INTRODUCTION
In the present era, as the world has changed in a significant manner. Thus it is important
for businesses to maintain and manage the change and also due to this change the culture at the
workplace should be undertaken with due care. It is highly competitive world out there and in
order to work efficiently and sustain the businesses firms need to retain its employees. As the
world has grown, certain technological developments and new practices have been developed by
various organizations in order to retain the employees at the workplace (McDonald and Strang,
2016). There are different techniques through which a firm can make the move in order to build
the organizational culture of such type that it makes the working of the people efficient and
effective with respect to business objectives.
The present report is undertaken in order to lay emphasis on the recent issue regarding
the culture of the organizations in UK. Thus for the purpose of the study the organization
undertaken here is "Welsh Utilities Regulator" which is a public company and deals in carrying
out regulations of water, gas, sewerage and electricity within industries in wales (Sadat Safavi
and et.al, 2013). Thus the purpose of taking the firm here will enable the reader to better gain the
better understanding of the topic and also helps the scholar to write the essay by having an
understanding of actual scenario.
TITLE
To identify the factors or elements which drives the employees to feel motivated and built
such an organization which encourages innovation and creativity. A study on Welsh Utilities
Regulator.
MAIN BODY
As per the case of Welsh Utilities Regulator they have been engaged in providing
bonuses to employees over many years. But in the recent year it has been seen that performance
levels of employees were not up to the standards as it was set by them and the performance was
not even matching the past standards set by the employees (Verma and Pande, 2013). As per
their evaluation to the problem they have founded that this year’s performance may be due to the
non-distribution of bonuses. According to view of author, an understanding from this scenario it
can be said that in order to have consistency in the operations a firm needs to innovate in its

activity of making the people work under different situations. They needs to develop an
atmosphere where an employee feels free and motivated to work. The feeling of employee
should be such that the work he/she is undertaking is their work not companies work (Alessandri,
2014). As the case has suggested that abc has been delivering 35% of bonuses to its employees
every year irrespective of the performance levels of the employees thus by such an effort of the
top level of the regulatory body also the employees are not performing then it is a serious
concern for the organization as if the performance of employees will get affected than the supply
of power, water and etc. will get affected thus it is important for people to make the adjustments.
As far as current situation is concerned it is important for managers to undertake the change at
the workplace which makes them to achieve the solutions related to the problem and thus
applying the most specific one will help in gaining those performance levels of employees
again(Radnor and O'Mahoney, 2013). Further it is noted that managers of Abc Company should
develop a change in the current performance management policy which will make them align
with the latest practices which are carried out in the markets. However, Author has stated that
management should adopt such strategies which makes them unique from the other regulatory
bodies and also the strategies should be smart.
In addition to this, it can be said that by having an application of work place measures the
issues can be overcome in diverse manner. With an application of diverse valuable aspects the
work practice can be advanced. For example, working hours standards has been renewed which
allows to have improvement in the morale. It is because the work place quality and environment
will get affected in positive manner. Along with this, cultural values need to be advanced in
critical manner so that long term sustainability can be advanced. Reward management system
can also be considered as critical aspect which allows to advance the continuous development.
This era is so much competitive that if you don't act in a suitable manner then you will be
thrashed and your organization will start losing the game (Van der Voet, Groeneveld and
Kuipers, 2014). Thus to have the competitive spirit on and make the others work hard to beat you
it is vital for the businesses like Abc Company to build an organizational culture which
empowers the employees in relation to working. Thus which motivates them to carry out work
specifically. Further in order to carry out the change abc can introduce various programs or
games or weekly meetings which can make the employees interact to each other and also helps

