INTRODUCTION
In the UK, the occupational health deals with the various aspects of the health and safety in
the workplace. According to World Health Organization (WHO), the primary function of the
health and social care organisation is to ensure their employees that the health prevention
from the hazards can be practised. It has been aforesaid that "Health is the state where
complete mental, physical and social well-being of an individual is examined”. It is merely
undertaken in the absence of disease or infirmity”.
There are some concern areas to which the organization actions are dependend. This has
ranged with the maintenance and promotion of worker’s (Hancock, 2015). The case of the
Fleetwood Hill home care has been carried out in the assessment in order to present the
review of the legislation, policies and procedures for spreading information. This can help
in understanding the risk assessment and policies on health and social care system.
The aim of the assignment is to present the knowledge of the health and safety practices in
social care organization. The effect of the policies and procedures which are relative to the
health and safety at the workplace can be directed in the study.

TASK 1
1.1 Review systems, policies and procedures, which the new director
implemented, to ensure that information on health and safety is properly
communicated in accordance with legislative requirements
The Fleetwood Hall Home refers to a deliberate system which provides the statement of the
guide decisions and rational outcomes to the policies. It has been stated that in order to
meet the requirement of the health and safety under the Care Quality Commission (CQC)
reference to the policies like RIDDOR, COSHH and Manual Handling of the patients has been
addressed.
The importance of the RIDDOR policy in health and social care plays a major role as it
reports to injuries of the patients. With the help of RIDDOR, the regulations are made on
the premises in order to control the specified workplace incident. This can also help in
preventing the dangerous occurrences and diseases. It is necessary to continue the
regulatory practices (Loeppke, et al. 2015). The prevalence of the RIDDOR reports alert
enforcing authorities help them to investigate serious incidents. The activities that help in
maintaining the specified dangerous occurrences at Fleetwood Hall Homecare. The CQC
noticed under the dangerous occurrences in 2013 that there were some severe incidents
that took place at the Fleetwood which were not safeguarded with the effective concern for
implementing RIDDOR.
Other than this, COSHH stands for Control of substances hazardous to health regulations.
This regulation has presented many controlled substances with cleaning the locality area
where the patient is being resident. The Fleetwood care home people are unaware of the
dangerous substances. This can direct towards the cleaning substances, harm and spray
through which the needs to be kept locked in the stored places (Gilbert, 2015).
Verbal communication can also help in directing the communication with the exchange
program which helps in promptness of the talking to the service users. The role of
5

exchanging ideas and maintaining a healthy environment in the organization can be
configured with the help of the verbal communication.
On the other hand, written communication directs the people’s complaints towards the
Fleetwood. This involves any kind of the message such as – through letters, post in
complaint boxes and through e-mails. Thus, this means of communication can help in
managing the activities of the Fleetwood.

Further, the graphical representation can also help in managing the activities of the
organization. This can indulge staff to be trained with the informed methods such as DVDs
(Berry, et al. 2017). The Fleetwood can utilise the display of the signboards in order to
make people aware and safeguard from incidence.

1.2 Assess the responsibilities for managing health and safety also apply to the
Fleetwood Hall Home Case Study in relation to its organisational structure
Responsibilities are the state of being answerable to certain duties, obligation and liability
(Berry, et al. 2017). The role of the responsibilities in managing the health and safety
prospects of the business are carried out with the help of health and safety executive,
managers and social care specialist in the Fleetwood. The employees of the Fleetwood are
also considered under to be the part of the undertaking responsibilities.
Health Safety Executive (HS) is the person who responds to the duty of primary
evaluation of the organization. He can perform his duties without informing the
organization authority. This task is undertaken in order to correct the things that are
leading to the fatal accidents. The report of fatal accident can cause such ways to stop with
any accident to repeat itself.
The Fleetwood Hall Home manager is responsible to maintain the activities of the
organisation as per the health and social care act 2008. The Fleetwood Hall in the
presence of the HS executive requires to maintain discipline and procedures of the
organization which were adopted (Hancock, 2015). The adult safeguarding policy of the
Fleetwood did not meet the expectation of the HS executive and reflect to prohibit those
areas. It is necessary for the organization to follow policies and make sure of everything
running smoothly in the organization. It also requires regular improvement of the services.
Employers at the Fleetwood are access to the duties of training the staff and making them
update with their regular duties. They are also responsible for managing the risk
assessment activities of equipment. In Fleetwood, Hall staff did not have the adequate
training in handling the equipment and cleaning of the chemicals which can mark difficulty
for the organization.
Employees are responsible to gain the responsiveness of the training provided to them
and keep their knowledge about the organization activities updated from time-to-time.
This can help them in managing their work. However, the Fleetwood has always limited
their training to the employees which depletes to the function of the organization (Reese,

