FY028 Inquiry Project: Child Poverty and Youth Development in Croydon

This inquiry project investigates the impacts of child poverty on youth development in the London Borough of Croydon. The study identifies the causes of child poverty, including high housing costs, low pay, and lack of affordable childcare, and analyzes its consequences, such as affecting youth development, shortening life expectancy, and contributing to poor mental health. The research employs a qualitative approach, utilizing both primary data collected from questionnaires with Croydon residents and secondary data from existing sources. The project also explores existing strategies to decrease child poverty, such as changing local housing allowances and providing free education, and suggests further improvements to housing and healthcare policies. Croydon Borough, London
INTRODUCTION
Background of study
Child poverty can be considered when a child has grown up in the family whose income is
60% below the average income in a given year. Child poverty (Spencer, Griffin and Floyd,
2019). This study is based on London Borough Croydon that has a population of around 342,000.
It has the largest population of children and young people. Its birth rate is higher than the London
average of 68 and the national average of 62. This study is going to discuss some negative
impacts or consequences of child poverty in youth development. It will further discuss some
strategies that can decrease child poverty and all negative impacts, caused by this.
Aim and objectives
Aim: The aim behind conducting this study is” To discuss impacts of child poverty on
youth development. Study on Croydon Borough, London.
Objectives
 To discuss causing factors of child poverty in Croydon Borough, London.
 To analyse consequences of child poverty in London Borough of Croydon.
 To identify ways of decreasing child poverty that is affecting youth development.
Research questions
1. What are some causing factors of child poverty in Croydon Borough, London?
2. How child poverty can affect youth development in Croydon borough, London?
3. How can child poverty can be decreased that can lead better youth development?
Rationale
The reason of selecting this topic is to improve youth development and decreasing all
problems that people of Croydon borough are facing because of child poverty (Darling and et.al.,
2020). To improve living standard of people and improving their health is one of the main reason
of selecting this topic.

LITERATURE REVIEW
Theme 1: Risks and risk management
According to the (Torres, 2021). risk is referred as a probability which shows that person can
harmed or experience the worse health effect. It is hazard which can cause life threatening to the
human health. Risk management is defined as the effectual process to analyse or identify the risk
factors to prepare a solution for overcoming all risks. Risk management involves the activities as
technology aspects, policies which can be adapted to mitigate or overcome the vulnerabilities
from the risks.
Theme 2: Past events are the good predictor for the upcoming events in terms of handling risk
As per the view (De Angeli and O'Neill, 2020). of predictive analysis always beneficial which
can help to predict the future event. In case of the handling the risk past data always plays an
important role to prepare the strategies to cope up with the occurring risk factors. By using the
past data can give the effective information to prepare the strategies also enable to involve the
technological features so that the occurring risk event can be mitigated. To analyse the risk factor
provide help to the risk manager to try best to reduce the loss also to minimise the vulnerabilities.
Theme 3: Different steps of risk management that can help in the mitigation of the risk for the
project
According to the (Roig-Tierno, Huarng and Ribeiro-Soriano, 2017). risk management steps
provide the systematic approach to overcome the risk. It involves the steps which involves the
initial aspect as to identify the potential risk it can give the idea about its nature so the preventive
measures can be taken accordingly. Second process is to assess the risk which can be qualitative
as to find the critical factors on probability of event, and quantitative approach to find the
financial impact associated with the risk. Further, step is risk treatment after analysing the risk
it's up to the risk management team to prepare the preventive measures to mitigate the risk. Last
step is to monitor the risk which helps to proper escalation for the risk so that in the future event
there will be decrease in probability of the risk.
RESEARCH METHODOLOGY

Research type
Research refer as a unique procedure through which the researcher collect or analyse the research
data for the good outcomes. Research can be conduct in two type which are qualitative and
quantitative research type. Qualitative research is the type of research in which the analysts
conduct the open communication, questionnaire or interviews of the participants to obtain data
from them. Whereas quantitative research define as a data gather in the form of statistical data,
numerical data. For this research study analyst will do qualitative research as it provide data in
textual form which can be easy for research study.
Research design:
It is considered as the important factor which is used to design the data accordingly to complete
the research study. It divides in further process which are exploratory and descriptive research
design, exploratory research design enable the researcher to further explore the research topic in
which researcher has no past data. Descriptive research design enables the researcher to collect
the data from the varying objects (Tamers and et.al 2018). In this research exploratory research
design will be taken by the researcher as it helps to bring out the base of the research.
Research approach:
The effective way which can be select by the researcher to prepare the data for the research. It
can be done in a way which are inductive and deductive approach. Inductive research is define as
it allows the researcher to analyse the data from development of new theories. Deductive theory
refer as data is analysed on the basis of existing theory. Inductive research approach is beneficial
for the research as it uses the qualitative data which provide the flexibility to the researcher to
complete the study.
Research philosophy:
Research philosophy is the study that deals with the nature, phenomena it is belief to collect or
analyse the data for the desired outcomes of the research. It is further explain the processes
which are interpritivism and positivism. Interpritivism research philosophy allows the researcher
to observe the society, it is on the basis of what researcher's interest is. Positivism research
philosophy define as that the society can be acknowledged as objective. Interpritivism research
philosophy will be use in this research study as it enables the researcher to interpret the data also
the data obtain can be trust worthy.

