Introduction
This report is focused on applying lean project management that will be helpful to
organize a prestigious world class event “FIFA 2022 World Cup football tournament” in Qatar.
The illustrations in this report are presented to identify and elaborate the processes that are
required for managing stakeholders. Further, the stakeholders that are critical to this event has
been illustrated in this report. Another essential aspect that has been presented in this report is
the ways in which lean project management could be applied for the event. Apart from that,
various project management methodologies have been taken into consideration to present the
processes that could be used to implement lean project management.
1. Identification and elaboration of the process for the event
1.1 Processes from PMBOK for stakeholder management
The management of stakeholders is an essential element to ensure success of a project or
event. Stakeholder management includes identifying people, groups or maybe organizations
which may be affected or may have impact on the project. It has been identified that there are
four major processes for stakeholder management in PMBOK. The description of the processes
for stakeholder management according to PMBOK is presented as below:
Identifying Stakeholders: In this process, people, groups or organizations will be identified that
may be affected or have impact on a project. The level of interest, power and impact of various
stakeholders will be analyzed with the help of this process. It is essential to identify the
stakeholders at the beginning so that appropriate strategies could be implemented for ensuring
that stakeholders could be managed efficiently (Nicholas & Steyn, 2017). The identification of
stakeholders prior to execution of the project will help to achieve positive outcomes and the
negative influences could be minimized. The stakeholders have to be identified at an early phase
of the project so that suitable business strategies could be designed and developed. It will ensure
that there is positive influence of the stakeholders by reducing the negative impact. There are
various tools and techniques that are widely used for identification and analysis of the
stakeholders. Project manager should ensure project success with the help of significant
influences that will be identified initially and managed effectively. The judgment from experts
will also help in identification and analysis of the project stakeholders (Sunder, 2016). The

development and design of a stakeholder register illustrating their interests, power and influence
will help to identify the stakeholders easily.
Planning Stakeholder management: In this process, the planning of strategies for stakeholder
engagement will be developed efficiently so that stakeholders could be involved in every stage of
the project. This process will include identification of the stakeholder expectations so that they
could be managed effectively. In this process, the communication requirements will be also
taken into consideration to ensure that the stakeholders are well aware of the deliverables of the
project (Sohi et al., 2016). The efficiency of the stakeholders could be implemented and the
improved through proper stakeholder management plan. In this process, the relationship between
the team members and stakeholders will be developed and maintained to ensure that successful
deliverables are achieved from the project. Further, a review be carried out on a regular basis and
the stakeholder engagement level have to be adjusted accordingly to align with the project
progress in case required. In this process, the stakeholders will be managed on a continuous basis
and in an iterative manner.
Managing Stakeholder engagement: This process will comprise of identifying and satisfying the
needs along with handling issues that may occur while maintaining stakeholder engagement in
the project. The main aim of this project is to increase the support and reduction of resistance
with the help of effective management to ensure engagement of internal as well as external
stakeholders (Elias, 2016). The involvement of stakeholders is an essential aspect likewise the
determination of their influence is also a major factor to ensure success of a project. The project
managers should be able to determine the influence and impact that the stakeholders will have on
the project prior to beginning of a project. The influence of the stakeholders continues to
decrease with the progress of project. The management of stakeholders efficiently will help to
decrease the risks so that there will be increased chances of project success. The managing of
stakeholders with efficiency will result into increase the chances of achieving the desired
requirements of the clients. The involvement of stakeholders will lead to success of a project
through proper planning and effective management.
Controlling Stakeholder engagement: In this process, the relationship of stakeholders with the
project are monitored and controlled. The engagement of stakeholders is ensured according to
the strategies aligning with the project goals and objectives. In this process, project management

plan is considered as input that consists of the plan for stakeholder management (Kerzner, 2017).
Another input is issue log which comprises of the various issues that may arise or that has been
identified in context to the project. The engagement of the stakeholders can be ensured through
utilization of suitable application or system during progress of the project such that the
deliverables are achieved as per the requirements. In this process, meeting as well as expert
judgment are used to determine the effectiveness of stakeholder engagement strategies
(Browning & Ramasesh, 2015). The engagement of the stakeholders will help to achieve
successful outcomes from the project so that it can be a success. The performance data is being
collected in this process with the help of various control processes which reflects present status
of the project.
1.2 Critical stakeholders for the event
Stakeholders are considered as the individual or group of individuals and even
organizations that may have impact or may be affected from the event. The identification and
analysis of stakeholders is an essential step that have to be taken to ensure success of the event.
The engagement and management of stakeholders efficiently is required for effective decision
making and completion of the event successfully (Layton & Ostermiller, 2017). In order to
accomplish the project successfully, the project team have to be identified properly and roles
should be assigned to each stakeholder to ensure that the activities are completed as per the
desired goals and objectives. The stakeholders that has been identified in context to this
particular event are listed in the below table:

In the above table, the stakeholders associated with event has been identified along with
their power and interest. From the above table, it can be identified that different stakeholders
have different level of power and interest. The power and interest of the stakeholders are
classified as High, Medium and Low. Hence, from the analysis of different stakeholders it is
evident that every stakeholder has an important role to play in the event.
2. Ways to implement lean project management for the event
Various ways are there in which lean project management can be implemented for the
event and following the professional lean project principles will help to govern the project in an
appropriate manner. The application of lean project management processes will help to resolve
the issues during project execution and accomplishment of the event successfully. The
application of lean principle will help to provide a clear direction to the project. The lean project
management principles or practices that will applied to align with the goals and objectives of the
event are listed as below:

Elimination of waste: It is considered as one of the leading principles of lean project
management. For eliminating wastes, appropriate techniques have to be applied so that the
resources could be utilized efficiently (Rantala, 2018). The used resources could be utilized in
future similar projects.
Focus on customers: During execution or implementation of the project, customers
should be given the utmost priority. The demand and requirement of the customers have to be
taken into consideration to ensure success of the event.
Association of team members: The involvement of team members is an essential aspect
so that the project could completed successfully within estimated time as well as budget (Parker,
Parsons & Isharyanto, 2015). The active participation of the team members will ensure proper
delivery of the project.
Identification of value stream: The value stream has to be identified properly so that the
process for elimination of wastes could be carried out successfully. The value stream is an
essential element that have to be considered for elimination of wastes by the project manager
through required activities.
Focus on time: Time is an essential element that should be considered while executing a
project. Lean project management principle itself focuses on effective time management and it
involves the approach that could be implemented for optimizing the overall project duration
(Pham & Pham, 2016). The effective management of time will ensure that delays in the project
could be avoided and mitigated. The practice of lean project management will ensure that the
desired deliverables are achieved through proper time management strategy.
3. Identification and elaboration of processes for implementing lean project
management
The various processes from different project management methodologies could be used
by the project manager to implement lean project management for the FIFA 2022 World Cup
football tournament. The processes from the various project management methodologies that
could be used for implementation of lean project management are presented as below:

PMBOK: In this methodology there are various processes that are grouped as various
phases of a project. From the five different phases, the initiation along with monitoring and
controlling could be used for implementation of lean project management. The beginning of the
project has to be done as per the processes in the initiation phase (Galli, 2018). The processes for
monitoring and controlling of the project could be used for successful execution of the event.
The phases in this methodology are interrelated that could be applied to achieve the desired
expectations of the stakeholders. The team members and clients will be engaged at every stage of
the project so that the event could be completed successfully. The waste elements could be
managed efficiently with the help of monitoring and controlling activities.
PRINCE2: In this methodology, there are overall seven processes that could be
implemented in context to the event. Directing the project is one of the essential process in this
methodology which could be applied to achieve lean project management. For the event FIFA
2022 world cup football tournament, it is necessary to form a project board such that the
execution can be carried out by following the determined schedule (Christensson & Landstrom,
2015). The project scope will be defined well in advance before initiation of the project. From
this methodology, other processes will be also utilized to manage risks, quality and
communication requirements of the project.
Organisational Project Management (OPM): It is considered as a framework that is used
for aligning project, program as well as practices of portfolio management with the strategy and
objectives of the organization. The process from this methodology that could be applied for
implementation of lean project management is continuous development (Timans et al., 2016).
Lean project management also relates to the same concept of continuous development which
could be used to successful execution of the event. The application of this process will ensure
that the resources could be utilized properly and transferred as resources for another future
similar projects.
Agile Practices: For implementing lean project management in context to this event, the
most essential process is Quality assurance. The steps required for quality control and assurance
will be included in this project to ensure that quality outcomes are delivered from the project.
The quality monitoring and controlling will provide support to promote the event and ensure

successful completion. Quality assurance will help to determine the quality and completion of
the event aligning with the organizational goals and strategy.
Lean Six Sigma (DMAIC Methodology): The implementation of this methodology will
focus on elimination of wastes from the event. The application of the processes included in this
methodology will be helpful to eliminate the wastages of resources as well (Laureani & Antony,
2018). For mitigating the challenges that may arise during the event due to unidentifiable
reasons, the application of five process could be applied. DMAIC methodology includes the five
processes as mentioned below:
D (Define) – This process will comprise of defining the problems that may occur during
execution of the project. The definition of the project and controlling mechanisms will help to
implement lean project management.
M (Measure) – In this process, the problems will be measured with the help of
performance metrics or KPI’s. The measurement of problems will be carried out through this
process to ensure that those could be mitigated at an early stage (Sohi et al., 2016).
A (Analyze) – Through this process, the problems will be analyzed effectively so that the
event could be completed successfully along with fulfillment of the desired goals and objectives.
I (Improve) – The problem areas have to be improved so that there are no issues during
execution of the event.
C (Control) – The problems will be controlled with the help of this process for project
governance as well as completion of the event according to the goals and objectives.
Conclusion
The overall discussions carried out in this report illustrates that application of the
processes from different project management methodologies will help in successful
implementation of lean project management for the event. The wastes could be managed
efficiently with the use of lean project management for the event. There are some constraints that
if the processes are not identified properly or inappropriate application of those processes for
stakeholder management could lead to failure of the event. The effective management of
stakeholders and a suitable stakeholder management plan will help to manage the event

efficiently. The capital estimated for the event have to be utilized properly so that there is less
wastage with the application of lean project management. The identified stakeholders associated
with the event have to be engaged at every step to ensure effective decision making. The
PMBOK processes for stakeholder management will help in successful execution of the event.
