INTRODUCTION
Every child, member and parent is considered as the member of the society and has
different requirements. It is important for the parents to understand and engage with their
children in order to know he needs and requirements and act accordingly which can be helpful in
their development. Childhood is considered as the universal feature of the human life and is the
natural stage for the development of the children. At this stage it is important for the parents to
understand and communicate which can be helpful in their development and also builds healthy
relation with the parents. The essay is based on the children, young people and families and
covers the concept of childhood and various key elements of the family life and childhood.
Various changes in the life of the children is also reflected in the essay and factors that can help
in improving the life of the children.
ESSAY
According to the Wilkinson, (2021) in the 17th century children were considered to have
lack of discipline and self-control and is believed that they should requires proper understanding
and should be disciplined that will help in the further development of the children. But in the 18th
century the state is totally different and things changed and was believed that children who are
born in the poor families were expected to work as soon as they can and manage the
responsibility of the house. On the contrary the Brando, (2022) stated that in those times the
discipline was strict and punishment was normal. It has been observed that in 19th century, many
families put their children to work in the farms as labour for their survival but in case of the
wealthy children was different. But in the present century, the situation is totally different is
reflected as the modern childhood. In the present times, teachers and parents both work together
and put their efforts for the development of their kids. It is seen that teachers, communities and
parents work together so that their children can easily be able to communicate and also for their
further development. According to the Moody, and Darbellay, (2019), today also there are many
places where the children who are born in poor families have to work for their survival. Several
children today don’t have access to education due to the poor situation of the family. In the
present time and due to the advancement in the technology has created opened various options
for the children that can helps in their development.

Family is considered as the basic a fundamental social unit in the human life around the
world. It is very necessary to ensure that the family should be consistent in the life of the child.
The children should be righted from the birth should be taught to involve and spend time with
the facilities. It is also necessary to communicate with the family members as it helps in building
healthy relationship and also helps in knowing the preferences and choices in the family. In the
past centuries, it was observed that children spend most of the time with their families which
help in creating a strong bond between the family members(Arndt, and et.al., 2018). In the
pastime there was less technology and children prefer playing outdoor games with their friends
but in the present time and with the evolution of the technology it Is seen that the children are
more interested in playing games on the smartphones and that have the least involvement in the
family. It is necessary that children should be taught the importance of family and increase the
involvement with the family members.
It has been observed that due to various changes in the family structure also affects the
lives of the children. Various policies and regulation have been made regarding the protection of
the children in the UK. It was being observed that over the period and with the increase in the
crime against the children such as child abuse and deaths which has forced the government to
make laws and strict regulations for the protection of the children(Masten, 2018). In the 19th
century it was observed that there was no protection and laws against the children but later a
committee was introduced that was Care of Children Committee which focused on providing
recommendation about the care and protection of the children. The Children Act 1989 provides
the legislative framework regarding the child protection in England. The key principles involve
in this act is that it highlights that children welfare is the paramount goals of the act. The social
construction of the childhood refers to the ideas that the childhood is created by the society
rather than it is determined by the biological age of the child(Pentaris, and Oresanya, 2021). It
has also observed that childhood has undergone a dramatic changes in the process of social
construction.
The idea of childhood is associated with the awareness of the specific nature of the
childhood and it was observed that this awareness was lacking in the ancient times. In the
historical times it was observed that the child can live without their mother after attaining at an
age(Lindsey, 2020). . The modern concept of the childhood is based on the whole great project
related to the education that ensures that the children should grow up as a well-educated adult. In

