SUMMARY
A team of Social Workers from a government agency visited some rural communities in the
country, there they discovered that a large percentage of the population in some of the
communities were experiencing high levels of malnutrition and were plagued with an
overabundance of health issues. They realized that their base resources came from agricultural
related enterprises managed by small and medium sized farmers but although they had large
tracts of cultivatable land, their production, productivity and income was very low due to the fact
that the region experienced long periods of drought, and had little access to the water from two
large rivers that ran through the communities.
Once the $5M US grant from your funding agency is approved, it will be used to educate the
small and medium sized farmers about proper agriculture production since the land is readily
available and cultivatable. Funds will be used for the purchase of livestock & feed, seedling,
chemicals, farming equipment, fuel, insurance, repairs or improvements to buildings and
workers. To alleviate the problem of drought, funds will be used for a proper irrigation system
for crops and livestock and to provide potable water for use by the community.
This is a great way of the villagers being self-employed and will lead to increased productivity
and income for the families to lessen the high levels of malnutrition and access to proper
healthcare system to help them alleviate the overabundance of health issues.
The beneficiaries will be the members of the rural communities who will enjoy increasing family
income, wealth, access to quality education and proper healthcare, all amounting to a higher
standard of living. The funding agency will be a beneficiary also; they can have their money
work for them to earn more money, increasing their profit and promoting long life of the agency.
Proper farming techniques will result in obtaining better yields while making sure that the
environment is well protected to support farming even in several years to come. The Ministry of
Social Work intends to complete the project within three months, after which the villages and
farmers will be monitored. The overall cost will be within the budget of Five Million U.S.
Dollars (US$5M)

PROPOSAL:
CONTEXT
A team of government appointed Social Workers visited some rural communities in the country
and realized that villagers were affected with an overabundance of health issues, suffering from
high levels of malnutrition and making very income very low from their base resource of
agriculture.
They realized that their resources came from agricultural related enterprises managed by small
and medium sized farmers but although they had large tracts of cultivatable land, their
production, productivity and income was very low. This could be due to the fact that the region
experienced long periods of drought and although two large rivers run through the communities,
access to the water from these rivers were limited for use by the farmers for their crops and
animals.
This low income could attribute to the circumstances of a large percentage of the population was
suffering from high levels of malnutrition and that they were plagued with an overabundance of
health issues, since they would not have the funds to access proper healthcare or nutritious foods.
A report was prepared by the Social Work Team to the funding agency All Terrain Enterprises,
seeking to obtain a grant of US$5M in order to build sustainable rural economies while
addressing the issues of low income, malnutrition and inadequate healthcare. Once these
communities can increase their income by means of agriculture enterprises, they will be able to
increase the family income and wealth, afford proper homes, have access to quality education
and stimulate economic development. The capital investment made by the sponsor will assist the
funding agency in furthering its business objectives and the capital investment made is expected
to be productive over many years.
The funding of Five Million U.S. Dollars will be used as follows:
Direct Labour : $393,120.00
Purchase of Equipment & Materials : $3,284,380.00
Travel & Miscellaneous Expenses : $1,322,500.00

HOW WAS THE PROBLEM IDENTIFIED
The problem was identified when a prominent member of the rural community visited the
Lieutenant Governor of California, USA, Office in the beginning of September 2016 and advised
him of the plight of the member of the rural communities of Alpine, California.
The Lieutenant Governor’s Office decided immediately to dispatch a Team of Social Workers
from the National Association of Social Works, California, to visit the reported areas and
investigate the problems that the businessman stated. There the Social Workers were aghast to
find that a vast amount of the community members were suffering from high levels of
malnutrition and were plagued by diseases since their income could not suffice them to acquire
nutritional foods or to obtain proper healthcare.
Since it is the responsibility of Social Workers to improve local communities and understand the
problems that persons face in improving people’s lives promote empowerment and resolve
challenges, these workers were all too eager to complete their investigation and prepare their
report on the findings.
The Lieutenant Governor’s Office then advised the Social Work Team to prepare a Business
Report to the funding agency to acquire the Five Million U.S. Dollars grant to assist these
communities as quickly as possible.