1.3 Analyse the health and safety priorities for the service chosen
A priority in the health and safety is the effective feature through which the observation of
the services can be transfigured (Nordlöf, et al. 2017). There are certain legislations which
help the Fleetwood to maintain the priorities of their business. The legislation like RIDDOR,
Fire Precautions, COSHH and First Aid. This report on the incidents which are associated
with managing the organisation with the detected staff needs for training. The Mental
Health of the patient result in the risk assessment needs of the organization. Therefore, it is
essential for the Fleetwood Hall home to help care assistants with the value. The role of the
business with so much money as compensation can be given to the people in case of any
accident occurs.
This result in reporting of the manual handling incidents which is caused by the faults
occurred with the inappropriate behaviour of the staff. However, this certain action results
in the loss of the company and can sue to the relatively minor incidents. There are certain
actions through which anything that reported with the impact of the managerial reduces in
the accidents in future can also void with the accidents from happenings and lessons which
are not learnt at times (Reese, 2015).
Manual handling helps to control the mental people with inappropriate behaviour. Staffs
are trained with the different measures to handle such patients from getting them injured.
Thus, this activity involves the service users, staff themselves and other members
associated with the patients from getting injured. The members can help in the hoist,
transferring boards and sling. Thus, this enables safe transfer and hurting yourself with the
service users. The major disadvantage of the service is that they require to save money
while handling the equipment’s (Crawford, et al. 2017).
The users must also keep a check on the hoist and sling with the right to avoid accidents. In
case of the Fleetwood hall home, one lady felt from the sling as it was slightly big in size to
track her. This accident leads to the safeguarding and penalties to the staff and
organisation. Thus, it is necessary for Fleetwood hall to administer their manual handling
to overcome such incidents. The height to maintain professionalism is required.

TASK 2
2.1 Analyse how information from risk assessment informs care planning for
individuals and organisational decision making about policies and procedures
which would avoid incidents similar to the ones given in the case study.
Risk assessment is the task which is performed at the health and social care in order to
weigh whether the precautions that are taken are reliable for the safety of the patients
(Crawford, et al. 2017). It also helps in assessing the need for the precautions that are to be
taken. Further, reduction in the risk of the incidents that can take place at Fleetwood hall
can be recorded. Risk assessment is a legal requirement of health and safety organization.
It is essential to ensure the employees and patients with the reasonable risk under the Act,
Health and Safety at work Act 1974. This can also vary the risk of practices such as
wheelchair parking in the corridor, splitting of the water on the floor without signage.
Thus, it indicates the stages of risk assessment in the Fleetwood hall home.
The identified risk can help significantly concentrate on maintaining the records of the
harm at the workplace. There are different members who can suffer a problem with the
hazard are contractors, members of public, cleaners and other. Thus, it can be evaluated
with the risk of including open sockets with the reduced aims at the risk and need to follow
the principles of prevention (Loeppke, et al. 2015). The significant findings of the
Fleetwood Hall home have been recorded with the risk assessment management technique.
The presence of new machinery, substances can lead to new hazard with the assurance of
taking precautions from time to time. Henceforth, this can help in reviewing the set of the
Fleetwood Hall home.
Care Plan is the means through which the communication and organizing the needs of the
change in the nursing staff can be affected (Vinnem, 2014). This includes feeding, mobility
and needs of the people associated with the organization. It can access the reduction of the
risk by deterioration of the client's health. The Fleetwood hall home is suspected for not
maintaining the risk assessment or safeguarding the patients and employees from harm.
The recent needs of the clients and staff members are not reviewed. Therefore, it is
11
Document Page
important for the Fleetwood to review their care plans and carry out inspection for the
essential update for fulfilling the needs.
12

