INTRODUCTION
In a project management, there are many key components which need to be consider
while delivering a project. This includes project delivery system and contract management that
might influence the success as well as failure of a project in any phases of a project. Therefore,
the present report also assists to develop a deep understanding regarding different project
management delivery systems in order to deliver a right project. The study based upon the
existing project which is not yet completed. i.e. Western Sydney Freight Line- Stages 1 and 2.
For that, the report will provide the key objectives and background of a project and
statement of work. Further, the report will also describe the statement of work for the case
project in which different delivery models will be used along with contract types. Moreover, the
study will also select the particular delivery method and discuss the implementation plan for a
project. Under this, report will provide request for proposal preparation and bidding process and
also describe the risk management plan by selecting the project delivery method.
Background and objectives of the case project
Background:
The chosen project is Western Sydney freight Line who is designed in order to protect the
land for future freight rail link between western Parkland City and Port Botany. It has been
analyzed that Freight is a backbone of NSW economy and that is why, proposed to make a
connection between cities. In this, NSW government is also committed in order to establish a
corridor for the future and the expected price for this project is $1 billion. Therefore, it has been
analyzed that with the help of this project, government increase the import by 80% containers
from Port Botany in Western Parkland City (Western Sydney Freight Lines- Stages 1 and 2,
2021). Overall, it can be stated that through this project, government enhanced the transportation
system especially in the context of import within one city to another. Also, with an aim to reduce
congestion on local roads, new freight line will also allow to transport of goods across by Greater
Sydney that further link to industrial areas as well as distribution centres that includes intermodal
terminal site in Mamre Road Precinct.
Objectives:

The main objectives of designing or proposing the plan are as mentioned below:
 To support the movement of container as well as bulk freight by rail across Sydney.
 Implementing an effective freight rail connection in order to serve the employment lands
as well as future industries across Western Parkland City.
 To reduce the growth in road overcrowding on Sydney road Network with more than one
options.
 Creating access to the future Western Sydney Intermodal Terminal in chosen destination.
 To free-up the capacity on Main West Line to lodge more passengers rail services.
High level WBS and Statement of work regarding to chosen project
Work Break down structure of Western Sydney freight Line helps to analyze the actual
time required in order to complete the project. It is performed by project manager in order to
determine the how much work need to be done in a specific tenure. Along with this, through this,
project manager can break the work into smaller parts which in turn helps to lead a better team
productivity and easier project management. The WBS of chosen project is as mentioned below:
In accordance with the above chart, it has been examined that the work start from 2018
onward and the expected year of completion is 2026. This is a provision of indicative timetable
that might be changes as per the external factors affected. That is why, it is a tentative date in
which project manager and team members have to be obliged under the given months.

The key assumption of the project is to identify all the relevant
stakeholder who will join the next meeting and also, the team members

The scope of the work is to reduce road over-crowd so that there will be
more options available for import a project. Also, it another scope of the
project is to create a terminal which helps in smooth transportation
facilities in Western Sydney freight Line.

Western Sydney freight Line helps to link with the roads that helps to provide easy routes
within a transportation. McManus and Haughton (2021) also investigated in their study that in
order to reduce the long term infrastructure cost that indicate it provide effective surrounding
infrastructure that helps to protect corridor. In the context of the chosen study, it has been also
identified that through increases certainty of investment for an industry, a corridor will also
enable effective planning and investment that helps to provide employment opportunities. Thus,
it assists in increased cost for the future delivery of infrastructure.
` As per the view of Bygballe and Swärd (2019) project delivery systems are defined as the
structure of a relationships of parties, roles and responsibilities in order to deliver the project at
right manner. Therefore, there are many methods which helps to deliver the project in a
systematic manner such as Design-Bid-Build where architect as well as general contractor work
directly for owner under a separate contract. Thus, the method provides a lot of opportunities for
an owner’s input on project where design team work in order to develop contract documents

