CHAPTER 1: INTRODUCTION
Background of the research
The change in technology is rapid in business environment. This change was visible in all
different sectors. The impact of such change has upon both private and public sector
organisations. Simultaneously, this has both positive and negative kind of impacts dependable
upon the nature, size and scope of an organisation. It is the duty over management that they
focus over continuous level of changes in market. This aid in determining the factors that
evolved according to the time period and have any kind of potential impact over organisations.
The benefit of this exercise will be attained in the form of building strategies that work in both
aspects i.e. in case of negative impact help to overcome and in case of positive impact help to
grab the opportunities (Bogers and et. al., 2017). The most important factor in external business
environment that continually changes is technology. The impact of such factor is not over an
organisation productivity and profitability but also effect many other internal aspects such as
human rights.
Rationale of the study
Main reason behind doing this research project is to identify the impact challenges of
emerging technologies and its impact over human rights protection. This is an important research
that will be beneficial for an individual, organisations and societies by enhancing knowledge
about the emerging technologies and its impact on protection of human rights. This research is
also important at personal level by improving skills of researcher about the topic. This will help
them by improving their time management, literature review and many other skills (Cram,
Brohman and Gallupe, 2016).
Overview of the public sector organisation
This report is based on public sector organisation that is owned and operated by the
government as well as exists to provide quality services for its citizens. BBC is a chosen British
public service broadcaster that works under public sector. It was founded in 1922 by HM
Government, John Reith, and first Director-General and headquartered in Broadcasting House,
London, W1, and United Kingdom.

Research Question
What are the major challenges of emerging technologies and their impact on human
rights protection?
Sub-questions of the research
Explain about the challenges of emerging technologies and human rights protection?
How emerging technologies impacts on human rights protection?
What are the risks and benefits of emerging technologies for public sector and society?
What are the ways that may be require by public sector for avoiding risks associated with
emerging technology?
Research aim:
Main aim of this research is to explore the challenges of emerging technologies and its
impact on human rights protection. A study on public sector organisation
Research objectives
To review existing studies related to the challenges of emerging technologies and human
rights protection
To identify the challenges of emerging technologies on human rights protection.
To examine the benefits and risks of emerging technologies in society and public sector
such as lethal autonomous weapons(LAW), artificial intelligence, additive
manufacturing, stealth, synthetic biology, hypersonic vehicles, and distributed ledger
technology.
To provide some recommendation in order to avoid all this emerging technology from
falling in the wrong hands and be used for the wrong purpose.
Research gap:
Main gap within an investigation is challenges of emerging technologies and its impact on
human rights protection. In previous studies, there was data about the challenges of emerging
technologies but there were no and lack of information regarding the its impact over human
rights protection (Gleasure and Feller, 2016).

CHAPTER 2: LITERATURE REVIEW
Literature review within an investigation means as an effective process of gathering
secondary information regarding the topic by using number of secondary sources such as articles,
books, magazines etc. Main intent of this part of research project is to fulfil research gap that was
identified in previous section of report. In order to fulfil that gap of study, sub-questions of
research will be applied by research that results in accomplishment of research aim and
objectives easily and effectively (Haseeb and et. al., 2019). Research questions of current study
will be explained as below:
Explain about the challenges of emerging technologies and human rights protection?
As per the view presented by Symonides, (2019), there were numerous number of
challenges associated with the both aspects i.e. emerging technologies and human rights
protection. All these attached challenges are defined below;
Emerging technologies
This includes the rapid change in technologies. The impact of such change has both
positive and negative. This totally depends upon their capacity and ability to adopt the same. In
general, if an organisation is able to adopt the emerging technologies has large number of
opportunities to get success in market. Still, some of the associated challenges are defined below:
High cost of investment: Change in technology at rapid manner is not easy to implement
as this requires huge amount of investment.
Employee resistance: Employees have behaviour to resist the change as they do not felt
comfortable with new technologies (Hassan, Williams and Jaiswal, 2018).
Human rights protection
Changes in external forces: High level of rapid changes impacts the operational
capability of an organisation. This situation creates difficulty to meet the demands along with
protection of human rights simultaneously.
How emerging technologies impacts on human rights protection?
According to the Klang and Murray, (2016), protection of human rights is the prime duty
of every organisation. Also, an organisation unable to attain growth when did not made changes
according to the factors exist in business environment. This brings an obligation upon the
management that they have to focus over both at same point of time. This creates hindrances on
5