2.2 Analyse the impact of one aspect of practice to individuals in relation to
Health and safety policies in the case study
Manual Handling Operations Regulations (MHOR) 1992 is the process of transporting
or supporting a load by lifting, putting down and pushing or pulling the weight by hand
(Dunlop, 2018). It is the bodily force which helps in reduction of the number of
Musculoskeletal Disorders (MSDs).
Advantages of Manual Handling: There are certain advantages of the Manual handling.
Through manual handling, reduction in the accidents whereby harm to the service users or
employees is encountered. The reduction in the accidents can be gained with the help of
the making effective compliance under occupation safety of health at the social care. The
presence of the policies and procedures which helps in maintaining the consequences of
good reputation in the business can be attained.
It has been foreseen that the sometimes the patients suffer muscles lateral disorder injuries
due to improper handling of the machines. Therefore, it is necessary to provide financial
resources to the employees must be acknowledged for the sick pay in order to prevent
them from operating wrong (Crawford, et al. 2017). The Fleetwood hall home staff also
configured with the same consequence of inadequate training to handle the manual
machines. Therefore, non-compliance with the proper manual handling can lead to
increase in fines and sued for many accidents or harm.
Puwer stands for the provision of handling the equipment and regulation deals with the
work equipment. This also aims to safeguard the people whenever deadlift operations are
carried. The lifting operations and lifting equipment regulation 1998 or Loler provides
the piece of the legislation which can be replaced by using the lifting equipment. Thus, it is
highly effective for the Fleetwood workers to get proper training in the manual handling of
the equipment in order to reduce accidents at work.

2.3 Discuss how dilemma encountered in relation to implementing systems
and policies for health, safety and security may be addressed, using the case
study
A dilemma is defined as the situation through which anyone kind condition is to opt
essentially (Neal, 2017). This can be explained by the case study to refuse the straps and
the straps with the one are keeping. The role of the care workers in the case of Mrs Y
presents the situation of a dilemma as they best interest of the patient is performing
physical activities.
Therefore, a dilemma for the patients can be resolved by planning proper care of the
patients and organisational needs. The risk assessment can be regularly updated with the
assessment of the need for Mrs Y case in order to prevent future falls which indicates the
change in the planning of the services.
Communication is very important as it helps in dealing with the service users and staff.
The case of Mrs Y can be elaborated as she is suffering from Alzheimer’s and faces difficulty
in walking. The transit straps that were used to stop Mrs Y from falling off the bed were
slightly turned due to which she was in severe pain (Sherwood and Barnsteiner, 2017). The
risk of dilemma causes Mrs Y need to be reassessed in future. This can possibly change to
the equipment with the physiologist to put in place with the referral.
The staffs are required to come up with the solution to the case. They need to share their
measures in order to deal with a dilemma and unforeseen events. Therefore, the
importance of the RIDDOR practices is must to detect the events that can possibly be
caused. It is easier to protect the Mrs Y from falling again if the risk assessment and proper
training to the staff at the care home are provided. This case can help the staff or care
workers to dealt with difficult lessons and strategies and associating possible solution out
of it.
Cost-benefit analysis of the health and safety can provide the risk of the cost of the
controlling against the level of risk (Vinnem, 2014). The cost-benefit analysis or CBA can
14
Document Page
also help in managing the risk that can be caused by the organization. This presents the
reasonable and realistic judgement of the situations.
Cost Risk Assessment (CRA) is the process through which they promote and provide
support to the effective risk management project. However, Risk-Benefit analysis refers to
the risk and benefits of the situation (Hancock, 2015). It is a crucial stage through which
appropriate management of the events can be approached with the resulting dilemma.
15

