Introduction
Providing health care service to the citizens of the country is one of the main task of the
government of the country. For providing better service to the citizens and the patients it is
important for them to establish a health care centre which would help in providing best service to
those who are in emergency (Lee and et. al., 2016). Hence for fulfilling this purpose the national
health service was developed by the government of the country. This was formed in the year
1948 around 40 years ago and is headquartered in Richmond house, London, England. The
department currently holds around 1.4Mn employees and is the subsidiary of department of
health and social care. As a senior medical provider in the general medical ward in NHS here the
report contains the discussion on the social, political and the ideological factors which led to
introduction of NHS. Also various reforms that happens in the national health service are
discussed here in the report.
Task 1
1.1 Discussion on the social, political and ideological factors that led to the introduction of NHS.
It is seen that the requirement of the health service for the citizens of the country was
developed when firs old age pension act 1908 was developed. It was considered as Britain's first
state pension which was financed through the general taxation. In the controversial novel of the
Citadel which was published in the year 1937 had framed a structure of debate where the severe
inadequacies in the health care department was introduced. It was seen that national health
service was one of the main fundamental assumptions which gave the indication for formation of
the department which would influence national health service.
As it is seen that the health policy which is framed today were initiative of public and
private agency decisions which were taken many years ago. In the year 1848 to 1906 it was seen
that there were the political shift that enabled the decision to create a labour party to join
Churchill conservative (Keehan and et. al., 2015). Also the publication of the Beveridge report
on the social insurance helped in reviewing the ideology for social policy so as to reconstruct the
health care service department in the country. This would help in betterment of the country as a
whole. As the labour government is recognised as the government which helped in creating a
modern welfare state. Hence for the first time the labour government proposed creating a
national health service which would be available to all the citizens of the country and the would

be funded through the national taxation system. It was the decision of Bevan who decide to
nationalise the general hospitals and which represented a major shift from the coalition of the
health policy and also reflected the change in the political power of the country.
It was seen that in the year 1945-1948 the major factor which influenced the creation of
national health service was the great depression in the early 1930's. Also the citizens of the
country were forced to go to the existing healthcare departments for financing and health care
assistance. This happened due to the severe impact and the depression that had on unemployment
in the country (Harris-Kojetin and et. al., 2016) Due to this many citizens of country who
required the medical benefit were not able to get these benefits as there was financial problems
that were occurring to them. Which resulted in loss of their right to the welfare assistance.
In context of national health services, number of policies has been established in order
provide benefits to people for their comfortable living. Initially, Public health Act in 1848 consist
water supply and improving sanitary condition which facilitate to reduce spread of infectious
health problems. Secondly, Local government Act 1929 refers that local authorities should take
steps to establish care homes that became municipal hospitals through up gradation in order to
provide healthcare services to people. Thirdly, Old Age pension 1908 can be described as first
UK pension which has been financed out of central taxation and this amount paid to those
citizens who has below £21 a year for improving their standards of living. Moreover, National
Insurance Act 1911 is an act of parliament in United Kingdom that consist foundation of modern
social welfare in UK and forms part of wider social welfare reforms of the Liberal Government.
Social idea consists the criteria of conduct an analysis regarding poverty in the nation in
order to determine present issues to make effective solutions of the same. However, it involves to
find out causes of poverty which are categorised as infirmity, age, unemployment due to
alcoholism, criminal behaviour or laziness. Meanwhile, this is responsible for highlighting a shift
in ideology towards the social issues of the time. At the other hand, National Health Service
(NHS) and community act was made in 1990 allowing an internal NHS market along with heath
authorities, GP fundholders and other health organisers. These all are responsible or providing
medical services and care facilities to needy people in respect of improving health status of peopl
at national level in United Kingdom.
In the year 1941 government of the country commissioned a report which helped to shape
the post war Britain. This helped to produce the report so as to eradicate the saying about Britain

helped to create the The NHS was started in the year 1948 in society to help the people to get
health care service free of cost and to provide a better environment for health. NHS started to
perform its duty as and when the trust was created. It was seen that no new hospitals were built
and nor new doctors were employed for this purpose (Guest and et. al., 2017). As a result of this,
poor people who went without having a medical treatment now have an access to the service of
health care. At its launch by Bevan on 5 July 1948 it had at its heart on the three core principles
which includes that,
It meet the needs of everyone.

It be based on clinical need, not ability to pay.

of the main organisation which helps in giving better health care service to the users. Also there
were various political and social factors that gave rise to the requirement of National Health
Service to establish in country. Main function of National Health care service was to provide the
