Introduction
Occupational Health and Safety and Work Health Safety are the multidisciplinary field
which is concerned with the health, safety and welfare of the employees. This programs main is
to provide the safe and healthy work environment. Employers have to comply with law duty and
care for the safety of their workers and safeguard them from hazards.
MCS Security group limited was established in 2005. The company maintain and monitor
security systems which includes the devices such as fire alarms and burglar. It is also the
member of Security Agents Institute of WA. The study includes the co-relation among the
Regulations, Acts, Code of practices, Standard and guidance materials. Overview of hierarchy
control, explanation to its control and consulting to the experts. Further report carried forward
evaluation the acts and regulation in relation with communications and consultation within the
workplace. Describing the consulting person if any hazard identified. Interaction among the
employers and workers at the work place with the help of acts. Enhancing the approved call
signs and communication terminology in the company.
MAIN BODY
1. Relationship between acts, regulations, standards, guidance material and code of
practice
Act is a legislation which is passed by a parliament such as security industry act 2003, security
and related activities regulations 1997, workplace safety act. while regulation is more detailed set
of the guidelines which dictates that how act has to be applied.
Standards: Standards are rules for process, products, test methods and materials which helps to
achieve the accept standards.
Code of practice: It is a set of rule in written format which provide a guidance and structure that
how individual working in a profession should behave (Kobayashi and et.al., (2016).
Guidelines: It is not a legislation instead it provides a general rule, pieces of advice and
principles.
These all are the elements of law and hence are interrelated. All these contents are related
to health and safety act. It is required by MCS which is operating in security works. All these
elements bind the companies to ensure workplace safety and security. Instead all elements are
interrelated but they perform different functions such as practice are not legal bindings they are
just a practical guides whereas acts is the legal binding. This all contents helps an organisation to

correctly implement and assure workplace safety.
2. Hierarchy of control
It is a system which is used in order to control, minimize or eliminate hazards, This system is
widely adopted by variety of safety organisation. It helps organisation to create an systematic
approach which helps in ensuring safety at workplace by eliminating and reducing risk which
can be caused due to operations of business.
Six control and its examples
Elimination: elimination means removal of various causes of danger completely (Taş and et.al.,
2019).
Substitution: to replace the hazard with less risky way in order to achieve same outcome.
Substitute might be using of equipments which creates less noise, change in chemicals which are
less risky.
Isolation: Separating the people who is at risk
Engineering: use of engineering controls means making physical changes like redesigning the
machine. Engineering controls may include use of blast shields in company, guard rails,
interlocks, machine guarding etc.
Administration: using administrative control in order to mitigate the risk which can be done by
rotating jobs. And for warning it might be use of signs, labels etc.
Personal protective equipment (PPE): Under this step it is require by an employee to wear
personal protective equipment such as goggles, earplugs, gloves, iridescent vests etc.
3. Expert for advice
Some cases arise in which company may require taking advice from expertise in topic
related to health and safety in workplace. The different situations which might require advice
from expertise are: while implementing major changes in an organisation which might affect
health of the people working within the organisation (Živanović & Mina, 2017). Some cases
arise in which security staff have to provide various services to its client such as protecting of
property, workers, handling criminal activity, unsafe worker etc. A security company may
sometimes require providing security at big entertainment events, sporting events etc., in such
cases it might be possible that some hazardous activities such as fires, explosions, building
collapse etc., may occur therefore in such case a company may require taking guidance from