(Common construction project delivery method: A breakdown, 2020). However, Hall and
Bonanomi (2021) critically analyzed that in this delivery system, the owner used to spend a lot of
cash on the actual construction project. Some of the payment cycle might be delayed for lowest
tiers.
Another type is Design-Build (DB) which is consider as most important delivery system
where more than 40% of the US based construction project works. In this, projects can be
architect-led contractor-led, such as depend on who the contract is with. Next delivery system is
Construction Manager at Risk where a construction manager act as an owner’s representative
during both deign and construction phases. In this method, CMAR separates the design and
building process where project manager accepts the risk for meeting the deadlines and owner’s
cost requirement.
Luglio and et.al., (2019) investigated another delivery method for the project i.e.
Integrated Project Delivery (IPD) which is actually connected with only one project and all the
team members are selected before design begins and also plays an important role in order to
design the construction. Apart from this, there are different contracts which are used by the
project managers in order to meet the deadlines. Such as Fixed-Price contract, where contract
involves a fixed price for a specific product and service. In this, there are different types of fixed
price contracts used in order to managing projects which include firm Fixed Price, Fixed Price
Incentives Fee, Fixed price with economic price adjustments. Moreover, cost reimbursable
contracts is another method of contracts which involves cost reimbursement for a costs that
incurred during a completion of contractual job. However, Cavanagh (2017) also investigated
that if the scope of a work is expected to change during such contract period, then different types
of contract under this category may include. Such as, cost plus fixed fee, cost plus incentive fee,
cost plus award fee. Thus, it can be stated that with the help of such contractual methods, project
manager able to deliver the project in an effective manner.
In the opinion of Kivilä, Martinsuo and Vuorinen (2017) project context refers to those
circumstances where an event occurs and it is a description of internal as well as external
environment where project may be going to undertake that does not cause any negative impact.
This circumstance may include risk and opportunity that might affect the project in adverse

condition. For that, project manager may also use context analysis which invites project manager
to reflect upon the wider context of own project in term of barrier and opportunities.
Selection of particular delivery method along with SWOT analysis
From the variety of different delivery methods, it is suggested to use Construction
Manager at risk within a chosen project because it is a derivative of Design-Bid-Build Process.
In this, the owner hires construction manager (CM) instead of designer to overseeing the entire
project. It is so because after hiring CM, they are liable for the owner’s representative and also
advocates every step of construction process from starting to an end. That is why, it is more
suitable for Western Sydney freight Line, in order to generate the best outcomes and deliver the
project on time. With the help of SWOT framework, there are different key elements that reflect
whether the chosen delivery system is suitable for the project or not.
Strength: The biggest strength of using this method for the project is such that it provides
with a skilled advocate throughout the project. Also, this system provides a high quality with on-
time delivery project at lower cost (Semaan and Salem, 2017). Also, the project is more suitable
for the larger projects and that is why, for Western Sydney freight Line it is more suitable over
other. Hence, it is considered as best suitable method for the project, as it assists to meet the
project in on time.
Weaknesses: The biggest weakness of using Construction Manager at risk, is to increases
the disputes which might be arise due to design intent and construction feasibility. Also,
increased administration role for the client of CM route is also consider another weakness for the
project because it delays the same.
Opportunities: In the context of chosen project, Construction Manager at risk assist to
create more opportunities for the chosen project in term of financial. Such that through this
delivery system, project manager may easily meet the deadline (Fabbro and Tonchia, 2021).
Further, due to its suitability for longer project, Western Sydney freight Line may also determine
different opportunities that can be suitable for the near future as well.
Threats: In the context of chosen delivery method, it has been identified that due to
exposure of risk associated with construction manager and team performance, most of the project