2.4 Analyse the effects of non-compliance with health and safety legislation
and relate to the case study
Non-compliance is the failure or refusal to comply with the rules and regulations in the
healthcare (Pilbeam, et al. 2016). This term adheres to the organizational standards and
codes, ethical standards and principles of good governance and community. The negative
aspect of the not following the compliance can lead to several breaches (Neal, 2017).
Therefore, it not only affects the legal cost of the organisation but also prosecutes to the
health and safety of the patients under the provisions and legislation.
Damage to the reputation of the organization like Fleetwood can possibly take place with
the non-compliance in the health and safety legislation which are long-lasting. It can be
foreseen that the public records and precautions can be maintained in the organisation in
order to enforce notices and deal with the request of the patients for any health and safety
issues/ convictions.
Therefore, it is necessary for the HSE to be registered under the convictions. If not then,
Imprisonment for around 6 months has been seriously conducted. The magistrate can
abduct the organization under different compliance. This can lead to ending up more
compliance issues under the HASSAWA law 1974 (Hancock, 2015). Therefore, it is
required to follow the compliance and reduce the potential risks, incidents and injuries
along with the welfare of the employees.
Certain precautions can be undertaken with the improving the reputation of the
organization. This can be done by implementing RIDDOR to Fleetwood Hall Home. By
implementation of RIDDOR, the on-going incidents can be controlled. Further, it can also
help in driving solutions and lessons being learnt with this. This can allow the staff to get
proper training in the areas they lack and recover from their past mistakes. This can also
enhance the chances of the reduction of the incidents at the work.
By implementation of the COSHH, the staff morale can be boosted. This can also empower
the quality of the service provided to the staff (Loeppke, et al. 2015). Training staff can

provide them with adequate knowledge about the services and quality of work. It will help
in improving the services and staff knowledge.
Thus, it is important to comply with the policies and procedures in the organization along
with manual handling, COSHH and other prospects to overcome the effect of the non-
compliance with health and safety legislation.

TASK 3
3.1 Explain how health and safety practices are monitored and reviewed,
referring to the information given in case study
A Systematic process through which observation, recording and tracking of the activities
and information of the progress can be gained is known as Monitoring (Berry, et al. 2017).
It helps in reaching its objectives and helps management to take their decisions. It is
conducted after a programme has begun and continues to go through a period. It can be
aforesaid by Frankel and Gage (2007), monitoring is sometimes referred to as process,
performance or formative evaluation of the services. There are different management tools
which help in decision-making in the workplace. Reviewing are management tools which
associate organisations performance in an effective manner. There is two type of the
monitoring which is carried in the organisation. However, those methods consist of the
measure designs and development of operations at the workplace. This can also include
inspection and routine check-ups.
Reactive Monitoring is a type of monitoring process which has been practised in the
Fleetwood Hall Home. Through this method, identification of the uncertain incidents can be
taken place in the nearby future. However, this method is applicable after the incidence
took place (Nordlöf, et al. 2017). Thus, the role of method in an investigation of the accident
or incident can reduce the chances of the future accidents.
Active Monitoring of the Health and safety is remarkable important as it helps in
protecting employees and organizing its part of health and safety management. This can
also help in the decision-making of good business sense with the proactive measures. This
can help in monitoring and record the processes in an easy and effective way.
In Fleetwood Hall Home, there are various ways through which monitoring and complying
of the health and safety legislation can take place (Sherwood and Barnsteiner, 2017). This
can be done by including various questionnaires and conducting spot checks and audits.
However, at the home care, internal audit has been conducted in order to manage and
18
Document Page
improve the on-going activities in the health and safety undertaken of the patients. This has
complied with the legislation which associates the organization to improve their ways of
functioning.
Spot Checks are the method which is also applicable to the Fleetwood Hall Home. Through
this, Fleetwood Hall Home can keep a check on the services such as notice boards, fire
extinguisher and other emergency exits which can be conducted well.
Surveys and questionnaires method can be applied in order to gain the current
competency measures at the workplace. The perceptions of the employees, patients and
other factors of the Fleetwood Hall home care can be gained through this. Questionnaires
are the way of developing an improvement in the health and social care (Dunlop, 2018).
Review in the health and safety performance is essential by establishing a board with the
strong and active leadership, assessment and worker involvement and review. These have
been embedded with the organisation to gain the relevant information of the system. They
can also access on managing risk and safeguarding people.
The review process must be carried out at Fleetwood at least once a year. This can help
them to overcome the shortcomings and effect all relevant board and management
decisions (Crawford, et al. 2017). The role of the PDCA model can help in enhancing the
quality management, performance and process management of the Fleetwood hall home.
This Plan Do Check Act (PDCA) cycle can help in planning the process and that mark the
change in the working structure of the organisation.

