Introduction
This report talks about the need and emergence of emergency plans in Crown Prosecution
Service. Crown Prosecution Service is one of the leading public service organizations in the
UK. It discusses the importance of emergency plans which are being set-up by the legislation
of the UK. It talks about the famous "Contingency Act 2004” and why it was necessary to be
introduced at that time. It addresses the roles and responsibilities of public and utility
resources and how they play an important role in weeding out the emergency conditions. It
will consider various safety, risk and threat management and how they are being conducted in
the service mentioned above organization. The various categories which come under
contingency act 2004 are also considered. It establishes a relationship between the emergency
and another service while planning for dealing with a major emergency.

Outline the legislation and guidance that stipulates how the public service must deal
with emergency incidents.
Back in 2001, the UK was found deprived of coal and other gas related products. It was also
going through various natural disasters like earthquakes and floods. There was also a sudden
appearance of Foot and Mouth disease. Seeing all this, the then deputy minister ordered to
evaluate the emergency plans of the country. Evaluation pointed out the current legislation
plans does not go hand in hand with the present scenario. There has to be an urgent need to
introduce some alterations. As a result “Civil Contingency Act 2004” was passed (Phibbs.
et, al., 2015).
Civil Contingency Act 2004- This act acts as a resolution to all the problems which were
hard to solve earlier. This is a structure providing statue for the protection of civilians and
other population. It is designed to meet all the ultimatums. It initiates all key points which
have to be taken care of while planning the emergency. Crown Prosecution Service has very
firmly dealt with most of the emergency. It makes sure the availability of health cares, law
enforcement agency and the fire system are working fine to safeguard the natives and wealth
of the country. This act ensures that during unfortunate or emergencies there is a requirement
to make some changes in the existing act. Then those changes can be implemented on a trial
basis of 30 days. And if it is in favor of the nation and if the parliament passes it, then it can
become an actor. It has helped to make life bit easier as it provides resolution for the most
emergency possible.
METHANE- Any sort of calamity, misadventure or misfortune comes uninformed. This
unfortunate situation results in chaos and hatred all over the country. To overcome this
situation, M/ETHANE model is introduced. This is one of the key features of this public
service organization. This model is used to spread the information about the accident or the
catastrophic situation which has taken place. With the help of this, the information is spread
all over the media and the internet (Moosavian, 2014).
M/ETHANE as a whole stands for

Local Resilience Forum (LRF) - It can be considered as a part of the Civil Contingency Act.
In Crown Prosecution Service this is made with the involvement of all the sectors which
somehow or the other helps to take out the nation form the emergency. This requires the
involvement of public and utility services which manages to handles the emergency by
providing no harm to the environment and other resources (Garton, 2017).

Define the public services that have a statutory responsibility in planning for and
responding to emergency accidents.
There are various responsibilities of the Crown Prosecution Service which have to be taken
care of. The public service must ensure that people are not neglected when it comes to the
basic amenities required during catastrophic condition. There are various pre-defined roles
for public services. These include- Ambulance service, Police service, Red Cross, Military
etc.
Supporting Organisation
Military services- The option is considered to be the last option when the available
alternatives are not able to do anything further to rescue from the emergency. The military
service then comes in the picture and handles all the responsibility and make sure that it can
save the people and resources during the crisis.
Oxfam- This is an NPO i.e. non-profit organization. The major responsibility of this
organization is to examine the reasons for poverty and other miserable condition. It takes into
account various consequences which might occur if proper steps are not taken against them.
It makes sure that people are not going through any sort of injustice. It believes in human
rights and checks that there are brotherhood and equality among the citizens. It validates that
the issue raised by the general public is looked after. All the citizens are given equal rights.
And they have the proper right towards their property (AlShamsi & Pathirage, 2015).
Category 1 responders:
Ambulance- It is made sure that the logistics of the ambulance are very strong. And people
don't lose their patience while calling the ambulance. Expert drivers are appointed to take this
immense responsibility. It is their job to take the patient in the hospital in the shortest time
possible.
Fire Services- Various locations which are nearer to industries are prone to get caught in
accidents due to fire. Fire services ensure that these situations are handled very calmly. No
damage is caused to the people and property. The people under this team are experts who are
friendly with the equipment.

Police Service- This is a very essential service. It is the first place where information about
any emergency arises. It acts as a first aid and tries to resolve the problem as soon as it
occurs. It tries to go to the main crux of the problem and provide the best solution. It makes
sure that the situation is handled immediately and the people are provided with all the
amenities which are required to take them out from that catastrophic situation.
HM coastguard- This body looks after the emergency arising at water level. It takes care of
the water-bodies and makes sure that they are working in a completely fine situation. It takes
into account the unfortunate situations which takes place in the marine.
Category 2 responders-
Utility providers- This service of Crown Prosecution Service makes sure that the other
services are working fine. This is done by checking that the people are provided with the best
of transport services. It is also ensured that are comfortably able to contact their family
members and relatives via phone during an emergency.

