan
as this enables to seek information of the technical work perform in project along with

accurate cost estimation within the project to ensure the cost balance and avoid risk
associated cost increase in budget. This technique includes the step of seeking everyone’s
view regarding cost estimation process and accordingly developing the budget plan

 Outsourcing: This tool is used in developing cost management plan as it analysis quality
of service, labour and technology used within the project for monitoring and managing
cost of the overall project. This tool enables to develop cost plan through analyzing the
cost information regarding cost estimation system and complexity within the project.

The quality management plan generally refers to the necessary and acceptable level of quality in
accordance to customer satisfaction from the project outcomes and this plan enables to ensure that

the project would meet the required level of quality in its work process and delivery (Huiminm,
et. al., 2015). The quality management plan usually applies to the project working process and
delivery process for ensuring the quality of project and it determines quality procedures and
policies in relevance to the library construction project. The quality management plan includes
the consideration of certain components such as stated below:
Roles and Responsibilities: This section of the quality management plan of the project generally
represents the roles and responsibilities of various members associated with the project and their
efficiency within project quality management.
Quality Planning Approach: This approach defines how the project is required to manage along
with quality management. This component specifies and develops a plan for measuring quality of
project along efficiently managing the project process through developing a checklist of quality at
each level of process (Jingxiao, et. al., 2017).
Quality Assurance Approach: This component of quality management plan reflects the
systematic activities that are approached in the quality system for ensuring that quality
requirement in products and material applied in project meets the quality level required. This
approach ensures that the working process of project consist the ability to meet the quality as
determined according to project delivery.
Quality Control Approach: This component ensures that quality of the project is met and to
further ensure that the required quality is achieved through reviews and appropriate testing. This
approach is added in quality management plan of library construction project for essentially
checking the quality of the project is achieve so as for project delivery.
Quality Improvement Approach: This approach is consider and applied within quality
management of plan of the project in order to define further steps and tools that could be applied
for improving the quality of project through improving the project working process and delivery
process of project (RENUKA, et. al., 2017).
All these components of quality management plan verify and ensures that the project process is
carried out under effective quality along with monitoring process of the quality at each level of

the project and this plan systematically reflects the process which justify the quality of the project
consist the efficiency to meet the required project quality.
Group Reflection
This assessment has efficiently helped me and my group members to develop our knowledge
regarding project quality concept and project management plan. While preparing the report we
were able to enhance our knowledge and gather efficient information related with cost and quality
management plan of project and we were able to know each other more efficiently. In the report I
have contributed the idea of adding the concept of cost management plan in reference of library
construction project while the process and tools and techniques used within the plan was
contributed to another member of the group. Moreover, the whole report was developed with all
the members contribution towards in the report.

Conclusion
This assessment includes two individual report which aims to explain the concept of cost and
quality management and this assessment includes a brief description of various project
development concepts. The first part of the assessment is in the form of discussion which aims to
define the concept of quality in project and tools and techniques associated with quality
management. While the second part of the assessment is a report on cost and quality management
plan which aims to explain the cost and quality management plan of project along with
description of process, tools, techniques and efficiency of the plan in contrast with project and its
development.
