It is most common with the people that are suffering from
any disease that they face many kinds of social exclusion,
non-participation, loss of independence in many cases.
There are several factors that are making this problem
worse and are making the situations worse for vulnerable
people.

Some of the most common factors in this regard:
Health and physical issues: This is one of the most essential
aspect related to the matter of dependency and social
exclusion of people like in this case Mrs Y is a Ninety year
old and is living in Rainbow Care home with other residents
and have a habit of smoking which is her personal rights and
matter of independence.

Mental loss: The loss of independence develops a fear to
loosing something which can be a mental loss on the
longer run. The mental condition of Mrs. Y is not good
and she wants to enjoy the rest of her life in her own
way any external boundations may result in loss of

there is chance that a people fear of what he does. Such
kind of emotional loses makes him weak from inside
and may create a frustration and sadness inside her. If
she cannot enjoy her cigarette in her own private room

Personal powerlessness: It is one of the biggest factor that is
contributing to non participation of Mrs. Y. She does not
want to meet up with others.
Self enjoyment: She wants personal enjoyment for which she
needs none. To do so she is using her own resources and time
and is not participating in any of the activities outside her
room.

Factors that contribute to Social exclusion:
Depression: It is most common in the users that is away from
the family and living in such kinds of settings. She might be
in the depression which results in social exclusion for her.
Due to this she is restricting herself from the society.
Old age: Since she is in the Age of 90 hence it is not possible
for her to participate in the social functions which is resulted
in social exclusion.

Managing organisational systems and processes to promote
participation and independence of users of HSC.
It is essential that organisation plays part in promoting the
participation and independence of users of health and social
care. There are several ways to promote independence and
participation of users health and social care services by
organisational system. Some of them are as follows:
Empowering individuals: By empowering the workers of firm
the development and service delivery of the care workers can
be enhanced. For this purpose brief description and the
guidelines must be given to them and then benefits of the
equation must be described to the realisation of the
empowerment.

performance levels of the individuals working in care settings
must be monitored but before this it must be taken care of

care setting to make a perfect balance among two things.

Safety versus rights and responsibility: As Mrs. Y wishes to lit
up candles and enjoy ciggrate while sitting on her arm chair
while is harmful for the other patients. As an individual she
has the right to go enjoy her lifestyle as she is the last phase
of her life. This creates a conflict between the safety and
rights and responsibilities of an individual. Care workers
have to choose safety over rights and responsibility of an
individual.

Choice against care provider's duty to protect is as follows:
Safety versus independence: Since it is the matter of safety of
the other patients who are becoming passive smokers and on
the other hand it is also the matter of her personal
independence that she has the right to smoke in her private
room. If she gets barred from doing her personal activity then
it can create a panic for her and she may go into depression.
Care home must take steps like shifting her in some other
rooms so that she can enjoy her cigarette while ensuring
safety of others.

It is essential that organisations comply with all the rules
and regulations made by the government so that the rights
of the users of health care setting can be safeguarded. It is
the duty of the firm especially managers to provide
training to all the staff members so that they can work for
providing effective services to the users. There are
various factors that leads to loss of independence, social
exclusion as well as non participation of the users of
HSC.