the present time parents has become aware about the eduction and development of their children
and focus on investing their time and money on their education and development. Various laws
and regulation have also implemented which focuses on mandatory education for the children till
certain age that will helps in learning and development of their skill and focus on enhancing their
knowledge(Frost, and et.al., 2019). The government had made various regulations regarding the
protection of the child abuse and promoted eduction for the development of the children.
With the increase in the inequalities and discrimination with the children and also with
the rise in the crime rates against the children, the government has introduced and make reforms
in various laws for the protection of the children form the offences and child abuse. From the
statistics it has been observed that in various countries' child abuse id increasing and after
analysing the rate the government has taken various measures for safeguarding the rights of the
children. Safeguarding refers to the measures that encourage the safety and protection of the
children and to save them from the offences such as protecting the children form abuse and ill-
treatment, preventing the children from any harm that is threat against their development and
growth(Webb, and et.al., 2020). The children have right to education and various laws have
been enacted by the government in the support of providing free education to the students and
also promote the goals of quality education for the children. Education is the key to social and
cultural right and also plays a very important role in reducing the poverty and also for the
development of the children.
Article 28 and 29 focus on the right to the education and altos on the quality of eduction to the
children. Article 28 states that right of students to education and take appropriate measures to
ensure that school discipline is administered in a manner that should be consistent with the
child's human dignity.
It is observed that inequality affected the health of the children. It is also seen that
poverty is the major factor that limits the growth of the children development and aloes affected
their right to education. The implementation of the policies and laws have helped the children to
access to the education but today also there are various areas where still children are working as
labours due to their poor family condition. Initiatives are taken by various organization and
NGO for enhancing the goals of quality education and helps the children in their
development(Power, and et.al, 2020). The schools should implement such programs which

minimizes the inequalities and discrimination as every child has their own learning style and
level of the understanding.
Vulnerable children refers to the age group that is below the age of 18 years whose safety
, well-being and development is at risk due to lack of inadequate care and access to resources
which helps in the development of an individual. It is very important to keep the child healthy
and well nourished and ensure that they are supplied with the necessary equipments to ensure the
safety and health of the child. It is very important to protect the children and their families form
the various diseases such as malaria is also necessary to ensure that the hygiene practices are
followed by the children. It is observed that many children live in the areas where the water is
contaminated which causes infection in the children and affect their health. It is also important to
promote education for all and educate other people which will ensure development of the
children and also enhances their development.
There are various factors that contributes to the child vulnerability i.e. Disability, Mental
health difficulties, maltreatments , parents health behaviour etc. UK has taken various measures
for the well-being of the children and framed various strategies for the development of the
children. The approach focuses on considering various dimensions of the welfare of the children.
The two approach that can be taken into account are the systematic and holistic approach which
focus on the core areas. The primary invention which address the root causes of the vulnerability
in the children and also solve the issues that is related to the inequalities regarding the children
and young people(Bywaters, and et.al., 2019). The other is the early intervention that focuses on
providing support to the children and their families and the last is the mitigating of the negative
impact and ensure theta timely services are received by the institution. The approaches used
mainly focuses on reducing the number of children that are vulnerable to poorer outcomes. There
are various risk factors involves which can be barrier in the development of the children and the
presence of the protective factors can have positive impact on the children(Webb, and et.al,
2021). Every childhood is a critical stage for the development and inequalities faced by the
children affects their health and also creates barrier in their development.
Recommendation
It is recommended that the Health boards should ensure the social as well as emotional well-
being of the vulnerable children by implementing the Health and well-being strategy which can

be helpful in finding effective ways to address the health inequality. The board should implement
a plan that should yield positive outcomes to ensure healthy child development.
It is also suggested identifying the needs of the vulnerable children and ensure that the health
relationship should develop trusted relationship with the families of the vulnerable children and
also considering the needs of the children(Pearce, and et.al., 2019). The health care services
providers should visit the vulnerable children and families and provide assistant by the nectarine
nurse in order to ensure about the development and well-being of the children and also the
families. The local authority should ensure that the vulnerable children can access to the
education which will helps in their development(Conti, 2020). The manager and early education
service providers and also childcare services should ensure that all the children can be benefited
from the services provided.

CONCLUSION
From the above essay it can be concluded that is very necessary for the parents to spend
time with their children in order to understand the needs of their children that will helps in their
development. There are various areas where the children have to work as labour for their family
survival and poor condition of their family. In the present time it has been observed that children
do not involve and do not spend time with their families which creates gap between them.
Various policies and laws have been enacted by the government in order to protect the rights of
the children and also protect form the child abuse. The goals of quality education should be
promoted so that every child can have access and benefit form the education.
