Executive Summary
The fulfillment of the need of the community would enhance and improve the
wellbeing of the community as a whole. It would help in decreasing the health-related risks.
There are multiple communities in the city of Ada, where African American individuals are
found to lacks awareness regarding mental health and high rates of substance abuse or drug
abuse activities. The other problems that the community was facing are littering and illegal
dumping, which furthers during the rainy season causes more issues. The sanitary sewers
overflow due to lack of management and administration. Thus, the community outreach
grants program, along with the students of Eastern Central University, would formulate an
effective program and implement it for the benefit of the community. This program would
help to decrease the issues and fulfill the needs of the community as a whole. Therefore, the
program would improve the lives of individuals in the community.

Introduction
Community needs are the crucial and basic needs of the individual within the
community. The community needs assessment would help in understanding the basic needs
of the individuals of the particular community. There are multiple demographic populations
in the city of Ada, and it was found that there is 3.68 percent of the African American
population within the city (Worldpopulationreview.com, 2020). This population faces
discrimination in multiple disciplinary sectors (Ananga et al., 2019). These demographic
people face health issues such as mental health and the intake of drugs or substances. The
current problem is the higher rate of drug abuse, people are homeless, and issues in sanitary
sewers during the rainy season. The sanitary sewers are poorly managed as people litters and
dump illegally (Best et al., 2017). Therefore, the African American communities need
support and adequate knowledge, along with awareness regarding the multiple problems that
they are currently facing.
The Tigers in action foundation is involved in helping community outreach grants to
meet the needs of the community. For raising funds for community outreach grants, students,
along with alumni of the East Central University (ECU) would participate and analyze the
multiple opportunities to provide the solution of funding. The primary goals and objectives of
the Tiger in action foundation are to enhance and improve the lifestyle of the vulnerable
group of communities. This foundation works towards the welfare of the individual of the
community in a no-profit motive. The major aim of this proposal is to raise funding for
meeting the needs of the African American community and multiple necessary assistance in
the development of their lifestyle.

Project Plan
Available government sources or data have highlighted that the African American
people of Ada are facing a higher rate of mental health and an increase in drug abuse
activities (Chadwick et al., 2019). Therefore, the primary aim of this project is to raise
funding and to incorporate the partnership of Students and alumni of ECU with the
community outreach grants program. This funding would help in meeting the needs of the
African American community and would help in making their life easier. The program would
provide effective and necessary measures to cope up with problems.
Objectives:
 To organize the mental health program
 Effective measures in reducing drug abuse activities
 Management of homeless individuals
 Formulating or proposing strict actions against illegal dumping or littering
 Effective measures or instruments for controlling the sanitary sewers specifically in
the rainy season
Means of Evaluation Program
To measures the evaluation program of community outreach grants, it is important to
formulate the project question.
Project Question
Q1. How are the experiences of African American community individuals in accessing or
availing health care services?
Q2. What are the major causes of the lack of awareness of mental health and related social
wellbeing?

Q3. What are the effective instruments for generating awareness and meeting the basic needs
of these vulnerable individuals?
Methodology
To evaluate the situation and current problems that the African American people are
facing, the formulation of an effective project is necessary. This project would be a
descriptive research measure or method. Thus, this method would identify the characteristics
of the particular population of the community (Stanley, 2014). By briefly understanding the
needs and status of their health and social status, the stakeholders of the project or project
planner would take the necessary measures to implement in the program. Hence, this would
focus on collecting the data and would further focus on taking the necessary initiatives to
reduce and eliminate the problematic area of the project. Hence, the project would focus on
an inductive research method for the effective formulation of a strategy that needs to be
implemented in the project (Woo, O'Boyle & Spector, 2017).
Possible outcomes
The possible outcomes would help in the evaluation and analyzing the success of the
community outreach grants program.
 There would be a decrease in the individual suffering from any mental health issues
 Reduce in the rate or incidence of drugs abuse
 Lower complaints of any sanitary sewers issues.
Credentials
The program would be implemented with the help of the collaboration of students and
alumni of the ECU. The major benefits of incorporating multiple students and alumni are
they have multiple credentials in making the program successful. Students come from
multiple diverse, and therefore, they have the skills of multiple languages or regional

language that would aid a beneficial factor in implementing the program in the community.
Other major skills are verbal and written communication skills that would help in a major
role in delivering or generating awareness of the specific strategy of the project. The project
would often find issues or complexities in delivering it; therefore, the knowledge of problem-
solving, along with critical thinking, is necessary and adequate. Hence, students and alumni
hold these skills of creative thinking and logical reasoning that would enhance the strategy or
methods of formulating an effective program to reach the possible outcomes.
Budget and Timeline
The budget estimation or budget allocation is the basic and initial stage of formulating
the project plan (Meredith, Mantel & Shafer, 2017). The project plan mentioned is the basic
and initial particulars that would be needed in the formulation of the project plan.

Timeline
The research would be conducted for a timeframe of six months or twenty-four
weeks. There are several aspects of the study that can be highlighted, and these aspects will
be taking a significant amount of time. The below table would help in effectively managing
the process of formulating the project. The timeline would be effectively planned with the

Conclusion
From the above discussion, it can be concluded that the African American
communities are facing multiple drawbacks and challenges such as drug abuse and an
increase in the rate of mental health issues. The community outreach grant program would
help the students, and alumni of ECU would formulate a project that would minimize the
risks and meet the needs of the community. It is important to meet the needs of the
community as it would help in developing a lifestyle along with the wellbeing of the
community as a whole. The proposed program would help in mitigates the risk of drug abuse
activities and would help in creating awareness among the community about mental health.
Apart from these benefits, the program would analyze and identify any other needs of the
community and would work towards meeting the needs of the community.
