What is the importance of the development, creation and training of community emergency
response teams (CERTs) in a local community? Explain.
The development, creation and training of the CERT teams are required to execute
the following tasks-
Disaster preparedness- The team needs to identify the local disaster threats, mitigation
and the preparedness concepts along with the disaster impacts with an overview of
Citizen corps. They are also required to know the team-building concepts and the
shutting off utilities.
In order to provide the fire safety, the team should learn about the migration
practices, fire chemistry, identification of hazardous materials, the suppression
options. The skills they must be pro at are the use of fire extinguisher for suppressing
The gears which are basic protectors and flames that are live.
The medical operations knowledge is required to treat the life –threatening conditions
in a particular disaster setting. The practicing on bleeding control techniques and
triage performing is also required.
Light search and rescue operations need the knowledge of structural damage, the
rescue techniques and cribbing.
In order to understand the disaster psychology requires the knowledge to deal with
the victim trauma and the responder well-being.
The team also need to be aware of the ways through which the terrorists might
choose targets having identified the chemical, radiological, biological, explosives or

There are various advantages of having a CERT within the community. The key
residents of a community are known for the eagerness and willingness they have to the
disasters and events. Many of the residents want to offer the services and become part of the
solution. In the middle of an event, there can be confusions regarding where or how
assistance can be received. CERT provides the well-organized structure along with effective
communication for helping in the identification of the scope of the incident and
understanding the plan with logistical requirements and deploying the team efficiently and
safely. It helps in finding ways of incorporating citizen involvement in emergency responses.
It further explores way to get the proper information to residents regarding the safety of the
families in a case of emergency. The CERT also helps in establishing a business emergency
response committee for planning a coordinated assistance from the business to the
community. The people having CERT training gain better understanding of the possible
threats to their home, workplace and the community. They can easily take the right steps to
reduce the effects of hazards on themselves, the neighbours, the homes or the workplace.
The disadvantage is that it becomes challenging to insists and convince the residents to join
CERT teams as much as possible. People are frightened by the subsequent risks along with
the life threats that come along with the CERT activities.

The response of the energy case in the country is known to fall under the cooperative

are available by the sources. Various phrases such as the dissemination, research and writing

emergency response plan is very effective only when they are changing and adapting with the
nature. They can also take guidance from the protocols which are available in the responsible
teams. The emergency resposnsible team is very responsive and it is considered to be an
exploratory process that provides a generic procedure in change management. The various
types of plans that are required by the company are responsible for the impacts they make in
various types of disasters and unforeseen impacts in the business. It also helps the company
in guiding the recovery and reconstruction effectively in the team. The disasters that are
found will be the social process which will require private supports from the companies and
will also require technical expertise members.

The community emergency response team is required to ensure that they have adequate
funds, upgraded software and other technological support along with some equipments. At
the time of disaster in the Ocean Port, the domains could be tracked easily and the
investigation could continue with adequate fund addressed before the initiatives. In case of
minor emergencies the event coordinator will be called and each minor injuries will be
reported with proper incident report. In order to avoid the cases of lost children, all the
children will be taken to a safe area. There will be one female staff to volunteer and stay with
the children. The event coordinator will be reported about every activity. In case of fire
extinguishing, the situation will be assessed and reported to the event coordinator. In case of
an individual’s emergency, the volunteers will control the area , road access will be made
available for the emergency vehicles arriving at the site. In case of the large group
emergency, the volunteers will take the public away from the immediate danger to a safer
place and contact the event coordinator.

technological support will also be upgraded. By the help of the technologies, the domain will
be tracked easily and the investigation will continue. The usages of each equipments will be
communicated to the personnel in the disastrous condition. They will be made to learn the
digital crisis management. The power needs in disastrous situation will be assessed and fast
response will be set up. The power systems will be amended and maintained in order to
continue the operations.

Therefore, it can be concluded that the CERT team should understand the
effectiveness of the situation. The crisis situation will help to develop proper solutions. The
technologies will be used along with the workforce to save time in the emergency response.
Recommendations
The emergency response panning must be a process instead of being a product or an
outcome only. It should match the urgent needs to the available resources and it should be
done in a timely manner. The timeline should be maintained to avoid any type of delays and
procrastination. The realistic plan in case of emergencies and overlapping too. Taken for
example, the resources which are not available should not be used within a useful time frame.
The bedrock of the emergency planning must be the local or the municipal area. This is
helpful in managing and responding to operations at the time of extensions of the disasters.
The availability of the expertise, trained personnel, supplies, equipment, vehicle,
communication and buildings should be maintained. Moreover, there has to be supplanting of
the local resources along with the capability in making decision for the employees. It will be
highly helpful in responding to the emergencies which might occur in future. The finances
