2AVIATION PROJECT MANAGEMENT
Introduction:
Aviation is currently one of the most important aspect in the total travel industry. The
aviation industry has seen some constant growth in last few decades. Peoples are preferring
the air travel more compared with the land vehicles or the seaways for the long-distance
journeys. One of the important reasons due to which the peoples are preferring the aviation
for the long-distance journeys is its speed (Wagner and Walton 2016). The airline travel takes
a significantly less amount of time to reach one point to another compared with any other
commercial transport service. Another reason that the air travel is preferred by the peoples is
its affordability (Scott and Trimarchi 2017). In recent times there were various low-cost
airlines has started giving services which is the main reason that airline travel has become
more affordable for the peoples.
As more peoples are preferring the airline travel, this industry is facing huge demand.
With available infrastructure it is becoming very much problematic to manage this much
number of passengers. For this reason, various of projects in recent history has been executed
to expand the infrastructure of the current aviation industry. One recently completed aviation
project was the China’s Daxing International Airport which was opened for the commercial
use on 25th September 2019. In this report, a complete review of this airport project will be
discussed and it will be evaluated that whether the project was successful or not.
Project Management Associated with Daxing Airport Construction:
Project Scope of the Daxing Airport:
This project of Daxing airport was naturally huge and there several of other projects
also which were also needs to be completed with the main airport project. The project scope
of the Daxing airport included construction of the airline bases, high-speed subway systems,
intercity railway system, highways and air traffic control tower (Peng, Ouyang and Yu 2020).

Inter airport train were also included in this project. All the transport system that were
associated with the project operated through a ground transportation centre. This ground
transportation centre was also included in the project scope and this transportation centre was
constructed at the front of the terminal building.
In this aspect the project scope included all the important requirement for the project
and the additional projects that have been also included in the project will be acting as a
supportive element for the airport and these are extremely required considering the project
location of the airport. Thus, it can be said that the project scope planning for the project has
been done properly.
Schedule of the Project:
The project of Daxing airport taken near about 5 years to complete. In this project
several of constructions were done parallelly so that time can be saved and the project can be
completed as soon as possible. In December 14th the plan for the Daxing airport was approved
officially (Lv et al. 2019). This phase of the project was the project approval phase and there
after main construction of the airport started later. The part of the construction stated on
December 26th and all the construction in this phase executed according to the plan. The full
construction of this airport began in the September of the next year which was 2015. From
this point all the things started to make progress. Though, it was main starting point of the
project, by the December month in the same year the work fallen behind of the projected
schedule. Still, somehow the project managed to catch the schedule and by June 2017, the
steel structure of the airport was completed (Zhou, Zhuang and Fang 2020). The project was
at its full potential on September 2018 and was near about the completion. On 24th of
September 2018, the airport named the “Beijing Daxing International Airport”. After the
completion of the main building it was important to conduct the flight testing for the Airport.
First flight testing was performed on the runway of Daxing airport on 13th May 2019 and this

test was completed successfully. All the major construction of the project completed by the
June 30th of the 2019 which was a vital achievement for the project. Finally, the airport was
opened for the commercial use on 25th of September on 2019.
Considering the size of the project and the scope of the project, the project was
completed relatively faster. The overall project took near about four and a half year to
complete and the project team was able to complete the project with the actual schedule of
the project. In the middle of the project for some specific amount of time the project was
running behind the actual schedule but ultimately the overall project managed to complete
within the actual deadline of the project. Thus, from this it has been assessed that the
schedule of the project was designed quite appropriately.
Budget of the Daxing Airport Project:
The Daxing airport project was one of the costliest projects in the world. It is
currently the biggest airport in the world. A large sum was paid by the Chinese government
to complete this project. After completion of the project it was estimated that the colossal
project costed near about 17.47 billion US dollars (Chen 2019). All the expenses for the
project was taken by the Chinese government.
Planning and Execution of the Daxing Airport Project:
The main planning behind the construction of this airport was replacing the Beijing
Capital International Airport as the airport was already handling a large amount of traffic. For
this reason, the Daxing airport was an important project for both Beijing City and China. The
Beijing Capital International Airport was at its full capacity and it cannot be expanded further
(Ting, Xiao and Naidong 2016). Also, with a high amount of economic growth and
urbanization Beijing City was observing a high number of migrants from the rural area of
China. As the city was bursting with a greater number of peoples it was extremely important

to create a new airport for reducing the air traffic on from the Beijing Capital International
Airport. For this reason, the planning of the new Daxing airport stated.
For the planning of this project, the project team played an extremely important role.
There was an excellent collaboration among the dedicated team of professionals in China and
around the world which was one of the main reasons behind the success of the project. This
collaboration among the project team resulted a uniquely contemporary building which
defined by both of its programme and context (Dai et al. 2020). The planning of Daxing
airport included several of important stages. In the planning stage of the airport, first the
design of the airport is finished. The terminal of the airport designed by the Joint Design tea
of the project and the leadership for the design was given by Beijing New Airport
Headquarters (Perrett 2018). For the further design of the airport, both the Zaha Hadid
Architects (ZHA) and ADP Ingénierie (ADPI) collaborated together and created an optimised
concept design of the airport. Collaboration among the ZHA and ADPI created a new
functional layout for the airport. In this way, the project planning of the new Daxing airport
was completed and it was ready for execution.
As the planning of the airport was completed, it was the time for executing the project
and starting the construction phase. For the construction of the airport building local design
institutes were chosen which were the China Airport Construction Company (CACC) and
Beijing Institute of Architecture and Design (BIAD). In the execution phase of the project,
both of the CACC and the BIAD were responsible for detailed design and the delivery of the
architecture of terminal building (Li 2019). Both of these organization also executed the
technical design and implemented the aviation functionality of the terminal. Air traffic
systems and the runways were also prepared by both of the organization in the execution
phase. Also, close partnership among the ZHA and BIAD regarding the interior design of the
terminal ensured that these terminals should be designed to its highest standard.

6AVIATION PROJECT MANAGEMENT
In this section both of the planning and the execution of the project has been done
carefully. The planning of the project has been done in a specific way that the new airport
become capable of addressing the needs of Beijing City (Brombal, Moriggi and Marcomini
2017). From these perspectives the planning of the project was done quite appropriately. The
execution of the project was also done properly by performing proper collaboration among
the different types of organization so that high standard project can be delivered. Thus, from
overall perspective both the project planning and the execution were good.
Conclusion:
The above discussion concludes that appropriate project management is required for
successful completion of the project. In this report, the project management aspects of the
Daxing airport of China has been discussed. In this section, first the scope of the project has
been discussed and evaluated. Following that, in the same procedure, the schedule of project
has been discussed and evaluated. As this project was a huge project, the overall budget for
the project was also high and the budget has been also discussed within this report. Lastly,
both of the planning and the execution of this Daxing airport project has been demonstrated.
From the overall perspective, it can be concluded that the project was a successful project.