It is recommended to Fleetwood Hall Home that they must check policies and continuously
improve the process of health and safety in the business. Thus, Fleetwood hall home needs
to monitor and review the aspects of functions in the organisation and regularly update the
facilities under policies.
20

3.2 Analyse the effectiveness of Health and Safety policies and practices and
also use the ‘case study’ in promoting a positive, healthy and safe culture
Positive workplace culture can be absolutely integrated with the quality care and
support of the individual in recognising and understanding the elements of culture
(Pilbeam, et al. 2016). This also refers to the values and beliefs through which structure
and culture of the organisation can be attained. The role of the production and quality
service provision can thereby improve the effective functioning of the organization. The
importance of implementing policies in the organisation helps in setting a direction
(Crawford, et al. 2017). For the Fleetwood Hall home, implementation of the policies,
service users, management and employees can associate with establishing the needs of the
Fleetwood Hall Home. Positive culture has been approached in the Fleetwood Hall home
for setting the direction for the Fleetwood Hall home.
Commitment is required to achieve positive health and safety at work and meeting the staff
needs. The most crucial way of effective functioning takes place with the staff and
management interacting in a positive way. This can help in setting an opportunity to the
business which can view the trust between management and employees.
It can be aforesaid the positive culture is possibly maintained in a case where management
and employees share a bond of trust and respect towards each other. Ineffective policies
in Fleetwood Hall home hinders in maintaining that trust and set of direction for the care
home (Dunlop, 2018). Therefore, Fleetwood Care home needs to develop a training
program for the teams. They are likely to explain roles and responsibility to the people
associated with the organisation. The training programs help the Fleetwood to minimise
the risk of incidents and safeguard patients from other factors.
The role of the Proper Manual handling/improper manual handling can also create an
imbalance in the health and safety of the organization. The importance of the health and
safety in the organization can be managed with the help of using an effective tool such as-
safety climate tool. Under this tool, the measures and perceptions of the safety issues can
be offered with the SME’s to meet the large companies (Sherwood and Barnsteiner, 2017).
21
Document Page
There are eight key factors which can help in gaining services and attitude on the health
and safety issues. The factors of safety tool are raising the profile of health and safety.
Figure 3: Safety Climate Tool
Source: Nordlöf, et al. 2017
Health and safety policies like COSHH, RIDDOR can help in maintaining a balance in the
organisation. The incidents that took place can help in measuring a safety output to the
services. The chemical stored away from the incidents and lessons are learnt with every
incidents and accident that occur at the Fleetwood (Crawford, et al. 2017). Thus, effective
implementation of the RIDDOR must be taken place at Fleetwood Hall home. As per the
CQC standards, individuals with the adequate meaning and proper usage of the RIDDOR
and COSHH and training programs can help in developing a positive culture in the
Fleetwood Hall Home.

3.3 Evaluate your contribution in placing health and safety needs of
individuals at the centre of your practice.
I work as healthcare assistance at Fleetwood Hall home care and am responsible for
handling the activities in the organization. For this, I will evaluate two factors such as:
Risk assessment
Training
Through Risk Assessment, the incidents in the organization can take place with the
identified potential risks. This has also carried out potential risks and ways of dealing with
the patients. I was responsible to identify those potential risks at the work (Reese, 2015).
However, it can be said that there are various risk or hazard which are carried out in the
organization. Various hazards can be identified which includes physical hazards and
environment. It is important to keep monitor each and every resident at the home care as
to reduce the risk of incidents and fines (Pilbeam, et al. 2016). It can also create a bad
reputation for the organisation as well as my incapability to handle the responsibility.
At my workplace, it is necessary to train the employees. This can help in managing the risk.
Further, it allows a good practice under the provision of CQC. Training can also help me
keep updated with the facilities and conditions of the activities carried out in the
organisation. Training can be sometimes be done through online means. This helps in
accessing a room for the people those do not use the computer (Neal, 2017). However, this
can influence in bad way i.e.de-motivating the employees but is effective for other users.
Therefore, it is highly recommended that workplace staff must be highly equipped in
handling the instruments as well as maintaining a balance in the environment by practising
RIDDOR, COSHH and another way of managing policies and procedures.
23

CONCLUSION
The assignment concludes with the fact of maintaining health and safety in the Fleetwood
Hall Homecare. It is necessary for the organisation to adopt the policies and procedures
through which health and safety can be maintained. The implementation of the policies
such as RIDDOR, COSHH and other can effectively help in boosting the performance of the
organization. The health and safety Act 1974 also ensures the right of the employees and
other stakeholders importance at the workplace. Policies and Procedures can also regulate
on maintaining balance in the organization.
