1 Introduction
The foremost determination of the paper is to focus on a project which is about designing
and construction of a 1.5 km single deck flyover in Harwood, New South Wales in Australia.
This paper will be considering the human resources procurement, planning and control of
quality, stakeholders and communications for the project. The project will be enhancing the
existing condition of the highway and will help the commuters to reduce their travel time.
Brisbane and Sydney can be connected using this flyover. This project will be helping the
Australian Tourism to manage the tourists who are about to travel from Brisbane to Sydney. The
estimated budget for this project considering the future market conditions is about $4.36 Billion
AUD.
The paper will be focusing on the planning and quality of control of the construction
industry, procurement processes of the project, communication and stakeholders of the project.
2 Planning and control of quality
There are lots of risks associated with this construction project which can have a
considerable impact on the quality of end products like the safety hazards for the labors working
in the project, management of the changing orders coming from the higher authorities, unknown
cite conditions, contractual difficulties of the important stakeholders of the project, increase in
cost of the materials and technologies which are about to be used in this construction project,
shortage of the labor during the festive seasons and damage to the techniques and tools used in
this project. Quality of services are required to be maintained in most of the industries so that the
end users of the project are satisfied with the project. Each step of the project should be properly
planned and implemented with the help of the project management concepts. All the activities of

the projects should be tracked properly so that the efficiency of the project is maintained
throughout the project starting the initial phase to the completed phase.
This construction project will be helping both the regular commuters of the Sydney and
Brisbane as well as for the tourists. Different categories of tools and techniques are used in this
construction project so that the desired outcomes of the project are beneficial for both the
financers of the projects as well as for the commuters.
2.1 Planning
Maintaining control and quality in a project is very much important for the construction
project, the incorporation of the PMBOK is very much significant to maintain the quality of
products. The inputs and the outputs of the project can be effectively managed with the help of
the PMBOK. Quality assurance are given to the consumers based of the deliverables used in the
project. The project criteria are identified in the planning phase of the phase (Derus and Abdul-
Aziz 2016). The quality control depends upon the inspection of the products used in the project,
technical review of the documents which are maintained during the entire project cycle. The
planning and control of this single deck flyover include the quality metrics such as the failure
rates of the phases, defect frequency, on budget performance, reliability and the mean time
between failures. The tolerance level of each of the deliverables are needed to be understood in a
better way so that the future complexities can be avoided. The control limit of the deliverable is
also needed to be considered in before the start of the project.
2.1.1 Planning phase
Quality of the project starts from the planning phase of the project where the finances are
selected from the governing body. All the stakeholders of this project should be aware of all the
developments such as the availability of the raw materials and the management of the labors

challenges for maintaining the quality of products in this project (McCready and Clark 2018).
Risks in the designing level are the prime risks which have the capability to damage the quality
of the project. The technical risks of this project such as the understanding each phase of the
project should be focused highly by all the stakeholders of the project so that the challenges of
the phases can be minimized to a significant extent (Chapman 2016). The technologies which are
used in this construction project such as the project management information system is used to
support the operations of this project, management of the business processes and decision
making procedures.
2.1.2 Execution phase
Quality control is a very important aspect for the execution phase of this project also as
its help in satisfying the clients. The materials used in the project along with the time needed for
each phase are the main challenge for this project due to the variable circumstances (De Marco
2018). Allocation and the utilization of the resources are done in this phase of the project.
Progress of the project is monitored accordingly in this phase of the project by the main investors
of this project.
2.1.3 Control phase
The performance of each stakeholder of the project is evaluated in this phase of the
project. The adjustments made by the manager are also monitored in this phase so that the
effectiveness of the project is maintained. Cost management and the time management, cost
tracking and project scheduling are the most essential activities of the control phase (Dunmade et
al. 2018). The control phase of this project will be involving the project sponsors such as the
Australian government and the government of New South Wales.

2.1.4 Closure Phase
Execution of the project based on the requirement documentation is monitored in this
phase of the project. This is the final step of this construction project while determines the work
done by all the available resources starting from the initial phase to the final phase. The lessons

management body of knowledge, 2017). All probabilities of the future projects are considered in
his phase. Thus, quality control of this project will be maintained with the help of the following
criteria’s.

3 Human resources for the project
The project human resource management can be used in this construction project for the
organized management of the business processes. Good relationships are needed to be
maintained among all the stakeholders of the project such as the contractors, site supervisors,
suppliers, financial managers, civil engineers, site engineers, quality surveyor, facility manager,
contracts manager, procurement managers.

4 Project Procurement
Determining the scope of this construction project is one of the most essential activity of
procurement project managers. There are lots of complexities associated with the scope of work
in this construction project such as the milestone payments for the labors and the contractors,
monitoring the work done based on the documentation, management of the project deliverables
and acceptance test before the end product is ready for the customers. The assumptions which

5 Communication and Stakeholders of the project