OBJECTIVES
Social Workers serve as liaisons promoting human development and are responsible for helping
families, and groups of people to cope with problems they are facing with the intention of
improving their lives. They serve as liaisons between different institutions to assist patients and
collaborate with health professionals to ensure patient wellness. Social Workers were able to
identify the underlying issues and prepared reports to the Health Sector, Agriculture Sector and
Self Help Agencies. These professions work in different ways with people to help them achieve
independence and enable them to take action to improve their lives, promote empowerment,
resolve challenges, improve their financial position, help them to access training, work
opportunities and benefits.
To obtain the $5M US grant from the funding agency to be used to educate the small and
medium sized farmers about proper agriculture production since the land is readily available and
cultivatable. Funds will be used for the purchase of livestock & feed, seedling, chemicals,
farming equipment, fuel, insurance, repairs or improvements to buildings and workers. To

INTENDED PROCESS FOR BUILDING SUSTAINABLE COMMUNITIES:
1. Acquire the US$5M Grant from the Funding Agency
2. Request Volunteer Doctors & Nurses from Hospital across California, USA
3. Acquire foodstuff and clothing through charity drive across California, USA
4. Organise Travel, Accommodation and Meals for approximately three (3) months for
Project Team and Volunteers
5. Arrange meeting with farmers and other villagers through the Stakeholder or Village
Representative
6. Mobilize to Alpine, California and set up as necessary
7. Meet with Farmers and Villagers and present Project Plan to them, get their feedback and
get indicators on their interest in the project.
8. Assist Volunteers in setting up Building for Clinics to start treating villagers for diseases
and malnutrition.
9. Distribute donated foodstuff and clothing as and when required.
10. Issue complete, detailed Requisitions to NASW Head Office, Sacramento, California in
order for Purchase Orders to be created for irrigation system, equipment, seedling,
livestock, feed, chemicals, fuel, consumables and miscellaneous items.
11. Have Agriculture Representatives begin sensitization training with farmers and other
interested persons on proper agriculture techniques and ways of improving productivity.
12. Visit Cultivatable Lands with Farmers and Experts to Determine Soil Types, Conduct
Field Demonstrations and display ways to implement sustainable agriculture methods to
maximize yield Check with Head Office on status of Requested Items
13. Continue sensitization training with farmers and other interested persons.
14. Check with Volunteers on progress of treatment of malnutrition and diseases.
15. Receive Verify and Distribute Irrigation system, Farming Equipment, Seedlings,
Livestock, Feeds, Chemicals, Fuel, Consumables and Miscellaneous items.
16. Demobilize temporary clinic and volunteers.
17. Visit cultivatable lands with Irrigationist, farmers and stakeholders to Set Up Irrigation
Systems, testing of same to ensure efficiency and functionality

18. Farmers to begin planting land with seedling received with assistance from Labourers and
under observation from Agriculture Specialists

System by Agriculture Specialists, Irrigationist, Labourers and Farmers.

22. Visit Farm Buildings to determine what Repairs &/ Improvements are required & start
necessary work.
23. Continue monitoring progress of growing plants and the rearing of livestock for the
remaining period before demobilization.

CONCLUSION & BUDGETING:
NASW is seeking a grant from $5M US grant from the funding agency to assist these rural
communities to become self-sustainable. The purpose of this proposal is to build sustainable
rural economies while addressing the issues of low income, malnutrition and inadequate
healthcare. Proper farming techniques will result in obtaining better yields while making sure
that the environment is well protected to support farming even in several years to come. Once

Since sustainable communities are places where people want to live and work, now and in the
future, investing in this project will stimulate economic growth and development both for the
rural communities and for the funding agencies. Once the agriculture project is successful, it will
encourage sale of real estate in the rural areas, increase in demand for sustainable transport,
construction of village centers and housing.
In addition to Acquiring this US$5M grant a national through charity drive will be publicized
and conducted across Sacramento, California, to gather foodstuff, medical items and clothing to
assist these communities. We will also be requesting volunteer Doctors and Nurses from across
California who will be willing to travel to the rural communities and set up temporary clinics to
start treating the villagers.