Data collection:
As the name suggests it is the method of gathering the data from various source to conduct the
research study. It can be done in two ways which are primary or secondary data collection. In
primary approach data is gathered from the interviews, questionnaire of the participant. On the
other hand data secondary collection is from the existing sources as from book and journals, or
from someone (Ravn, 2021). In this research study both primary and secondary data collection
is selected as it provide the relevant facts in data which can be easier to conduct the research.
Sampling:
Sampling can be defined as to select the group of participants to conduct the interview for
obtaining the information regarding research topic. Random sampling can be done to select the
random people from the population. In non probability sampling researcher use the biases to
select the participant. For this research study analyst will randomly select the 20 participant of
Croydon Borough, London to gather the information over the child poverty impact on youth
development topic.
Ethical consideration:
These are very important for the researcher to maintain the confidentiality of the participant, to
maintain the data privacy of the participant. For this research study researcher will provide the
consent form to all the participant who are selected for the interview by signing the form will
reflect the interest of participant to be part of the interview. Along with this a list of references is
provided which will show that the work is not copied it is self done by the researcher.

Interpretation: As one of the main reason of this study is to identify impacts of child poverty on
youth development in Croydon, London. So, people were asked about the main reason that is
increasing child poverty. In this context, 8 people said that according to them high housing cost
is the main reason. 9 people stated that low pay or lack of flexibility is the main reason as they
cannot afford housing and other basic things with this pay. 3 people said that lack of affordable
childcare is increasing poverty.

Interpretation: in regard to consequences and impacts of child poverty, 8 people stated that it is
affecting youth development as due to poverty, they do not get healthy food that affects their
development. 7 people said that it shortens their life expectancy due to lack of proper nutrition
and others. 5 people said that children are bind to drop school and miss all enjoyment that they
deserve and it is affecting their mental health and growth.

Interpretation: It is important to know existing strategies and actions that Croydon has taken for
decreasing child poverty. In this context, 8 people stated that as per the Croydon’s strategy local
housing allowanced have been changed for people who has low income. 5 people said that
children up to 15 age have an opportunity to get free education. 7 people said that this borough is
working hard in partnership with other healthcare providers in order to improve health of youth
and children.
Theme 4: Suggest one of the best strategy by which Croydon Borough, London
Interpretation: In this regard, some people suggested that government should make
changes in housing and other healthcare policies by which children and people with low income
can have easier and affordable access on basic needs. some people suggested that government
should provide free education and should conduct some additional activities by which, children
can develop their mental as well as physical health.
DISCUSSION
On the basis of above results, it can be said that child poverty in Croydon Borough, London
is affecting children to the great extent. It is affecting their physical and mental health because
they are less likely to get nutritional values of food, diet. Due to low pay, parents cannot afford
proper housing and schooling and when children do not go to school then it affects their mental
growth. It is also found that the main reason that is increasing child poverty is: high housing
rates, overcrowding, increasing population and low pay to parents. Due to increasing population,
people find difficulties in getting employment opportunities and it leads child poverty
(Croydon’s Child Poverty Strategy, 2016).
There are number of strategies that have been used or implemented by this borough for
decreasing child poverty such as: decreasing housing rent, increasing employment opportunities
and others. It is also found that people have to pay penalty if they are found doing child labour.
Also, some changes have been done in social housing as children aged under 16 with same
gender must share bedroom as it can decrease their housing cost (Bramley and Bailey, 2017).
RECOMMENDATIONS

On the basis of above discussion and results, it can be suggested that local nursing homes
and healthcare providers should provide affordable healthcare services to children. They should
conduct survey in order to identify children who are obese or suffering from mal nutrition. On
the basis of this, they can suggest them nutritional values of diet and exercise by which children
can improve their physical and mental health. It can also be suggested that Croydon Borough
should educate children and people about ways to improve their health and they should provide
them free education by which they can become mentally capable.
