This paper attempts to evaluate the presentation provided by Mr Scott Paul in which an
important basis for imbibing knowledge of how preparedness of disastrous situation is always
necessary to be taken by every individual because not every time rescue teams can be available
at the right moment, but by taking approximate measures to curb the situation, many fatal
incidents can be avoided and sometimes dodged. This paper also focuses on how the breakdown
of electricity grids can hamper the usual work-force and the mode of communication of a city or
a state and how this sudden crisis can be taken at ease by having necessary back-up prepared.
Moreover, this paper draws enough attention on points of how communication between
individuals or even organizations can come to an end if there is a break down in the electricity
grid of an area.
Preparedness for various disasters and emergency situations has become essential for
America because in this advancing generation of technology and industries, Americans are
unaware that if this hi-tech technological life ceases to exist then all modes of communication
and survival would become difficult to sustain. Mr Scott Paul in his presentation refers to this
ideology where he mentions that approximately for every four thousand three hundred
individuals there is only one fire fighter, for every three thousand two hundred people there is a
single sworn officer and for every six thousand five hundred people there is merely one
paramedic. Paul attempts to explain that how thousands and thousands of people depend on few
individuals in case of any natural or man-made disasters. Though, Paul also highlights the point
that 95% of bystanders become the main source of help during a crisis situation, Paul does not
necessarily mention of increasing the workforce by recruiting more rescue officers. Disasters or
emergencies can come in any form which includes house fire, road accident, terrorist attacks,
medical emergencies and natural phenomena, however, Mr Scott Paul does not mention that

several emergency situations are caused due to man-made behaviours like house fire and road
accidents which can be significantly reduced by raising awareness about the common mistakes
that human beings tend to look over that leads to fatal accidents. Rather than being prepared for a
house fire or a road accident to happen, individuals can be cautious of the situations that might
lead to a major loss. Though, disasters like natural calamities can never be predicted completely
and nor avoided, therefore, in such a scenario individuals have to take proper precautionary
measures to combat situations which for which government may take days or even weeks to
provide necessary help.
This paper also draws a similarity between the presentation provided by Mr Paul and my
upcoming academic project. The project deals with how a failure in the electricity grid of an area
severely affects the process of communication. E-communication or electronic form of
communication has become the predominant form of communication for almost every individual
and organisation and America being one of the most powerful countries in the world, it is
completely dependent of the use of electricity for supporting the lives and businesses of several
individuals and business organisations. South America’s sudden electricity blackout on
September 2011 is an example of how errors in the framework of electricity affects the entire
work-flow in a specific region. Therefore, my research attempts to study how a breakdown of
electricity grid has a direct impact on the communication sector. Based on the presentation of Mr
Paul, my research paper will also put forward recommendations by which preparedness of
electricity grid failure can be curbed. My research would analyse how global communication is
affected due to the sudden absence of electricity and how it adds to the growing amount of stress
and anxiety among individuals.

In the concluding section, this paper provides an evaluation regarding the presentation of
Mr Scott Paul and could have been improvised by adding information of how some of the
disasters or emergency situations can be avoided by creating necessary awareness among
individuals. The presentation could have contained some amount of information in which the
roles of rescue teams during domestic emergencies could be briefed. Mr Paul mentioned several
techniques to combat any emergency situation which would be helpful for all the members of the
family to sustain their living for at least seventy two hours, but Mr Paul did not mention about
having enough stock of animal food because not all domestic pets do not consume human food.