them in gaining the different perspectives (Malins and Gulari, 2016). As per view of author, it is
the perception of human body that they need something to get recharged and continuous work
will make them irritated and dissatisfaction will raise through this. Thus many businesses these
days have come up with many new techniques in order to build such an environment at the
workplace that not only motivates the people also it develops the insights on how they can
achieve their targets in an efficient and effective manners. Human resource department of the
organization play a vital role in making the employees feel self-motivated towards the work they
are carrying out. Thus in this case as the problem of people not performing this year has resulted
in a major loss and thus it has given a reason to the authorities that if they will not react to the
situation then it will act as a serious concern for the regulatory body(Miah, Hasan and Gammack,
2017). Changes in policies also advance to have better accomplishment of objectives. By having
an application of diverse measures the continuous improvement can be taken into account.
Application of Hr framework the work place environment and culture can be advanced because it
helps in sustainable development.
Building an organization which is possessed of showcasing the freedom is important as
employees have that need or desire in back of their mind which facilitates them to make the
judgments about the facilities which will be provided by the organizations to the employees
(Berdej and Armitage, 2016). Thus to resolve the problem of current issue the Abc Company can
make a decision on distributing the bonuses by not delivering the full bonuses instead what they
can do is they can make the half percentage of bonus as it was distributed earlier because not
providing the incentive is not the option as something is better than nothing, so at least this will
make them perform well for the specific period and also will help them to think that company is
looking beyond their needs and wants. Thus this can be informed to the employees and workers
with the conclusion or holding of a meeting or merely by the mail management it can be done.
Thus this will also make them realize that the issue the top authorities are facing and started to
work properly accordingly (McGorry, 2015). Thus it is important for the people to make the
adjustments. If the management of abc adopts the bonus technique only for the future years then
they have to make sure that the bonus should be allocate to the people who are deserving, merely
giving the bonuses to everyone it’s not to be done. Thus the HR professionals need to carry out
and analysis of finding out the most energetic an enthusiastic and star performers of the said

period which can be given the bonuses. What this will facilitates is that it will encourage the
other employees to perform well next time by seeing that company is doing something for the
better performer among the all(Mazzei, 2014). Thus the efficiency in the work will be achieved
and thus it will create benefits for the people and make the people work under the different
circumstances. Further in order to build a good brand image in the eyes of stakeholders several
different measures needs to be adopted by the Abc Company so that future of the company can
be kept intact. It has been noticed that motivation among members can be advanced effectively.
An effective reward management system helps organization to become more competitive, retain
their key employees as well as reduce turnover. Reward is not the only way through which
retention of employees within organization can be maintained.
Thus to build the culture where everyone at the workplace feel motivated it is important
for abc to implement the performance management policy which will help in making the people
deliver the best out of their capabilities(Merschbrock and Munkvold, 2015). Thus Abc Company
needs to make the performance management policy in order to build an environment at the
workplace that not only facilitates in a better manner rather it also lay emphasis on the
advantages of the working of the people and thus it also helps in making the people work
together to achieve the desired performance levels. Thus in order to make the organization
effective and efficient employees should be kept motivated and in order to motivate them it is
important for the firm to have certain kind of practices in place which includes introducing the
weekday games and making the birthday celebrations more excited by making the effort to excite
the employees further this will help in making the employees feel immensely well towards the
organization and make effort in gaining the knowledge (Wiggins, 2016). Thus by introducing
various kind of competitions and prizes like star performer of the month or making the
competition of best employee of the month by every sector. Thus this can be informed to the
employees and workers with the conclusion or holding of a meeting or merely by the mail
management it can be done. Thus this will also make them realize that the issue the top
authorities are facing and started to work properly accordingly (Flores, Antonsen and Ekstedt,
2014). Effective reward system encourages employees to gain effective skill that are needed for
both organizational as well as their own growth. The higher reward within organization workers
will play active role in attaining various training and development programs. This will provided

measures in regard to motivation will assist in improving the overall performance.
In order to make effective employees and good working environment Welsh Utilities
Regulator (WUE) have frame their policies according to the needs and requirements of their
employees. If policies made by Welsh Utilities Regulator are in favour of employees than
employees will work with their full dedication and overall it is favourable for company .As many
new policies regarding bonus of employees have frame by WUE by keeping in mind the needs
and requirements of employees. As from past years WUE was regularly paying bonus to their
employees irrespective of their efficiency of employees, this policy of paying bonus regularly
irrespective of their work done h Further in order to carry out the change Abc Company can
introduce various programs or games or weekly meetings which can make the employees interact
to each other and also helps them in gaining the different perspectives (Flores, Antonsen and
Ekstedt, 2014). As it is the perception of human body that they need something to get recharged

