The newly appointed mayor of Bilby, Barbara Kyle Kennedy has recently made
announcements about how she plans to bring about economic and social development in the
town. For this purpose, she has proposed the conduction of an Autumn Festival, engaging the
active participation of the individuals of the community. I, Sally Badawi, am the Executive
Officer of the Bilby Community Cultural Council, and am pleased to announce the aid that
the BCCC will be providing in giving shape to the strategic directions of the mayor for her
vision of NewBilby. Today, I will be particularly focusing on the plans that can be adopted in
order to ensure the development of the social and economic sustainability of the communities
in Bilby through not only the conduction of the Autumn Festival, but also the construction of
permanent housings in the town for the Sudanese resettlement program.
The rich history and culture of the town of Bilby has enabled the people residing in
the communities to celebrate their differences and diversity. The Bilby Community Cultural
Council is proud to announce that our contract with BuildStrong Constructions will be able to
provide permanent homes for a large number of individuals in the town of Bilby and under
the guidance and support of the mayor. This project has been undertaken in order to bring
about a social development in the town and integrate different communities and cultures.
Such an amalgamation of people will further aid the communities of Bilby to develop further
and build strong and sustainable relations with one another. Furthermore, the sponsor ship of
the Agostini’s Country Pleasures Wine and Dine Spectacular will help the Bilby Business
Network to host an Autumn Festival in the town, which will enable the people from the
different communities of the town to participate in economic activities including the selling
and purchasing of handmade and recycled products. The theme of this festival highlights the

responsibility of the town and its people towards the environment, simultaneously aiding in
bringing about an economic development for the people.
These two projects will surely be highly beneficial and advantageous to not only the
overall development of the town but also the social and economic development of the
individuals. The adoption of the proposed schemes of permanent housing facilities for the
Sudanese resettlement program and the green themed Autumn festival can help the citizens to
build a better future for themselves in the town of Bilby. The multicultural events to be held
at the Autumn festival will further aid the people belonging from different communities and
cultural backgrounds to interact with each other, enabling an exchange of values along with
the development of the economy of the town. The construction program on the other hand
will provide an added impetus to the potential of the success of the Autumn Festival as the
Sudanese resettlers will also be able to participate in the festival, enriching it with their
unique values, culture and products that they will be offering for sale at the festival.

The Bilby Community Cultural Council has planned to host and conduct several
events at the Bilby Autumn Festival in order to support the NewBilby schemes proposed by
the Mayor.
On account of the recent speech by the newly appointed mayor of the town, the
BCCC has decided to actively participate in the proposed plan in order to provide assistance
in the development of the social and economic sustainability of the town. These activities will
include the arrangement of a multicultural choir from among the people of the town at the
opening ceremony of the Festival. Furthermore, a community trade fair will also be held on
the second day of the festival in order to promote the sales of the local farmers as well as the
small business of the town. Additionally a handicraft trade will be held on the third day

where individuals may sell products made by them out of recycled items in order to promote
environmental sustainability of the town. This shall also include the setting up of eateries and
other stores to promote the sales of homemade products. Community artwork will also be
promoted at the exhibition to be held on the fourth day of the festival where various kinds of
patchwork quilt will be displayed that have been completed by the people of the Bilby
community.
The entire event will be covered by the local media as well as through various social
media platforms and the website of the Bilby Community Cultural Council. The Times, The
Rural Times and the Bilby Tribunal will also be covering the event so that the people of the
town remain updated on the everyday activities of the Festival.

The Bilby Community Cultural Council has undertaken several initiatives to promote
the social and cultural development of the town. One of such initiatives is the active
engagement and participation on the conduction of the Autumn Gold Festival. The objectives
of the festival can be stated as below:

profit organizations from in and around the town along with the Agostini’s Country Pleasures
Wine and Dine Spectacular.
The planned strategy for successfully conducting the Bilby Autumn Gold Festival is by
gathering the active participation of the people of the town and promoting the event through
various social media platforms so as to provide the event with the maximum reach. The vent
will be beneficial to the people as it will promote their economic activities through the sale of
products manufactured on a small business or household level. Sponsorships have been
gathered for the promotion of the event on a large scale through print media and newspapers.
The festival has been planned to constitute of different events that will be conducted in a
period of five days. The local art, culture and creativity of the town will be promoted through
this festival, thereby attracting tourists and potential customers from around the state.

The NewBilby plan proposed by the Mayor of the town consists of several plans that

development of the town pertain to their activities of creating jobs in the community so that
they rich and varied culture of Bilby can survive and grow further. Material Designs also
promoted environmental sustainability through their usage of one hundred percent cotton
fabrics for the production of bags an d cushions. The culture of the locals as well as the
Sudanese resettlers is also promoted through their products with the aid of the Australian and
African designs on their products. The main purpose of the organization is to not only
promote their business and the economic growth of Bilby but also cause an integration of
diverse cultures and communities through the Autumn Gold festival.
TrustWind is also an important stakeholder for the proposed program as they are
inclined towards the promotion and development of the tourism industry in the town. The
resettlement program for the Sudanese individuals as proposed by the mayor of the town is
being overlooked by this organization along with Material Designs. The company is further
concerned with the development of sustainable means of energy that can power the activities
which have been proposed in NewBilby. The organization wishes to communicate with the