experts related to training which should be given to employees in order to deal with such
situation (Reese, 2015). A company may require experts for preparing emergency management
plan in order to deal with such situation.
Or in case when company is asked to supply security guard for services which might
required additional skills such as customer service, communication skill, etc., therefore it might
required an advice or involvement of expertise in such situation in order to train staff.
4. Overview of legislative requirements
Occupational health and safety or workplace health safety deals with providing safety at
workplace to the people working with the organisation. OSH act 1984 provides promotion,
administration, enforcement of occupational safety at workplace. This act dictates some duties
which are needed to be performed by organisations in order to assure workplace safety (Deruijter
& Srinivas, 2015). It is required by organisation to provide safe environment to its people who
are employers, contractors, labours, manufacturers, designers etc. It is also required that proper
prevention should be taken of accidents. The main idea behind this act is to provide:
safety at workplace
to protect persons against work hazards
to provide safe and hygienic work environment
As per this act it is required by the employers of an organisation to guide employees and
give them instruction regarding the type and procedure for work to be done in order to inform
them to not get exposed to any type of hazards in workplace. It is required by employees of an
organisation to communicate regarding any type of hazards to its employer. Also if any problems
occurs within the workplace related to health and safety of employees than employer will be held
responsible for this.
5. Identifying hazards within workplace
As per workplace health and safety act, there are various types of hazards it depends upon
the type of industry in which company is dealing with. There are various ways by which
company can identify hazards within organisation such as identification of hazards by carrying
out workplace assessment (Amponsah-Tawiah & Mensah, 2016). A company may consult with
employees of the organisation regarding the type of risk they are prone to as they have more
knowledge regarding this. Secondly proper evaluation can be done on various factors regarding
how employees might be in risk at workplace. Consulting the possible hazards at workplace

might help to get a deeper understanding of the type of hazard which the employees of
organisation has faced or might face in future and take the steps accordingly. Therefore
employees are the only one which can give an understanding regarding the type of hazards which
an employee can suffer.
6. Consulting the workers within workplace
As per health and safety act section 46-49 for a person conducting business or
undertaking it, it is essential for the owner to know the safety regulations and threats occurred.
Any problems related to the worker must be carried over to the person in-charge so that the risk
can be minimized and action must be taken in that response. This will enhance the working
environment to the workers. There must be a health and safety lessons provided to the workers
various trainings must be given to work as individual and achieve the task. Workers must be able
to take up the challenges and must be aware to react on he challenges(Kim and etal., 2016).
Hazard identification and the ways to minimised risk must be taught to the workers, they must be
familiar with the decision making and the steps involved to overcome that risks. Employer must
train the workers to take necessary actions.
7. Communication Terminology in an Organization
There are seven call signals and terminologies which are used in an organization used as
a security worker or officers to pass on the signs and signals to each other as a way of
communication. Some of them are explained undersigned:
1. to get the attention of the supervisor and call them to your location, hold right earlobe
with the right hand finger and raise the left hand and stand in attention position, this will
attract your supervisor's attention and will reach out to you immediately(Wong and etal.,
2019).
2. In case of urgent fight or an urgent call in case of miss-happening raise your and make a
sign of 'X' this will indicate any emergency and supervisor will reach up to you.
3. In case of medical emergency at the workplace or shopping centre raise both your hands
up right with palms open in attention position this will indicate a medical emergency.
4. To remove the false hazard creating person and throwing out of the shopping centre you
need to indicate by raising one arm above with the fist closed and stand in attention
position this will indicate supervisor and will gather for immediate help.
5. For wireless conversation if you need backup say help this will bring out the back-up.