their efficiency. So Welsh Utilities Regulator have made some changes regarding bonus policies
of firm. WUR has re frame bonus scheme by keeping in mind both employees and organization
Apart from these WUR has initiated more bonus policies like Individual bonus scheme, Team
bonus scheme and festival bonus. In individual bonus scheme bonus will be given by examine
the performance of particular employee. Performance of employee will be calculated on certain
keys factor like attendance, performance of employees, quality of work. At the end of every
month performance of employees will be calculated on the bases of above factor and then bonus
will be given to them. If employees has worked with full efficiency than he will be eligible for
full bonus. In Team bonus scheme bonus will be calculated on performance of whole team as a
one. Team bonus is on target bases as WUR give target to team to accomplish a particular work
in particular time, whole team has to achieve that target by working together as in desired time.
Festival bonus is paid by company as per their desire (Bates, 2015).
By keeping in mind today’s world all companies have to gone through the advertisement
process to make its image in the market. So with the coping world Welsh Utilities Regulator
(WUR) has gone through the marketing campaign to maintain its image in the market. As

distribution on pamphlets, handbills, promotion, brochure, through banners and hoardings.

offering discounts on their various services provided by them. As distributing pamphlets,
brochure is effective way to enhance customer as in this two way communication will be held
and we can solve the query of customer at that time only. Below the line advertisement can be
done by putting hoarding on road and by doing promotion of their organization. Welsh Utilities
Regulator is also planned social awareness programs to aware peoples from miss happenings
happen due to electricity and gas. As we go through newspaper incident regarding fault in
electricity, there is leakage in gas pipe line due to which explosion take place are there. So Welsh
Utilities Regulator (WUR) have planned drama or we can say a short film to aware peoples in
entertainment way , as it is best way to leave a message in society .And this will aware peoples
regarding electricity , water as they will not waste them unnecessary(Sebastião, 2013).
Further it is noted that managers of Abc Company should develop a change in the current
performance management policy which will make them align with the latest practices which are
carried out in the markets. However, the management should adopt such strategies which makes
them unique from the other regulatory bodies and also the strategies should be smart. In

for managers to evaluate the performance levels of the employees in relation to working. Thus
from this report it can be concluded that managers in order to effectively manage the
organization needs and raise employees motivation they have to introduce different innovative
practices which makes the employees relive, recharge and rethink towards the organizations
future and also through application of these practices a firm can enjoy the rise in performance
levels. Freedom is necessary for an employee to work effectively and efficiently thus this needs
to be given to him/her in order to generate the 100% performance levels from them. Thus by
introducing various kind of competitions and prizes like star performer of the month or making
the competition of best employee of the month by every sector. Thus this can be informed to the
employees and workers with the conclusion or holding of a meeting or merely by the mail
management it can be done. Thus this will also make them realize that the issue the top

Reflection
Being a manager of Welsh Utilities Regulator organization, I noticed that company is a
public company and carry out regulations of water, gas, sewerage and electricity within industry
in Wales. To improve their efficiency, the company make two policies such as performance
management policy and making a market comp-again. In a performance management policy, I
examined that company make this policy with the purpose of an effective performance
management system for employees to make a clear understanding of work, to receive ongoing
feedback, so that it helps to check how the employees are performing related to the expectation.
This policy is also framed so that it give an opportunities for identify the development and
address performance. I also examined that this policy are framed so that as a manger I could
recognize the need of employee and there actual work which are performed by them in respect of
remuneration. According to me, company face some advantage and disadvantage by making
performance management policy. In the favour of this policy, I think that it make a performance
based conversations, company also develop there targeted staff members, they also give
encouragement to their employees and also give them reward for there well doing work, in this
way it will automatically make an employee growth. But in opposite side company also faces
some barriers such, it is very time consuming process and I think it make a discouragement
between the staff members. I think company also faces biases to maintain performance
management policy. Through this it also make an inconsistent in messages because there will be
some chance of communicating problems.
I also examined that company also launched marketing companion, so that company can
build their brand image. This is a method for both communicating with their market to reinforce
their positioning and make customer's relation by acquiring them. According to me there are
some advantage and disadvantage than company have to face by making market companion.
There advantages are, by making market companion it help to promote the business, and also
enhance brand recognition. According to me in this way, it will help to improve the business
profits by boosting the sales. But I think, company also faces some disadvantage such as cost
because by making a promotional activity it may contain heavy cost on it. Another disadvantage
is that competitive factors such as situation of the competitors and there pricing strategy etc.