manager may not uses the chosen method. Further, due to design co-ordination risk and
increased likelihood of design change may also decreases the chances of using this method over
others.
Implementation plan
Request for proposal (RFP) and bidding process
RFP preparation
It is an important tool which is used to solicit competitive bids prior to purchase of a
project regard to goods and services. Therefore, it creates an overhead factor where project
manager has to complete the same within a defined timeline (Pringuet, Vande Wiele and Friel,
2021). In the context of chosen project, project manager must have to focus upon different key
elements while preparing RFP such as defined specification, context, vendor interaction,
successful contract negotiations, risk etc. Thus, the RFP preparation must include different key
elements which are as mentioned below:
 Project Overview: In this, a short summary of a project has been defined that helps to
describe why the project performed.
 Organization’s background: Through this, project manager may provide a short overview
of a chosen organization on which the project has made. Project goals: In order to complete the project in an effective manner, it is necessary to
establish a goal. Scope: in this, project manager has to define scope through which project can be
accomplish on time. Timeline and budget: In this, key element, project manager has to look after the end date
of a project and ensure that the project has completed with an assigned budget.
Bidding process for selecting contractor:
In order to select a contractor for Western Sydney freight Line, it is suggested to use
negotiated contracting method in which project manager and contractor negotiate about the
amount invested upon the project so that effective results can be generated and process will be
completed under-budget. Apart from this, the selection of a contractor must be performed on the
basis of rotating basis from a pool of contractors so that effective results can be generated

(VanderLey and Via, 2021) Under this, a memorandum stating the condition warranting like an
award, justification of an accepted and reasonable price must be performed that helps to satisfy
the bidding process.
Contract types for a design and construction of case project
The chosen project is entirely based upon the construction and that is why, the preferred
contract type for this is Unit price contracts where the total work required to complete the project
into separate units. Through this, contractor provides the owner with price estimates for each unit
of work instead of estimate for project as a whole. Also, with the help of selected contract, the
project manager makes transparency between the members and as a result, it helps in avoiding
disputes as well as arguments (Olorunshola and Ogwueleka, 2022). Also, if there will be no extra
work, then profit margin stays the same that helps to manage the orders and other alterations.
Apart from this, it has been also identified that with the chosen contract types for design
and contract, this contract types helps owner with price estimates for each unit of work instead of
estimating the project as whole. Thus, it helps to understand he cost of each unit required in a
tools for Western Sydney Street line.
Risk management plan related to delivery method
Risk management plan is all about a detail discussion about organization’s risk that affect
the entire delivery process of Western Sydney Street Line. In the risk management plan, there are

The project manager is responsible for the planning, coordinating, budgeting and
supervising the project at beginning to end. So, the entire administration is in hands of project
manager how to look after each stages in order to generate the best outcome. The administration
of the Western Sydney Street Line also depend upon the team work and the contribution of each
member towards a project. Further, it has been examined that by delegating the work efficiently
to each worker assist to implement the project in an efficient manner. Also, this in turn helps to
meet the deadline (Pan and Zhang, 2021). The administration of a construction project also
involve support, involving different stakeholders within a decision making process so that
effective results can be generated.
This in turn reflected that the administration of a project involves creation and
distribution of a report that helps to present the actual status to the team members in order to

generate the best outcomes. Along with this, administration within a construction management
link with the resource availability, cost management and performance metric that helps to
examine current situation of a project. Overall, it can be stated that in Western Sydney Street
Line project, the project manager should use software in order to determine whether the project
is on track or not. Through this, entire flow of project can be monitored and this in turn assist to
successfully implemented the project.
CONCLUSION
By summing up above study it has been concluded that Western Sydney Street Line is
not yet completed and with the proper support from the team members and project managers, the
project will be completed. The report has also summarized that there are many delivery and
contracting methods which can be used by the project managers as per their defined aim. In the
context of chosen project, manager uses Construction Manager at risk in order to provide
effective experience to manage the project effectively. Also, the chosen contracting type, project
manager uses negotiation contracting in which project manager and supplier may negotiate
regard to the unit. Overall, it has been concluded that project manager may also faces different
risk and this can be minimized by using risk management plan where different actions can be
planned that helps to meet the project in an effective manner. Whereas, the study also concluded
about administration of a construction project which entails that project manager should perform
all the assigned duties and roles that helps to meet the deadline of a project.