6. In case of emergency call out 'code red' for an immediate backup on wireless
conversation(Ollé-Espluga and etal., 2015).
7. For wireless indication of fight call out 'alpha' to provide immediate support.
8. Support Agencies
Alternative support agencies which can support the security workers in case of emergency are
listed below:
1. HWWA(Healthier Workplace WA)- HWWA provides a free services with an aim to provide a
safe workplace in western Australia to support and create a positive lifestyle. They also provide a
security training to the security services and help in the improvement of the service. To ensure
peak performance and provide healthy atmosphere, they are ready to work in tough conditions
and provide support and backup to hazardous conditions(Reese., 2015).
2. work safe WA works-They works with the aim to set up and maintain the system of works, so
that employee's working for them are not exposed to hazardous situations. They have a power to
enforce the western Australian Occupation Safety and Health Act 1984, they also provide the
safety check inspectors to different agencies in wstern Australia to check the necessary training
facility and a safe working of agencies. They also help in resolving disputes.
3. Safe Work Australia- federal government agency which is responsible for developing and
supporting national policies, legislation and codes and work for improving the codes and agency
limitations.
9. Implications to security functions:
Occupational health and safety issues which can arise through security functions are:
Guard dogs: keeping a guard dogs is much dangerous as dog bites can lead to legal cases which
can be a threat to security agency as well as shopping centres. It can also cause reactions and
allergies which require medical attention. If a person who is attacked by dog has severe health
issues may lead to heart attack and severe disease can risks life of the person.
Arrest of person- health risk associated with the arrest of a person is that a hand-cuffs can leads
to blood clot. Positions of hand during hand can cause damage to the ligaments and ankle tissues
if hand-cuffs are for a longer period. Hand-cuffs can transfer many severe disease as microbes
can pass on easily from person to person.

Use of firearms- Use of firearms must be done with a great care highly explosive ammunitions
must not be used rubber bullets can be used so that person does not risk his life. Toxins from
firearms can provide severe disease which can lead to critical conditions(Ilbahar and etal., 2018).
Proper training to handle firearm must be given and right use must also be done.
Use of restrains- In order to restrain security officer must take special care as the person must
not have a hidden weapon which can risk his life. Security officer must use a proper technique of
restrain as to safeguard himself.
Use of hand-cuffs/ batons and spray- use of handcuffs can lead to damage of ligaments which
must be taken care of. Use of baton can lead to health and safety issues which must be taken care
of. Use of spray can be a major risk as sprays can be expired which can be a serious health issue.
Person suffering from asthma or allergy can file an alternate case.
10. Requirements for Recording Information:
Documents required for legal purpose which can be used as a legal proofs in case of
emergency are logbooks which can be a legal proof of the incident or happening which can be
used against victim. It contains entries like name, address, contact number, purpose of visit etc.
logbooks can also be a report of the day which includes happenings of the day(Peterson and etal.,
2018). Information not related to job must only be specified which can be presented for further
study. Notebook must be preserved and kept no pages can be torn which can lead the officer in
problems.
11. Risk Management according to the ISO31000:2009
Risk management includes deciding whether to continue or not with the activity which
involves the risk. For evaluating an opportunity risk can be taken to grow more this can include
new innovations, projects, products and services. Elimination the source which create the
possibilities of risk. Changing the prospectus of the risk by various measures. Communicating
with the experts and finding the measures to solve the risk and evaluating the measures to
overcome the risk.
Principles while consulting about workplace health and safety includes the circumstances
of risk with taking the consideration of all stakeholder. Identifying the risk that can be prevented
and analysation of risk with the various areas of expertise(Esaiyas and etal., 2018). Evaluation of
risk with the comparison the negative and positive outcomes and at last resolving the risk by
applying effective measures that can implemented.

12. Tactics used for safeguarding the centre
First tactics includes the “Force continuum” in which the in appropriate person is
addressed by an eye contact and afterwards the guard keep standing near them and keep and eye
on their activities, so they will not perform any mischief in the centre. The second level of tactics
includes the “verbal communication” where person is requested and commanded for the bad
behaviour then also this continues then request converted into the warnings(von Thiele Schwarz
and etal., 2016). And afterwards this also doesn't work then “Empty hand control” is used by the
security guard and the guard forcefully use potential lethal force and catch it and immediate
action is taken against such mischief by that person.
CONCLUSION
From the above study it is concluded that security services are most necessary for the
shopping centre to avoid hazards to the visitors or workers. The security company safeguards the
centre with the effective strategies abide with laws and act formed by the government. They take
effective measures and identify the hazards and form different controls to overcome that. This
helps the centre or organization to maintain the safety at the workplace and this will somehow
affect the growth of the company or centre every worker needs a safe place to work.
