Unit Summary
This unit of competency specifies the outcomes required to establish the estimated costs associated
with the acquisition of materials and labour on building and construction sites, together with the
application of relevant overhead costs and margins. Knowledge of physical resource and supplier
identification, assessment of the availability of and requirements for skilled labour and application of
appropriate codes, regulations and approvals gaining processes is essential.
This unit of competency supports the needs of estimators, builders, managers and trade contractors
within the construction industry responsible for producing estimated costs for labour, materials,
overheads and on-costs on various residential and commercial construction projects within their
scope of work as a trade contractor or builder.

CPCCBC4004A – Identify and produce estimated costs for building and
construction projects
Metharom Construction (MC) plans to become a leading provider of housing construction and
renovation services in the South-East Melbourne area. The company's overall strategy will be based on
a continuing improvement process of setting objectives, measuring results, and providing feedback to
facilitate further growth and progress. They have been involved in large scale construction for 3 years
and are now branching out to residential housing.
During this unit, you will need to take on the role of the site supervisor. Your responsibilities are to:
enforce site safety plans, ensure all tradespersons are inducted before they begin work, conduct
regular inspections to ensure building quality, ensure that any contractors are complying with site rules
and safe work method statements, identify and correct hazards, ensure that the site is ready for each
trade before they arrive, and have frequent toolbox talks to ensure that WHS procedures are known
and followed.

Assessment 1: Calculate the total cost of statutory requirements.
Using the project documentation and the information listed in the appendices, calculate the cost
of the following for the build:
a) WorkCover -
b) EPA permits
c) Building permits
d) Waste management
e) Site facilities, including a minimum of toilets, office, and meal area.

required (as appropriate), and a total for these costs.
Assessment 2: Estimate the cost of site preparations and present in the form of an Excel
spreadsheet.
Create an estimate for the costs of preparing the site so that building may begin. Your
spreadsheet must show the following components:
a) Heavy equipment requirements, including earthmovers and trucks
b) Labour costs for levelling the block: including number of workers, average hourly rate, and
total labour costs
c) Apply overhead recovery margins of 15% to each subtotal (plant and labour)

Assessment 3: Prepare an estimate of the labour costs associated with framing.
With reference to the project documentation provided in the appendices, create a spreadsheet that
shows the cost of labour for the framing of the ground floor of the build. Ensure that you include:
a) An estimate of how many employees will be required
b) The approximate amount of hours that each employee will be required for (assuming that the
work day is 8 hours long)
c) The average rate that the employees would be paid
d) The total cost of labour for the framing
It is your responsibility to ensure that each of these can be clearly interpreted from your
spreadsheet.
Assessment 4: Produce an estimate of the cost of sanitary ware for the building project.
Produce an estimate for the cost of sanitary ware (showers, baths, sinks, toilets but additional tap
ware) required for the home, using the plans and drawings provided in the appendices. You will
need to produce a document that shows:
a) The list of materials required
b) The quantities of each material
c) Estimate the unit price of each item
d) Prices from a minimum of 2 suppliers
The prices do not need to all be available from the same 2 suppliers; however you must have a price
from any 2 different suppliers. You will also need to ensure that your spreadsheet is itemised, and
that others will be able to understand.

The work you submit must be your own. Students have the responsibility to maintain the

5 What is an addendum?

6 What is critical path method scheduling?
Critical paths in construction are a set of sequence of predecessor and successor in activities that takes the longest
to finish. And a critical path represents minimum length of time it takes to complete a project
7 Explain the labour requirements of installing a roof and productivity is calculated.
A roof being installed is more of covering of a building, that means it is more of area that the roof covers. Rating
would be per square meters or square foot. The labour that a labourer gets is calculated per square feet.

14 What are 3 features that indicate an abnormal site?
i. Unusual ground condition that causes the foundation to go deeper for instance
ii. Weather conditions having caused the site to have a pool of water, or a lot of snow, is an abnormal

iii. A site that is too steep, that will require the developer to spend more in constructing retaining walls
to level the ground, will be referred to as an abnormal site.
15 Give one reason why you might utilise experienced employees who have a higher rate of pay,
rather than cheaper, unskilled labourers.
The skilled labour is those that understand their scope and most of them have a vast experience in construction,
they have dealt with nearly all conditions, your site might not be strange to them. So, giving them an opportunity
to work for you, even if the pay is more, will save on time (because they can’t be taught or trained), and restore
confidence. The unskilled labour on the other hand might not offer much when it comes to experience, and they
need a lot of supervision, which means you spend more, also that they drive the employer to the edge, because
the building might even collapse. That is why cheap is actually expensive.