While identifying the circumstances to support the military in their incident situations it will
help to the peoples by some Acts for preventions, and precautions.
The legal authority for the Presidential declarations is mainly sourced in the Stafford Act.
The CRS report also contains a listing of some of the other “declaratory” authorities. Legal
authority helps to the military support by a national emergency which is under in the national
emergency act. This act provides the military members in their emergency cases which
include disaster, injury issues, and the sudden death. HHS provides help to support the
Military and save their lives by providing health and human services and also compensation
towards their family members.
DSCA (Defence support of civil authority) is under the authority of Department of defense. It
provides safety compensations in various ways. It includes help in the rescue, transportation.
Members in the military are increasing so the DOD provides the facility to the injured
military members; provide emergency transport facility to the peoples. They provide medical
aid, emergency services towards the injured peoples of the military force (Gordon.et, al.,
2016).

While analysing the duties of the public services it can be asserted that emergency cases with
their planning will reduce the risk of danger. Responsibilities are various types and the roles
of different from every public sector. The government of defence helps to protect the peoples
put the emergency plans to save the lives of the peoples. Other responsibilities are
arrangements to make the ideas, information towards the public which is related for civil
protection, maintain all the plans, inform the emergency plan, advice to the public instructed
them, which is authorized by the government of the country( Watts & Hall, 2016).

There are various roles which are played by these public services depending upon the duty
and responsibility. Public services prepare a proper blueprint which helps them in acting in a
particular situation. They lay down different techniques and formulae which enable them to
get out the situation and manage the risk. Different public services include police, ambulance
and fire and many more. All these services help to manage the emergency and unwanted
situation effectively and efficiently. There are various roles which are played by these public
services with the help of which the emergencies can be handled calmly.
Public services point out the shortcomings which are present in the current management.
They help by introducing some steps and innovative ideas which can help in curbing the
emergency.
They keenly observe the resources and provide a detailed analysis. This analysis is about the
environment and what are the factors affecting it.
They even conduct a role play and fire drill. They carry out proper training with the help of
various visuals, pictures, and discussions. This helps the people to get an idea of the situation
when the emergency occurs. These public services teach the population how to react in the
worst possible situation. They try to carry out various scenarios where the public gets aware
of the calamity which might hit them. It makes them capable to come out strongly during the
emergency phase.
These public services should carry out plan for taking other action in connection with an
emergency. This ensures that all the factors are greatly looked after. And the chances of the
same emergency to occur once again are highly reduced. The type of plans can be- Specific,
general and multi-agency. Specific plans try to concentrate on a particular emergency which
has hit specific people. General plan try to focus on a certain plan which can help in
improving the emergency by considering the factors including environment and other
valuable resources. While multi-agency takes into account all the emergency conditions
which can prevail in a particular area and try to make a blueprint as to how they can be

managed. They try to control the catastrophic situations to their best and make sure that it
does not provide any casualties to the public (Stelzenmüller. et. al., 2018).
These public services also make sure that, the plans which have been implemented by
considering the present scenario are executed nicely. They leave no stone to carry out the
emergency plans which have been made by considering all the possible factors and situation.

Identify the main considerations that public service must address when planning for
emergencies.
There are various points which are to be taken care of while planning a way out for the
emergency by Crown Prosecution Service. They should make sure that there is a proper
arrangement of water for drinking and bathing and sanitation. They should have cartoons
available for energy drinks and other fluids. They should have a proper arrangement of extra
batteries of mobile phones, charger, flashlights and some signals indicating that they need
help.
They should have a trained workforce under risk assessment. This team recognizes the loss
which has occurred because of the emergency. The main aim of this team is to make sure that
no human suffers because of the prevailing catastrophic situation (Aven, 2017).
The emergency planning also has to be taken out smarty. It should make sure all the
resources and tools are ready if in case an emergency strikes them. The workforce should be
readily available and should be well aware of the methods which they have to go through. As
one cannot wait for the very last moment for the calamity to hit and then start to plan out to
come from that situation. The police and ambulance should be made available by just a few
clicks on the mobile phone. The logistics are already strong but they can even work more on
it so that nothing can stop in curbing out the situation.
The workforce under public service should look after the business continuity planning and
properly carrying out the management after the crisis has already struck. They should
make sure that the monetary loss should be as minimum as possible my saving various funds
for this situation. They should ensure that the businesses keep on continuing. As this will
somehow have a great impact on the overall economy of the country.
It should also consider that the METHANE model which is already discussed above is
running fine. It acts as a source of information. It helps in connecting and binding the people
nationally and internationally.
They should also make some arrangements which permits to migrate people from one place
to another. This is a very important step to help people to get out of the calamity.
