EXECUTIVE SUMMARY
Current study will focus on bid for client who is looking forward for implementation of
CSIIP model on the MOD. It has been identified that the stakeholder’s plays vital role in the
MOD and it may influence the outcome of project. Current bid will provide information in
regard to the stakeholders. Bid will also cover the key aspects of project that significantly affects
its value. In addition to this, the stakeholder analysis significance in the bid project will also be
evaluated. In theoretical section, the detailing of stakeholder, Pest analysis will be provided to
have effective bidding application of CSIIP model. With an assistance of this, the better value to
the project can be provided by accessing various approaches. However, bidding also helps in
evaluating important section that relates to study so that new services can be introduced
effectively in marketplace.
Moreover, Gantt chart will also be presented in form of methodology. It will provide
evaluation of various activities in appropriate manner so that strategies and activities could be
employing effectively for sustainable development. Selection of this methodology provide
detailed information about various aspects which is beneficial for meeting aim and objectives.

1. CLIENT AIM AND OBJECTIVE
The role of technology is vital for increasing service quality and effective delivery of
government services. The introduction of CSIIP model aims at increasing the value of services
which are provided by MOD. DBS organization within MOD is designed for bringing together
the Finance, Civilian HR, Vetting and some Knowledge as well as Information (K&I) services
into a single shared service organization so as to create a centre of ‘shared service’ expertise.
Here, Client Company wants to have a scoping study which can increase the chances of winning
bid for CSIIP model. The rationale for present investigation is to conduct a scoping study to
determine value of the CSIIP model for the MOD.
At present, The Ministry of Defence (MOD) is considering a newly formulated
alternative option, named as ‘Corporate Service Integration and Innovation Provider’ (CSIIP) in
which a contractor will be appointed to manage, transform and integrate a number of services
rendered by Defence Business Services (DBS) and other internal as well as external service
providers. Implementation of CSIIP is expected to deliver the broad functions in respect of
Departmental corporate services which includes executive management and oversight of DBS
operations, effective delivery of certain service operations, service change and transformation,
business relationship management with business units across MOD as well as other customers
across Government.
Through this report, MOD now wishes to explore the potential of CSIIP model for the
value creation. Use of information communication technologies has permeated almost in every
area of modern life and this has become a main reason that reach of ICTs will extend to
government services by being competitive in the marketplace and to meet the expectations of
client as well as community. Technological changes in service sector and its positive impacts
have led to implement more information and communication technologies to increase the values
of services provided by government. Due to this, existence of present study is to estimate value
of the CSIIP model for the MOD.

client. This study keens to conduct a secondary research in which findings of existing studies and
academic as well as industry based material will be taken into consideration. The scope of study
is limited to determine value of the CSIIP model for the MOD; therefore, secondary study is
going to be conducted. Making use of cited secondary type of study, there are some sorts of
models used that will be helpful in conducting a high quality and excellent standard of analysis.
This study intends to have a detailed analysis of the proposed activities. Therefore, selection of
secondary investigation is justified and relevant.
2. SUPPORTING THEORY

the stakeholders who are affected by the implementation of CSIIP model within MOD so that a

government need to make a clear identification that; who are the most relevant stakeholder
groups and putting greater emphasis on the use of stakeholder mapping. In respect with the
present investigation, stakeholder mapping is essential to ensure the identification of
stakeholders. The rationale behind using stakeholder analysis is the wide application of this
model in the public sector organizations. In the study conducted by Corrêa (2004), author has
used the model to identify relevant stakeholders in local government context. The article shows
empirical evidence of stakeholding in local government context and represents how local
government makes decisions by pinpointing the relevant stakeholders. This investigation has also
shown that theoretical basis in resource dependence and institutional theories represent a proper
use of stakeholder mapping for any kind of local government organizations (Corrêa, 2004). The
application of stakeholder analysis is seen in the study conducted by Reed (2009) in which

can be accessed to track the environmental aspects. It also facilitates in understanding key
aspects that are need to be consider effectively during the planning of activities. In addition to
this, the use of pest analysis is to analyse the key aspects that are present within environment
(Chilla, Evrard and Schulz, 2012). For example, political, economic, social and technological;
with a detailed evaluation of PEST factors, the impact of CSIIP model can be identified on MOD
