Functional Overview
Problem Statement
Countries have different agencies that manage exports and imports of commodities.
Most of these agencies are independent of each other. Some of the agencies may have
independent systems for managing the exporters and importers as well as issuance of export
and import licences. Due to several levels of approval by several agencies, approval of a
licence may take days or weeks to come through.
Usually, importers and exporters are required to move from one agency to the other
example import licensing agency to the custom clearance for tax payments and verification.
The licensing agency may deny a licence if the taxes are not cleared. In other cases the taxes
department may manually send an agent to verify the licence and the commodities being
imported.
This process becomes very hectic and time consuming. Verification and issuance of
licence may take longer than necessary. There may also exist a lot of redundant data between
agencies. It is also very hard to track on exporters and importers history from a central point.
In addition, loss of revenue due to unpaid taxes may be present especially due to lack of
proper tracking of exporters and importers.
Proposed Solution
There is need for a web based platform which can interconnect all licensing and
agencies involved in export and import management. The platform provides interfaces and
API that can fetch and post data to existing systems. Exporters and importers should be able
to create their accounts, apply for a licence, and declare their export or import commodities

and clear with customs –for example, by uploading tax clearance or payment receipt
numbers. On the other hand different agents can be able to view for applied licences and do
approvals or rejections based on the provided documents. Any process application done
should send an email notification to the relevant agency. On the other hand, any approval or
rejection should send an email alert to the person who applied. The platform should also
provide API to pull data to other agencies’ systems.
Benefits of the proposed solution include improved services to citizens, cost
displacement savings, efficient and effective management control, improvements in
information handling and fast in problem identification (Kaiman, 2014).
Modules involved
i. Access management Module: Allows the system admin users to give admin
privileges to other users as well as managing the userid/passwords of all the
agencies
ii. Exporters/ Importers management: Allow exporters and importers to create their
own accounts.
iii. Classification of goods in light of the purposes of entry/exit: Provision of
commodity codes, attached duties and other import / export requirements.
iv. Licensing: Application, approval and or rejection of licences.
