Description of work of Robert Wood Foundation Committee
The Robert Wood Johnson Foundation (RWJF) has been working with the Institute of
Medicine (IOM) since 2008 for a 2 years program of the transformation of the health care facility
in United States. It has been seen that the nursing profession of the country has been comprised
of 3 million members (Nationalacademies.org, 2020). However, the health care delivery of the
health care organizations has not been addressing the needs of the patients properly. Hence, the
transformation or the reformation of the health care facility has been considered with priority by
the RWJF (Nationalacademies.org, 2020). The organization has been appointed by the IOM for
recommending the action oriented blueprint for the future of nursing. On this context it can be
steed that the process of the transformation was focused on al sector of the nursing such as the
hospital, home cares, retail health clinics, schools, long term care facilities and community based
nursing. Hence, the transformation has been focused on the training and education programs for
the nurses and the practice based learning processes (Hassmiller & Reinhard, 2019). The
education programs have been conducted by the experienced or senior nurses for the junior or
nursing students. The reformation has been expected to improve the care procedures of the
nurses. The education program has been developed with various procedures developed by the
licensed senior nurses. The transformation process has been developed four basic messages or
the nurses in order to develop the effective care procedures. The four key messages have been
focused on the full extent of education and training, achievement of higher level of education and
training which promote effective learning, partnership with other health care partners and
effective workforce planning and policy development for the improved care providence. On this
context it can be stated that the RWJF developed an effective education procedure to ensure the
improvement of the care procedure of the nurses (Nationalacademies.org, 2020).

Outline of the four "Key Messages"
The key messages of the action oriented blueprint of the transformation have been seen to
be focusing on the knowledge development and the promotion of improved learning for the
development of the improved care procedures. On this context the first message focused on the
practice of the education to the full extent as most of the nurses in the country are classified as
the advance practice registered nurse and others are registered nurses. Thus, the change focused
on the skills development of the nurses to the full extent through the nursing schools to the
advance practice procedures (Nationalacademies.org, 2020). The second message states that the
promotion of the errorless academic progression by achieving high level of education and
training. This also focuses on the safe and patient centered care delivery. Thus, the education
system should be improved based on the complex patient requirements. Teamwork and
leadership competences should be developed through proper practice based training as well
(Nationalacademies.org, 2020). Third message put forward the idea of the partnership with the
professionals other than nurses such as physicians through reformation of the health care system.
Hence, the reformation of the education and the whole attitude of the health care system should
be reformed due to the need of the improvement of the care facility (Nationalacademies.org,
2020). Finally the fourth message focuses on the evidence based practice through the reformation
of the infrastructure of the information management. Thus, the fourth message focuses on the
planning, policy making and improved data management for the workforce and the care
procedure efficiency development (Nationalacademies.org, 2020). The four messages are
effectively focusing on the reformation of the health care system in every sector for the
improvement of the nursing facility and the care procedure itself (Altman et al., 2016).

Discussion of the role of state-based action coalitions
Based on the response of the report of Future of Nursing of IOM in 2010 the nurses of the
country focused on the development of the improved education and subsequently the improved
care facility development. On this context it can be stated that the process of the state coalition
has been focused on the development of the improved care facility development as the insight of
the Future of Nursing program has been shown that the whole nursing workforce would obtain
Bachelor of Science in Nursing (BSN) or higher degree by 2020 (Campaign for Action, 2020).
This insight has been developed with focus of the aspiring health care improvement. However,
the process has not been focusing on the proper development and the infrastructure was not been
developed enough to obtain the perfect outcome. Hence, the state coalition was developed by the
nurses of the country develop better education program which can develop the effective
knowledge and the learning process for the nurses. On this context it can be found that the 76000
nursing students obtained the BSN degree in 2017 and 62725 RN obtained the BSN degree in
2017 as well (Campaign for Action, 2020). Hence, the state coalition helped in the improvement
of the rate of education among the nurses from 49 per cent of 2010 to 54 per cent in 2017
(Campaign for Action, 2020). Moreover, the 30679 nurses have achieved the doctoral degree as
well by the IOM program of Future of Nursing by the support of state coalition of the nurses
(Campaign for Action, 2020).
Effectiveness of state's coalition
The state coalition has been effectively supporting the Future of Nursing program of the
IOM. On this context it has been seen that the state coalition helped in the process of the higher
education obtaining by the nurses and the improvement of the care facility in the country
(Giddens & Meyer, 2016). Hence, it can be found that the state coalition has been effective in the

process of the education development of the people connected in the nursing program. On this
context it has been found that the program of the improvement of the knowledge and education
of the nurses could not be achieved by the IOM single handed and thus, the support from the
state coalition accelerated the program (Handlos, 2016). On the other hand the effective learning
has been achieved by the nurses by the development of the self regulated program and effective
training and practice as well (Walton & Mullinix, 2016). On this context it has been found that
the state coalition of the nurses has been effective in the process of the development of the
education properly.
Description of barriers
The process of the development of the education and the knowledge o the nurses has
been an aspiring program. However, the program lacked various effective processes such as the
factor of the availability of the licensed and educated nurses for the proper education providence.
Moreover, the factor of the infrastructure and the knowledge of the nurses regarding obtaining
the higher knowledge in this process have also been missing. Hence, the factor of the knowledge
development and the training should be focused on the improvement of the knowledge of the
nurses and thus the state coalition was needed to support the program as well. Thus, factor of the
improvement has been affected by lack of education providers, financial infrastructure and the
proper insight as well (Veenema et al., 2017). However, the program was focused on
overwhelming propositions which should be properly factorized for the improvement in an
effective way (O'Connor, 2017). Thus, there were different barriers present in the program and
the transformation of the situation achieved slowly as the knowledge level of the nurses were too
less.