the path of an organisational growth. Simultaneously, in front of operating continues level of
organisational functions, impacting an ability of management to protect human rights. The same
will be understood from the below point;
High cost of investment: Technological up gradation is important for attaining
sustainability in market. This brings an obligation over management to invest on new
technologies instead of focusing upon other aspects. In future, this leads to violation of human
rights in some way (Jordan, 2016).
What are the risks and benefits of emerging technologies for public sector organisations and
society?
As per the view point of De Vries, Bekkers and Tummers, (2016), there were numerous
numbers of risks and benefits associated with point of emerging technologies. This is defined
below in respect to public sector organisations;
Risks
Improves cost of production
Higher employee resistance
Low level of employee engagement
High amount of investment
Possibility of further change in technology
Benefits
Enhance productivity
Improves market presence
Help to gain competitive edge
Help to improve profitability
Aid in satisfying customer demands
What are the ways that may be require by public sector organisations for avoiding risks
associated with emerging technology?
According to the Satyanarayanan, (2017), the ways which are needed to adopt by public
sector organisations for avoiding risks associated with implementation of emerging technology
are defined below;
Research and adopt: This is helpful in determining answers about many questions such as
new technology has minimal changes or large from the existing one, is this viable for an

organisation invest in same and any further change will be coming up in future for same
technology or not. This help to adopt in situation when an organisation gets profit (Khanagha,
Volberda and Oshri, 2017).
Training: Conduct training programmes at regular level. This help to improve skills of
employees where they feel motivated to work with new technologies.

CHAPTER 3: METHODOLOGY JUSTIFICATION
Main purpose of methodology is to helps investigator in gathering, collecting, analysing,
evaluating and interpreting of qualitative or quantitative data about the topic. There are some
methods that will be essential and useful for performing each activity of current investigation.
These are:
Types of study: This is a vital part of the investigation that is divided into three sections
which can be qualitative, quantitative or mixed approach. For doing present study over the
challenges of emerging technologies and their impact on human rights protection, quantitative
approach has been carried out because it facilitate in gathering and analysing of reliable and
numerical information within restrained term. Main gain of quantitative method as it allows in
selection of big variety of pattern size. Apart from this, someday it is not treasured in which
researcher need to collect qualitative information. In usual, quantitative studies technique could
be implemented within a research for gathering as well as analysing reliable facts (Kumbhar and
et. al., 2016).
Research philosophy: It is an idea about the way in which information regarding the topic
should be collected, evaluated and used by the researcher. There are basically three kind of
research philosophy which is known as ontology, axiology and epistemology. Ontology
philosophy is more or less the research of reality. Epistemology type of philosophy tries to
analysis the common suitable knowledge and addresses the information accordingly. Axiology is
another type that helps investigator in learning of how valuables as well as impact the collection
and evaluation of specific research. All these are essential but within an investigation
epistemology philosophy has been applied by researcher. Positivism and interpretivisim are part
of epistemology philosophy that will be essential in collecting and analysing of qualitative and
quantitative data. Within an investigation, positivism philosophy will be used because it support
researcher in gathering of quantitative information and concluding of valid outcomes as compare
to interpretivisim type.
Primary research methods: There are different methods of primary research that are use in
collecting of primary or firsthand data regarding specific area of study. These methods include
interview, questionnaire, focus group, observation etc. These are essential but for collecting
primary information about the challenges of emerging technologies and its impact over human
rights protection, questionnaire will be preferred by researcher because it support in concluding
8

of valid outcomes of the study. Main reason for using questionnaire as a primary data collection
method as it facilitate in gathering of numerical and valid information within a less time (Laudon
and Traver, 2016).
