a) Identify the ethics of the Central act:
Followed by the professional ethical principles which has stated that in professional
field a person must do works for the betterment of the society as well as for the individuals.
Along with that it has also stated that no action of any individual should harm the population.
Thus, from the analysis of the central question it has been noticed that this act has the
intention to improve the application of Artificial intelligence for the betterment of the
population.
b) Necessity of Artificial Intelligence Legislation in order to avoid
serious consequences:
AI is an advance theory to perform activities by utilizing the human intelligence such
as decision making, speech recognition, visual perception as well as the translation of
languages (Russell and Norvig 2016). However, according to studies it has been noticed that
there are several limitations related to the application of Artificial Intelligence thus, followed
by the central question it is essential to identify the importance of legislation for Artificial
Intelligence, after analysing those risk factors the identified factors includes the problems
related to data privacy, accuracy of decision made by AI, information accessibility and issues
related to the supervision of human (Nilsson 2014). Thus, after analysing the central question
based on the virtue theory two significant aspects has been noticed which includes the data
confidentiality and human supervision.
c) Comparison of the two selected virtue:
According to the theory of virtue, it has stated that individual’s personal data cannot
be accessed for any organizational benefits or personal usage. Thus, the morality of the act
towards developing legislation of AI application have a significant approach towards
restricting the system to access data without being permitted by the owner of the targeted

data. This will help to keep the data confidential as well as a proper guidance of accessing
user data will provide protection to the user information for any sort of illegal usage (Samek
et al., 2017).
Apart from the above theory of ethics the issue related to the supervision of human
has also being observed by the analysis of several studies. This issue stated that however
there are several advantages of machine automation but it has been also noticed that in
several sensitive fields like the medical operation as well as in the transportation the
application of AI is increasing, knowing the fact that AI system might work human
intelligence but it is not accurate as the human brains while handling analysing the human
sentiments and feelings (Russell et al., 2015).
d) Application Kant’s theory-
i) According to several studies Kant’s theory is one of the application of
Deontological theory which states that the a action will be defined as a good
action if the action has good intention for the betterment of the population no
matter what consequences are there in that action. As the central question has an
intention to improve the application of Artificial Intelligence thus it can be stated
according to the Kant’s theory that this act has a positive morality.
ii) According to the Kant’s theory the act stands for good purpose as well as it opt to
full fill the other ethical aspects thus, it will be considered as a good action.
iii) The general rule of Kant’s theory is not self-contradictory as it stands for the
betterment of the community not only for an individual.
iv) Kant’s imperative theory stands to obey the commands thus, after analysing this
central statement it does not violates the Kant’s rule as it has follow the command
by providing benefits to the entire community (Kohl 2015).

v) No the general rule does oppose the act of the central question as both of the act
has the objective to enhance the life style of the population as well as the
providing benefits to the community.
vi) According to the kant’s theory the central act related to apply the legislation in the
application of Artificial Intelligence does not violated the ethical concern, as it has
the purpose to protect the community from harmful aspects which can cause by
the misuse of the AI application (Dierksmeier 2013).
e) The Conclusion:
After analysing the morality of the act which is mentioned in the question it has been
observed that the purpose of the mentioned statement is to implement the legislation related
to the application of Artificial intelligence in order to mitigate the risk factors caused by its
application. From the analysis of the application of AI based on the Utilitarian theory, Ethical
theory of Virtue as well as the Kant’s theory it has been noticed that all the ethical theories
has the major concern to provide happiness as well as a safe environment in their livings.
Since, the application of Artificial Intelligence has several limitations related to the data
privacy and technical performance of the intelligence system thus, it can be concluded that
the approach towards implementing legislation in order to restrict the utilization of AI can
help to mitigate the identified risk factors as it will provide proper guidance about the
utilization of AI which might help the user as well as the service provider to create a safe and
trustful environment for individuals as well as for the community.
