Brief Summary of the Project:
In this aspect the main aim of this project is developing a gas turbine-fired power station
which will be located near the new Plymouth (Watson, 2019). This plant is actually a 100 MW
peaker plant and currently it is in the development stage. For this project currently various type
of resources are required and all of the resources for this project is currently granted by the
Taranaki Regional Council. This is a quite important project for the New Zealand government as
this will be providing extra resources of power (Watson, 2019). In the initial stages this projects
was executing very well but in the current aspect the overall progress of the project has been
slowed down since it has been predicted that the plant could start operating form the year 2018.

providing a base load in such type of situations where electricity generation from the hydro
power and the wind power is quite low. Similar types plants have been also built in Taranaki.
In the aspect of this project there are several of important professional roles which must
be acknowledged by the engineers so that the project can be completed in a successful manner.
There are different types of professional roles for the different type of parties in a project. In this
aspect one of the crucial role of the engineers for this project is that they must always provide a
clear update to the clients of the project so that feedback of the clients can be collected and the
project can be processed accordingly (Watson, 2019). In this aspect the engineer also must be
managing the contractor of the project. For executing any type of structural operation it is
important that the engineer must consult with the project contractor and demonstrate them how a
particular part of the project will be executing. Also, the engineer must be providing clear update
to the government as it a government initiated project and any type of funding related requesting
responsibility is also on the shoulder of the engineer but they also need to provide proper
justification for that.
Environmental Issues Related with the Project:
While the project is being executed there are various of important issues with the
environments which occurs mainly due to the construction of the gas turbine power station.
While the power station is created in the selected site there can be several types of pollution
related issues (Chen et al., 2018). For the construction various of vehicles are currently operating
there and most of them are the heavy vehicles. Due to this factor air pollution is occurring due to
the project and which is negatively affecting the whole environment (Chen, Chen & Fath, 2015).
In this aspect for mitigating this issue in the project the developer of the project has decided to
reduce the usage of the fuel as low as possible. To reduce the usage of the fuel the developer of

the project has decided to minimize the distance of the haul, utilize the hybrid equipment and has
decided to idling time of the vehicles.
There are several kinds of noises are also occurring from the construction site due to
which the actual environment of the construction location is getting disrupted which is actually a
negative factor in this aspect. The current location of the construction is generally a quiet place
and as the construction has started there the overall environment of that place has just affected
negatively. Thus for the developer of the project it is very much important to reduce the overall
noises from the project so that the environment can be saved (Lawrence, 2015). In this aspect a
noise barrier can be implemented over the project site so that the overall noise can be reduced.
Improper disposal of the wastage is another big issue in this type of projects which can
affect the environment quite badly. Thus, for the developer of the project it is important that
proper disposal of the wastages from the project happens otherwise these disposals is going to
affect the surrounding environment in very much negative way (Khatib, 2016). For proper
disposal of the wastages, the wastages must be moved from the actual location of the
construction and must be reused in the appropriate location, rather than just dumping it.
Ethical Consideration Related with the Project:
To complete the project in a successful manner it is important for the project engineers
that they act professionally and ethically throughout the project. In this aspect one of the
important example is taking reasonable steps so that health and safety can be ensured for all the
project members (Lyons, 2019). The engineers of the project must be ensuring that the working
condition of the project is absolutely safe and healthy for the project team members. If the health
and the safety of the project members is not ensured then all the execution of the project must be

stopped immediately. It is one of the important professional steps that must be taken by the
engineers. Within an unhealthy and dangerous workplace it is quite unethical to force the project
team members to work as it can created risks of their life (Code of Ethical Conduct | Engineering
New Zealand, 2019). Thus, this is one of the important professional and ethical consideration
that must be acknowledged by the engineers for this project.
Another example in this case that the engineer must be considering that they must have
regard to the effects on the environment. In this aspect it has been assessed that there are several
negative aspects of the project over the environment. Thus, it is important to for the project
engineers to acknowledge the factors on the environment due to the project. In this aspect the
project engineers must be implementing proper ways so that negative impacts on the project due
to the projects can be reduced (Zeleňáková & Zvijáková, 2017). It is one of the professional
factor that the engineers must be possessing. Also, it is very much unethical just letting the
negative factors on the environment for the project (Code of Ethical Conduct | Engineering New
Zealand, 2019). Thus it is important for the project engineers that they always have regard on the
negative implications of the project on the environment.
Case Study 1:
One of the biggest accident in the history of the energy industry is the Connecticut,
United States of America, in the year 2010. Kleen Energy Systems Power station of US was
scheduled to supply gas energy by June 2010. The accident occurred while cleaning the pipelines
in the turbine hall. According to the report, “The blast at the 620MW, Siemens combined cycle
gas and oil-fired power plant occurred at 11:17 am, and was reported at 11:25 am EST.” Six
employees were brutally injured in the process. The natural gases are generally used for the
cleaning of the pipes in the gas stations as the debris collected over time in the pipes can cause

Cause behind the accidents:
The cause behind the Connecticut accident was sheer act of negligence. Siemens is a
reputed company. The Cleaning Force Ratio was provided by the company for the Kleen Power
Plant. For the purpose of cleaning, the natural gases are used. For the cleaning purposes, certain
amount of the gas is used to remove the debris. Though in this case there was no upper limit of
the gas flow set by the company. This resulted in the excessive flow gas in the system which
ended in explosion.
The causes behind the explosion in the China was not known, though the gas leakage
assumptions are made on the primary basis.
Mitigation techniques:
The natural gases are always needed for cleaning the gas station’s pipelines. Hence, they
should be handled accurately. Safety meetings have to be constructed discussing the risks of the
using gas for cleaning.
The gas leakage is the main cause of the explosion in maximum cases. This is because
the gases used in the gas stations are highly explosive in nature. Even a small spark can ignite the
entire system. Hence, testing should be done repeatedly before loading and unloading the
tankers.
Any sort of explosives or items that can initiate explosion should be brought near the
places where the gas are stored. The gas must be stored in an area which is completely leak proof
along with controlled temperature.

The pipelines may get corroded or damaged. Maintenance should be done on the daily
basis. The valves must be checked to prevent leakage.
Proper training of the employees can be beneficial as it leads to systematic survey of the stations,
which leads to early detection of the reason that can cause explosions in the gas stations.
Conclusion:
From the above discussion it can be concluded that professional engineering factors are
very much important for successful completion of the project. In this paper various aspects of the
professional engineering factors has been discussed. In the first part of this report summary of
the project has been discussed. Following that, various types of environmental issues due to the
project has been discussed. After that in this report important ethical consideration related with
the project has been discussed. This report has also presented two important case studies where
in the first case study clear case of negligence has been demonstrated where in the second case
study an unforeseen accident has been discussed. Both of the cases has been explained clearly in
this report.
